For weeks, we've been hearing cries about the Governor's budget address, all without offering any solutions or bipartisanship to come up with solutions to our budget that this state desperately needs. Instead, we get cute little signs on desks, screaming alternative facts. Well, it appears that those on the other side are living in an alternative universe. It's time… and that Bill was also not in compliance with the State Constitution, an oath that we took in this chamber to uphold that document. Instead we get this righteous indignation and it's time for it to stop. This month the Black Caucus has taken it upon ourselves to recognize important figures in African- American history and it is my honor to be able to do so today. And I have chosen James Baldwin, a writer and playwright who is currently the subject of a critically acclaimed documentary called I Am Not Your Negro. Writer and playwright James Baldwin was born August 2, 1924, in Harlem, New York. He developed a passion for reading at an early age and demonstrated a gift for writing during his early years. Attended DeWitt Clinton High School in the Bronx where he worked on the school's magazine with future, famous photographer, Richard Avedon. James Baldwin published his first novel Go Tell It on the Mountain in 1953. It was a loosely autobiographical tale focused on the life of a young man growing up in Harlem grappling with issues of race, parentage, and religion. He said it was the book he had to write if he was ever going to write anything else. James Baldwin later became a Civil Rights activist who aligned himself with the ideals of the Congress of Racial Equality and the Student Nonviolent Coordinating Committee. In 1963, he conducted a lecture tour of the South for CORE, travelling to locations like Durham, Greensboro, North Carolina and New Orleans, Louisiana despite great personal danger to himself. By the spring of 1963, Baldwin had become so much of a spokesman for the Civil Rights Movement that he covered Time magazine and was… it was said by Time that there is not another writer who expresses with such poignancy and abrasiveness the dark realities of racial ferment in the North and the South. Baldwin, also, was an important moral counselor to U.S. Presidents and U.S. Cabinets, once convening a meeting with Attorney General Robert Kennedy and other African American luminaries like Harry Belafonte, to move the conversation on race forward. This is despite the fact that James Baldwin was a black, same gender loving man who the Civil Rights movement was openly hostile to. "The chiefs… I think the local law enforcement see a propensity for driving the wrong way down a one-way street in DUI cases. My understanding is statistics show that it happens, if a person is driving the wrong way down a one-way street 60 percent of the time, they're intoxicated. Rather than, I think the original ask was to make it reckless homicide, I felt that that was too broad. So, I asked for a more narrow piece of legislation. "My… my understanding, Carol, is an officer is subject to the same sanction, criminal sanction for drive… DUI. The question becomes the breathalyzer aspect. So, there's collective bargaining agreements that come into play when they're asked to take a breathalyzer because that… there may be collective bargaining language that says that they don’t have to comply with that request from their superior. But this… this would not in any way remove any sanction, or lessen any sanction, against a police officer. They wanted to do a much harsher penalty here which was reckless homicide or a brand new offense. In the spirit of what we've tried to do in the last couple of years of not be so rash, I suggested a limited Bill here that just makes it an aggravating factor if the prosecutor and the judge want to impose it." Davis, W.: "But under those circumstances, adding it as an aggregating factor, does that mean that there will be like a minimum sentence that could be imposed? So, is it almost like a mandatory minimum?"

"Thank you, Mr. Speaker. There you go. Thank you. Today, I'd like to present House Bill 305 for your consideration. This is brought to me by the police chief in the largest town in my district in Pontiac, Illinois. It's not related to Home Rule. The police chief has a need to get a bigger pool of candidates from which to choose from when hiring new police officers. The Bill amends the Illinois Municipal Code and here's what it does basically. It provides the requirement that a police applicant possessing an associate's degree may be waived if the applicant has successfully received credit for a minimum of 60 hours toward a bachelor's degree. So, associate's degree today is 60 hours. And so, what this does is just gives them another option where if they're working towards their bachelor's degree and they've achieved 60 hours, then they're also… they're able to do that as well. So, with that in mind, I do move for 'aye'… an 'aye' vote, please."
