"I'd like to welcome Amy Mooney and Reverend Ken Johnson. They're here from my district in Riverside. Today they're here to talk about M.E. which is a… a con… chronic condition that's affecting a young lady in my district. They 10000029.docx 2 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/23/2017 made the trip down. Amy did wonderful in committee and offered great testimony. If we could give her a warm Springfield welcome, that'd be much obliged."
"Welcome to the House chamber. Thank you for being here. Mr. Guzzardi."
"Thank you, Mr. Speaker. A point of personal privilege."

"I would like to introduce to the Members of the Body my first cousin, Kan Jarvis, who's visiting here from Nashville, Tennessee, on her spring break today. She's a Page, so if there's anything that you all need, I hope that you will lean on her services. And her mother, my aunt, Ann Guzzardi's up in the gallery today on the Democratic side. Thank you. Please give them a warm Springfield welcome."

"House Bill 786, a Bill for an Act concerning local government. Third Reading of this House Bill."
"Mr. Andrade."
"Thank you, Mr. Speaker. House Bill 786 is… I pulled it from the record last time to make some changes. I wanted to thank Representative Stratton for bringing something I missed to my attention that it was not my intention of the Bill. And 10000029.docx 3 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/23/2017 basically, the Bill stays as is, but it removes the penalties. But the most important part is it still creates a moment of pause and it creates some accountability for the volunteers that are under the Chicago… under direct supervision of the Chicago Park District. There's no other questions, I respectfully request an 'aye' vote."
"Representative Mah."
"All right. Can I talk later?"
"You don't wish to speak on this Bill?"
"Not on this Bill, no."
"All right. Mr. Andersson."
"Thank you, Mr. Speaker. Will the Sponsor yield?"
"Sponsor yields."
"So, it's been a couple of weeks since we went over this one, Representative. So, this Bill, as I understood it, creates kind of a checkbox for a certification for a volunteer for a park district indicating that they are not a sex offender, correct?"
"Correct. Basically, it just asks the question have you ever been convicted."
"And it puts no burdens on the… the park district to verify that."
"Zero. It's… they already mostly do it. And this is not a mandate. It's so when someone goes in, it's voluntary. They're not forced to do it. They can just walk away. And that's the hope that if they are, they just walk away and they know that they should not be there in the first place."
"And…" 10000029.docx 4 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/23/2017
"And this is… this is only volunteers that directly supervised by the park district."
"And now, there's no penalty whatsoever?"
"No."
"So, they can lie and nobody's going to check and they'll get away with it?"
"The hope is that they… the hope is that they read it and they know that they shouldn't be there and that's a reminder."
"Okay."
"The reason why I removed the penalty is because the situation I envisioned in my mind was that someone, a youth, might go to the question and he truly believes he's not a child molester because he might have sexted. But if he sexted, technically he had to register as a child molester. And so, what I don't want is some teenager being… going to have to spend in jail because of misconstrued."
"Thank you very much."
"Representative Willis."
"Thank you. Will the Sponsor yield, please?"
"Sponsor yields."
"Mr. Andrade, you stated it was for Chicago Park District only or is it for all park districts?"
"All park districts."
"Thank you for clarifying that."
"Thank you. I'm sorry about that."
"Mr. Thapedi."
"Thank you, Mr. Speaker. Will the Sponsor yield?"

"Representative Andrade, thank you for taking this out of the record the last time that you called it. To refresh my recollection and all the Members' recollection, this is a Bill that Representative Stratton had some issues with and you agreed to take it out of the record to talk with her and to… the chair of the Judiciary Criminal Committee, Representative Sims on this, am I correct?"
"Yes. This is good."
"All right. And have you resolved all of their issues?"
"Yes. The Representative was… she approached me and she said thank you for removing those concerns she had."
"Okay. Thank you for your hard work."
"Thank you."
"Representative Stratton."
"Thank you, Mr. Speaker. Will the Sponsor yield?"
"Sponsor yields."
"I just wanted to state for the record thank you so much to Representative Andrade for taking into consideration the concerns that I raised, for removing the penalty provision and understanding that if there's a way that we would not allow more young people to be marred with a felony. I truly appreciate it and… and am in support. Thank you."
"Thank you."

"Thank you. I would like to say a few words to honor the memory of Philip T. Kalayil. Some of you may know him as the father of Ann Kalayil, a member of the Illinois Community College Board and past President of the Indo-American Democratic Organization. Her… her father, Philip, passed away last week on March 13 at the age of 86. Mr. Kalayil was an immigrant from India who arrived in Chicago in 1956. He earned a graduate degree in sociology from Loyola University and began working for Catholic Charities and then joined the City of Chicago's Department of Human Services serving as Assistant Director of Emergency Services until his retirement in 1992. Mr. Kalayil was a shining example of a committed community leader and an immigrant who contributes so much to making our state and our country what it is today. In the 1970s, Mr. Kalayil was the founder of a pan-Asian organization that contributed to the strengthening of Asian-American coalitions across the Chicagoland area. In 1981, he was instrumental in founding the Indo-American Democratic Organization, one of the oldest political organizations in Chicago. His legacy in building the foundation for Asian- American civic participation in the Chicagoland area and indeed, in Illinois, will be long-lasting and will be an inspiration for Asian-American community members for generations to come. I'm proud to have known him and to honor his memory and legacy. House Bill 3450 is an initiative of the Department of Financial and Professional Regulation, DFPR, to provide for the 10-year sunset extension from January 1, 2018 to January 1, 2028 of the Home Medical Equipment and Services Provider Act. "Tomorrow may be committee deadline… Committee Amendment deadline, but next Friday is the deadline to sign up for the Diabetes Caucus bowling event on April 4. I'm sure Mr. Davis might have something to say about this. Just a reminder. April 10000029.docx 47 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/23/2017 4 is our annual bowling tournament. It's a great event. Teams… just to clarify, it's teams of six bowlers. There is an entrance fee for this. So, make sure you have that all lined up. There will be trophies for all Members of the first, second and third place teams. There either may be medals for the best bowling shirt as well, which I'm sure Representative Davis has no chance in winning because we have somebody over here in Mr. Severin who designs shirts for a living. So, I think you're going down, Davis. But… so, I would encourage everyone to get registered. We only have 90 spots for the bowling tournament. Next Friday is the deadline. If you need more information, feel free to contact me or Representative Davis and we will get you the information."
"Mr. Davis for a rebuttal."
"Thank you very much, Mr. Speaker. First of all, let me thank Representative Butler who, in the absence of Representative Tryon, has taken over leadership of the Diabetes Caucus. It's a… it's a great organization that's raised over the few… last few years a lot of money that we can make available to Members, if you want to do diabetes education-related events in your district. Just work with us so we can bring that information forward. And once again, this year, we have the bowling outing that we encourage Members to create teams and participate in. We know that there are some ringers around the Capitol here, some of them have been placed on teams. So, while my team probably won't win the bowling tournament itself, but I accept the challenge of the best bowling shirt. We are team Big Strike, yes we are, Big Strike and we will win the bowling shirt part of the 10000029.docx 48 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/23/2017 competition. We are not going down this year. Wait until you see what we have to offer. So, Members, please, it's a great opportunity, a great event, creates a lot of camaraderie amongst both sides of the aisle. Something that sometimes we do need. So, here's an opportunity to begin that effort of good will. Representative Hammond, Representative Bellock and others are great participants. We hope that other Members from both sides will participate in our effort. And again, thank you, Representative Butler for your leadership on this. Thank you."
"Mr. Butler for another rebuttal."
"I… Will, I just think you gave me the name for our team. I think we're going to be Team on Strike instead of Team Big Strike. So, thank you very much."
"Representative Manley."
"Is all the debate over about this now? I have nothing to say about bowling."
"Just proceed."
"Okay. Just wanted to mention, I think once in a while we forget that good things can happen here. And the other day I was talking about my Bill, House Bill 3161, and IDHS was listening. And Representative Andersson mentioned that he liked the Bill, he liked what we were doing, but they want… they wanted to add some of the precautions about a drug named Fentanyl. And as I left the floor, not more than a few hours later, IDHS came to me and said we heard what you said on the floor. We heard Representative Andersson. And we're going to also include that as well. So, I thought it's worth mentioning. Thank you." 10000029.docx 49 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 29th Legislative Day 3/23/2017
"Representative Bellock."
"Thank you very much, Mr. Chairman. I'm back to bowling. Thank you, Representative. We'll be there for the challenge, both the bowling and the shirts. Thank you."
"Mr. Andersson."
"Thank you, Mr. Speaker. A point of personal privilege."
"Please proceed."
"I just wanted to dovetail into what Representative Manley said. It was a fine example, in my opinion, of how this House is supposed to function and often does. Which is that we have a legitimate addition, you listened, thank you, Representative, and then the agency listened. No fighting. We got something good done. And we've raised awareness about Fentanyl deaths, which is huge. So, thank you, again, for that."
Speaker Lang: "One last reminder, Members, all substantive Committee Amendments should be filed by Friday, tomorrow, March 24 at 1 p.m. I know, certainly, some of you will call on Monday saying that I missed the deadline. Tomorrow at 1 p.m. And I'd like to thank the Members for your cooperation in moving so many Bills off of Second today. It was great. And now, allowing perfunctory time for the Clerk, Leader Currie moves that the House stand adjourned 'til Tuesday, March 28 at the hour of 12 noon. Those in favor say 'yes'; opposed 'no'. The 'ayes' have it. And the House stands adjourned 'til Tuesday, March 28 at the hour of noon."
