I'm delighted to join with Representative McAuliffe to welcome a whole group of folks who are up in the Speaker's Gallery today from the Adult Down Syndrome Center in… at Advocate Lutheran General Hospital in Park Ridge. This… we are celebrating in this Resolution the 25th anniversary of the Adult Down Syndrome Center. This is a very unique center from around the country. There's only one other center that does anything like this that provides primary care for adults with Down syndrome, but this is the first and really the best around the country. And I would like to give a special shout out to Dr. Chicoine, whose vision and leadership has create… has really made this center into what it is today from serving about a hundred adults when it started 25 years ago to now serving over… about 7 thousand adults annually. And the… as the lifespan for folks with Down syndrome has doubled over the last number of years, the health care needs of adults with Down syndrome have come along with that. And so, this is… it's really very wonderful today to welcome them here to the Capitol and to recognize Dr. Chicoine and everyone at the Adult Down Syndrome Center. And especially the folks with Down syndrome that have joined us today and their family members, we give you a special welcome, many of whom have never been to the Capitol before. This Bill would make Illinois veterans suffering from post- traumatic stress disorder, better known as PTSD or depression eligible to receive a service dog from Helping Paws Service Dog Program. Currently, the Department of Corrections partners with the Helping Paws Program to provide service dogs to individuals suffering from physical or mental disabilities. This Bill will widen the pool of eligible individuals to include veterans suffering from PTSD or depression. The Helping Paws Program is working effectively. The committee of individuals that currently select service dog recipients would also be eligible for choosing which veteran receives a service dog. Service dogs have proven to be an effective companion animal for veterans coping with mental scars of war. Many veterans in Illinois could benefit from a service dog. This Bill would be a good way to ensure that more veterans would be eligible to receive them. I believe this Bill will further help us fulfill our great obligation to care for our veterans when they return home, while also not reinventing the wheel for the completely new program. Thank you.
