But when he went and got his birth certificate, he found out he was born on July 3, not until he was 18 years old. "Mr. Harris." Harris, G.: "Thank you, Ladies and Gentlemen of the House. This is the Budget of Implementation Bill, the BIMP Bill. It is 10000072.docx 7 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 72nd Legislative Day 7/3/2017 750 pages long. I will not read them all out to you in the record, but there are several things I would like to point out, particularly in response to Representative McCombie's questions and others that were asked on the floor yesterday. First, in this Bill is the language to authorize the pension changes that were referenced in our Appropriation Bill that allowed us to save, oh, several hundred million dollars. I will tell you what those items are; it is adoption of the Tier 3 proposal, it is adoption of the actuarial smoothing proposal, it is the adoption of the limited cost shift for TRS and SURS proposal. Those are the pension changes which were referenced in the savings number in our appropriation language. In addition, in the BIMP is a five percent reserve authority for the Governor for other state funds, FY18 only. The Governor has also asked for, and there is in this Bill, four percent transferability for operations for FY18 only. For special education, there is a maintenance of effort requirement for special education funding. At the request of the Governor's Office of Management and Budget there is a one-month extra lapse period for FY18. There is the adoption of a CCP Coordinated Community Care Project Task Force, which is tasked to work in the next several months to develop a cost reduction plan for the CCP system. There is authorization for $750 million from the Drug Rebate Fund to pay Medicaid bills. There is also a plan for paying down the backlog of old bills that is in the Comptroller's Office. And these are the elements of the borrowing plan; interfund borrowing for two years… interfund borrowing as adopted to allow $1.2 billion to be borrowed from designated funds of the state. 10000072.docx 8 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 72nd Legislative Day 7/3/2017 There is a two-year repayment system. There is a $300 million sweep authority for certain funds of the state. There is authorization for up to $6 billion in general obligation funds of the state for debt repayment. If you were to add together the amount from the current surplus from our operating budget… I'm sorry, I just skipped a step here. So, I would like to say the current surplus from our operating budget would support $3 billion in general obligations funds borrowing, which if used to pay down Medicaid debt would result in the availability of $5 billion for the use of bill backlogs. If you were to add these items together plus spending authority for the Drug Rebate Fund, the Commitment to Human Services Fund, and the Educational Assistance Funds in the amount $800 million, our repayment number for the backlog of old bills under this program would be $8 billion. So, this would generate $8 billion for the payment of backlog of old bills and there would be no additional revenue stream needed to fund it. There would be no additional tax hikes or fee hikes or, you know, increases in revenue of any kind necessary to service debt at this level. I'd be happy to answer any questions."

But our analysis says that on the bonded… bond authorization, sufficient funds are not included in the budget to pay down this bond authorization. Can you speak to that, please?" Harris, G.: "Yes. And I think that it is true that there is authorization for up to $6 billion in bonds, given the surplus that we are currently running there were debt ser… be debt service available to service approximately $3 billion in bonds. Although should another debt… revenue stream be identified or additional funds become available, through actions of the Governor, that could be used to pay down… authorize for service for up to $6 billion of general obligation bonds."
"So, when you indicated that there was a total of 8 billion, does that… is that assuming the 6 billion or is that just assuming the 3 billion?" Harris, G.: "That assumes the 3 billion."
"It does? Okay." Harris, G.: "Yes."
"And then with regard to the… you had mentioned the CCP Program and creating a task force with that. Would it be fair to say that by doing that you're trying to incorporate some of the suggestions… maybe the suggestions that you might find palatable with the CRP Program that induces some of the flexibility that's been advocated for?" Harris, G.: "This was a discussion… a negotiated agreement between the four caucuses. Have those generally been consistent with the negotiations that have gone on with either the Governor's Office or the other Caucuses?" Harris, G.: "And I believe they are consistent with the lists that were in the Republican proposal."

That would be important for a couple of reasons; first, to give the system a date by which they would comply and second, give us an idea of when we might be able to start getting those savings and when the local employers would begin taking on responsibility for normal costs. So, my question would be, because we don't have a specific date here, on what date do local employers begin bearing responsibility for normal costs?" Harris, G.: "Okay so, we have inserted language that would allow the systems to accelerate the adoption of this. So, as soon as they are technically able to implement this program, it could go live. So, we have it… we have inserted language that would allow an acceleration of the effective date."

"And we had a lot of discussion about that Community Care Program. Is that wording still in the Approp Bill about specifically that the CRP Program cannot be created?" Harris, G.: "The language in the Approp Bill assumes the continuation of the CCP Program as it has traditionally been."
"Okay. That was an objection of ours, but I just wanted to see if that was still in there. And then on to… we had a lot of discussions as Speaker Madigan asked us what were our main goals and you agreed that we tried to work over those couple of days in the back pay down the backlog of bills. I know you talked about that briefly with Representative Demmer. Harris, G.: "So, on this, with the available revenue stream, the… it would support… this plan would support $3 billion in borrowing, which would get us the 5 billion on the bill backlog. If you remember, in our negotiations very late on Friday night, there was a list brought in by your side…"
"Yes." Harris, G.: "…that had an additional revenue stream on it which we had all agreed to which would have serviced the higher…"
"Right." Harris, G.: "…level of borrowing. But then, I think there was some disagreement and that was withdrawn as an offer. So, we could not count on that revenue stream; therefore, the amount we were able to borrow to pay down the backlog of old bills became significantly reduced."
"Right. I will hope that at the end of the year, if we have the $15 billion of backlog, that we will see that down to 7 billion with what you've got in here." Harris, G.: "It is $8 billion worth of funds that are available to pay down the backlog currently, as it's 15 billion, so I think 7 billion would be a correct number."

"Thank you, Mr. Speaker. To the Bill. So, as we’ve talked about before on the House Floor, budgets actually do determine your priorities. So, I think it's interesting when you look at the fund sweeps what the priorities are from this Budget Implementation Act that apparently the Democrats, who have put this together, don't really care about. So, they're going to sweep funds from the Care Provider Fund for Persons with Developmental Disabilities; that's a million dollars. They're going to sweep funds from the Community Health Care Center Fund; that's $800 thousand. They apparently don't care about criminal justice, because they're sweeping 400 thousand from the Information Projects Funds. There is a number of DHS funds… Department of Human Services Funds that you're sweeping, oh, roughly $8 million from. Drunk Driving Prevention Fund, yeah, that gets taken out, too. Here's… here's a really important one that we’ve all talked about it here and that you guys have argued for. Early Intervention Services Revolving Fund, now that's $5 million there. If you cared about environment, well, apparently the Democrats really don't care. You've got Electronics Recycling Fund getting hit and you've got Environmental Protection Trust Fund and a number of other ones taking… or getting hit. Yeah, so we have one of the highest amounts of housing that is under water in the State of Illinois. And what do we have here? Foreclosure Prevention Program Fund and Graduated Fund of the 10000072.docx 15 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 72nd Legislative Day 7/3/2017 same, that's $5 million out. Oh, yeah, and clean water doesn't seem to matter. We're taking out $4.4 million out of that fund. Oh, nuclear safety, Nuclear Safety Emergency Preparedness Fund, $6 million out of that. You care about your natural areas? Well, if this is your priority list, you don't because over 4 million is going out of natural areas and restoration. Oh, renewable energy. Oh, this one I love because you all know that I'm not a renewable energy fan because I think a lot of it is garbage unless done on minute select areas. But we're taking $12 million out of the Renewable Energy Resources Trust Fund. Apparently, it's not a priority at all. School technology, you care about that? There goes 1.5 million. Oh, good, Sex Offender Registration Fund; there goes $100 thousand. So, you've got a ton of things that you are taking money out of. If this budget shows your priorities, then this what you're sweeping funds from also shows your priorities. So, there's two things going on here; either these funds don't really do what they're designed for and they're bogus and the money should be returned to the people that have to pay into them or these really aren't your priorities to begin with. Regardless, this budget I guarantee you… I guarantee you like I said before, 13, 14, 15 I sat here the first bills that we did at the beginning of Session were all Supplemental Appropriation Bills for things that were not appropriately funded in the prior year's budget. I guarantee you… I guarantee you, that this Budget Implementation Bill and the budget that was passed yesterday are not balanced, have not been vetted well, are not accurate, are overstating savings from cuts that you plan on getting or 10000072.docx 16 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 72nd Legislative Day 7/3/2017 revenue that's coming in and I guarantee you that we will be back here to do more supplemental appropriations or continue the chaos.
