It has been a very long, difficult road for many of these families. And it's difficult to articulate what they go through. Because of that, I have a letter I'd like to read to you that came to my e-mail just yesterday. It says Representative Conroy, I am the mother of an eight-year-old boy that was diagnosed with PANDAS this last December. To the say the last few months have been a struggle would be an understatement. Overnight my son… my son became convinced that everything was dirty. He would wash his hands so often his skin was bleeding. He would only sleep on the floor almost naked with only a sheet because the clothes and bedding were dirty. He wouldn't wear a coat in the middle of winter because his coat was dirty. And the dirty would spread from one thing to another by touch. A dirty spot on his sock would contaminate the floor… the whole floor. He initially responded to treatment with antibiotics and he has since had his tonsils removed. These steps have made his symptoms manageable much of the time; however, as soon as he's exposed to Strep again, whether he's infected or not, as soon as his immune system registers a bacteria, his symptoms explode again. Every day we send him to school and wait to see which child returns home. Dr. Hlavacek has recommended that we move forward with IVIG; however, it is not covered by our insurance. So, our choices are: spend thousands of dollars on the only clinically proven treatment available or simply watch and wait until he breaks down again. And to add to it, we have three younger sons who are all at an increased risk of developing the disorder. This Bill is extremely important to families. Families who are being torn apart by the disease that completely alters your world almost overnight. This is a Bill that has been in the works for about three years. Families are told that this is what their children need; this treatment works, but when they go to have insurance companies pay for it, they're either told yes and then when they go to get the payment, it's not covered or it's simply not covered. "Yes. This is a simple Bill. With our OSLAD grants through IDNR, they are still not funding our handicap playgrounds. A handicap playground, which is all inclusive, costs three to four times the amount of a normal playground. They fund grants to playgrounds that have… are wheelchair accessible, but the wheelchair cannot get up to the top of the slide. The wheelchair cannot get in the merry-go-round. So, whether it's the parent in the wheelchair, a veteran that's been hurt in the wheelchair, or the child in the wheelchair, they're still not able to use this playground. These playgrounds let the children go and experience the joy and if you go in the park where these playgrounds are located, many children are there, not only handicapped. It's a great way that our children develop working with children that have disabilities. So, it's a wonderful process. This will put a few extra credit points in the awarding of these grants, so hopefully they can receive some funding. I ask for a 'yes' vote."

And I'm not going to dispute data, but there's a counter intuitiveness to this. I mean, the only thing I ever use cursive for is my signature and quite frankly, no one… no one can read my signature. It's just a scrawl; that's it. Otherwise, everything we do now, and I would maintain everything that our children do now, mostly, is all digital. We… I mean, we're all looking at it right here; your screen, my screen, that screen, every screen. I just… it just feels like a throwback, Chris. It feels like a throwback. And cursive writing helps you do… do that faster and easier. But it also, when you're writing in cursive, it has been proven that you comprehend better. If you go back in time over a hundred years to the 1800s, it was common practice in the 1700s with the founding of this country, it was common practice to expect students to learn calligraphic script. That beautiful script that we see often on many of some of our greatest word documents. The times changed in the 1800s. The fact that we don't teach that kind of script anymore doesn't deny us the ability to learn how to read historic documents that have value. You still can do that. And artists might well want to study that as an art form. It is a beautiful art form, but we don't need it today. Already in many schools there are schools around the country starting 20 years ago that recognized because of comments about the information age and the use of digital media on the fact that devices more likely are going to use printed characters. Even if you're entering on a tablet, it is a whole lot easier to do analysis of what you're writing to use individual characters as opposed to connected script as we did in cursive. And as I said, already 20 years ago the schools were starting to trying to phase out cursive recognize that printing… printed characters are the vehicle that you are going to be seeing in the 21st century. In fact, we have immigrant communities that come to this country, become citizens, register to vote, have… have signatures. Guess what, in those countries they don't study cursive. Their printed signature is their unique signature. And printing characters can be just as unique and distinctive an identifier as connecting the characters with cursive. The fact that you're connecting the characters doesn't make them anymore distinctive. This… certainly, when I print things, those letters are pretty distinctive. I can tell my handwriting from my wife's. It's… it's going to be different. So, I appreciate that a lot of people miss seeing cursive in the classroom, but times change, our world has changed. I take his points very seriously about the importance for our citizens to be able to read historical documents. And his comment about reading family documents also hits particularly close to home. I treasure some of the writings of my mother and father, my grandparents that I have found over the years and I keep those and I can read them because they're written in cursive. But I… I think this is problematic for a couple of reasons and I shared this with the Sponsor earlier. I think by including high schools, it does make this Bill considerably more difficult to support. And also, just looking at the other mandates that we put on our schools. I think one of the reasons why schools have moved away from cursive is because we have piled on so many mandates. And so, what I would like to do, you know, I don't know what's going to happen with this Bill, if it will pass or not, but I really do think we need to look at some of the mandates that we put on our schools. Maybe we need to remove some that are no longer relevant so that there would be time in a school day for schools, particularly at the elementary school level, to continue to teach cursive.
