A few Session days ago we were honored to have two gentlemen from Paxton, Illinois. State Trooper McCarter, brother- in-law Vice, and Paxton Officer Caisse lost their lives in this traffic stop gone terribly, terribly wrong. These three were survived by their spouses and children. And we wish today to honor them for their sacrifice and courage to fight for this community and for standing in harms way. We thank them for their service and for their ultimate sacrifice. House Joint Resolution 30 is an initiative in my area, the 86th District, and it deals with Interstate 80 through Joliet from New Lennox at the Route 30 interchange all the way to I- 55 interchange. And basically, what has been brought forth is there's been a high number of accidents on this stretch of roadway due to congestion and the influx of new industry that's come in. And basically, what we're asking IDOT to do is to erect signage along that corridor to… to warn motorists of the high congested area and to kind of maybe give them a little initiative to be more aware of their surroundings as they move through there. "I think it's interesting to note… to follow up on what Representative Wheeler just said is that constitutionally this Body has the requirement to actually set forth the amount that we anticipate will be our estimated receipts. This is part of the Constitution, it's under the State Finance Section. You can read it yourself. We have failed to do this for 2 years and 11 days. Now, Representative Wheeler doesn't recall where at 4 and 3 years ago we actually sat down as a Body and did such a thing. We came together, we unanimously, in a bipartisan fashion, adopted a revenue number. We haven't done that. And fortunately, Representative Wheeler has given you three different options. So, pick which number you like. Let's get behind one of these Resolutions. And let's start the first process in the budget of getting a budget done and that's just to identify how much revenue we have. Let's then… to do as we've done in the past and segregate that out to the Appropriations Committee and take testimony and decide what can we prioritize for our spending this year. The failure of this Body, the House, to adopt a revenue number is a complete failure upon all of us. All of us. "Thank you, Mr. Speaker, Ladies and Gentlemen. It is a bittersweet moment for me and for many who have served here for many terms to provide to the House a retirement Resolution upon the retirement of Dick Lockhart. Dick has been a stalwart 10000043.docx 16 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 43rd Legislative Day 5/9/2017 in the Capitol for many years. The… reading from parts of the Resolution, it's important for you to hear this gentleman's background. Dick enlisted in the United States Army in 1943. During his time in the service, he was held as a prisoner of war in 1945, and as a result of his efforts was awarded the Bronze Star and Combat Infantryman Badge and was honorably discharged from the service in December of 1945. During this period of time, Dick also witnessed the liberation of concentration camps in Europe. When he returned, after going to school, he formed his own lobbying and consulting firm, which still exists today, Social Engineering Associates in 1958, Ladies and Gentlemen. And he published a nonpartisan newsletter called The Illinois Political Reporter for almost 30 years. Some years ago, he was named one of the '10 Best Lobbyists in Illinois' by the Chicago Sun-Times, served as a special consultant to the Constitutional Convention of 1970, served as Speaker of the Illinois Third House in 1981, and in 2004 was the recipient of the Illinois Third House Lifetime Achievement Award. Dick has authored numerous works, including, The Legislative Process and the Pursuit of Virtue, Words Wise and Otherwise, and Lockhart Logic, one of my personal favorites. Upon retirement, Dick plans to write a civics guide on lobbying and the legislative process, which is a must read for all of us. Dick wants us to know he continues… plans to continue to keep working throughout the rest of the Session and maybe throughout the rest of this calendar year. He's been a teacher for other lobbyists, a mentor for other lobbyists and a teacher to Legislators as well. "Thank you, Mr. Speaker. House Resolution 94 calls for IDPH and ISBE to work together to provide guidance for developing and implementing a comprehensive water quality management plan. They shall report back on their work by 12/31/2017. This is in response to a large school district… suburban school district that had to close school for three days because there weren't really clear guidelines on how to react to Legionella in the water cooling tanks. And this should fix that going forward. So, this Bill is bipartisan supported and it is agreed upon."

"Representative, just out of curiosity we had an issue come up in JCAR today that there were some discussions about where testing actually takes place; that apparently the State of Illinois has three or four of its own labs. Where would this testing take place?"
"Well, over the past year there has… there has been good work done in the school systems and with ISBE in planning for water quality plans to then encourage the school districts to create their own. So, this is not necessarily defining exactly where testing takes place. And there wasn't a clear guideline on that as well. So, this is basically learning from… from lessons of the past and encouraging the schools to be more proactive in how they react to certain circumstances."

I was just trying to get some clarification 'cause obviously if you're bringing something like this you know a lot more about the topic than… than we did on JCAR this morning. And apparently that issue arose that there were questions about where this testing could actually take place. That the State of Illinois is claiming that is doesn't have the facilities or at least the manpower, if you will, to test for Legionella. Just as you're talking about here in your Resolution, that they potentially want to outsource it.
