He was recognized this summer by the Rock Island Arsenal as he replaced 50 flags and today he is up to the… today he has replaced 67 flags. Today I gave Liam an American flag that flew over our State Capitol in his honor and also gave him two American flags that he could donate as well for other… to replace other tattered flags. And I also gave him the book of the Illinois Chronicles to celebrate our bicentennial. Liam, the House is very honored to have you visit today. During the incident, the Village of Bellwood, in the 7th District, lost one of its finest. Officer James E. Davis, Sr. and his beautiful wife, Diva Davis. Officer Davis, who served as a part-time police officer in the Village of Bellwood for over 20 years, was also a police officer with the U.S. Department of Veterans Affairs. Officer Davis was an Army veteran who did a tour of duty in Iraq in 2003 and he served in the Illinois National Guard for 24 years before retiring in 2014. His wife, Diva Davis, was a very devoted wife, mother, real-estate broker, and American Airlines flight attendant, who was loved and respected by everyone in the community. Our community is still in shock. And as we grieve, I ask the Illinois House to keep the Davis family in your hearts and prayers and pause with me here today in a moment of silence in memory of Officer James E. This is a wonderful football program that both Representative Scherer and I have the opportunity to represent in the General Assembly. And it's a great honor for me to have them here today. Quarterback Nic Baker had over 300 yards of offense in the… in the championship game. And Nic, he's going to be staying in state to go to school and be a Saluki and hopefully be a great quarterback for the Salukis. In Woodstock, that person was Jim Keefe. Jim lived in Woodstock from 1938 until his death in November of 2017. He and his wife Mary Ellen were two of the first people that my wife and I met when we moved to Woodstock back in the 1980s. They lived right around the corner from us and their door was always open and we were always welcome. Jim cut a wide… wide path through the city of Woodstock among his other… among his different activities was he was an historian. He was a member of the McHenry County Civil War Commission Round Table and was known for his history of Woodstock slide presentation that he would should to anybody at… at a moment's notice. He served two terms on the Woodstock City Council. He was a member of the Police and Fire Board. He was a member of the Library Board and the Memorial Hospital Board. He was a member of the JCs, the Lions, the Elks Club. And in 2002, he received the Harold Bischoff Award for community service, which is the highest award that anybody in our town can get for giving of themselves. Jim had a way of getting you involved in activities. He would come to you and say, hey, I got this thing going on. Why don’t you join me? Come on and help. You would. Then the next year you'd find out that all the mail that was going to the chairman is now coming to you and you're like, what… what… what? How did this happen? And you go to Keefe and he goes, you know you did such a great job last year and I'm working on something else, I thought you would be the perfect person to do this. Did it all the time. Rotary's moto is service above self, and Jim lived that every day that I knew him. His fondest wish and hope was that he would live to see the 50th anniversary of the club. He fell a little bit short, but in 49 years he never missed a meeting. By way of example of what the Woodstock Rotary Club means to our community, I'll tell you about the biggest program that we have which is called Christmas Clearing House, started in 1968. It gives Christmas cheer to families throughout the Woodstock community and our budget has increased over the years to now where it's over $50 thousand a year. We serve 1100 families and more than 2 thousand children in the District 200… school district. And Jim was the spearhead and the ramrod for that thing and we have him to thank for it. We're joined today by three of his children: Kelly, Erin, and Patrick. It is a holiday that recognizes a courageous woman, her name was Esther. There… I'm sure many people are familiar with the Book of Esther and the story of a woman who courageously saved a whole nation, navigating through kings and other leaders who weren't really very nice like Haman and Achashverosh and Vashti, just to name a few. But in honor of her, she's in the written… her name is written in the Bible 57 times. She was one of the Matriarchs of the Jewish people and I just wanted the Body to know how she is beloved and how we should honor her and remember her. She, of course, doesn't have the history we have with Barbara Currie, our esteemed Chair and Majority Leader, but I appreciate the time. And let us remember Esther and learn all to be as courageous as her. Thank you."

I'd like to mention to you that Illinois farmers last year raised 611 million bushels of soybeans on 10.5 harvested acres with an average yield 58 bushels per acre. Illinois led the nation in all three categories. Iowa came in second and they weren't even close; they were 50 million bushels behind us. Illinois continues to top the nation in soybean production, and as a matter of fact, has claimed this title for four out of the last five growing years. And to close, just keep this in mind, that if Illinois were a separate country it would rank as fourth largest soybean producing country in the world after the United States, Brazil, and Argentina. So, a big shout-out to the soybean farmers of Illinois. It's important that those… those countries around the world like China and India, that need soy products, that they buy Illinois soybeans and not those Brazilian or Argentinian soybeans. Thank you."

In 1993, Terry Mutchler was the first AP Bureau Chief… the first woman AP Bureau Chief in Illinois. The same time Penny Severns served as Senator since 1987 until her death in 1998. "Senator Severns was a role model for many in public service and many of us looked to her. As young women in the LGBTQ community, many of us looked to her even though she wasn't out. We saw something in her. I certainly did and really looked up to her. It was during her race for Secretary of State in 1998 that she died. And I will never forget the sadness in this building. She was so deeply loved by so many. In fact, I remember driving back from her funeral as I caught sight of… of our dome and noticing a rainbow over the… over the Capitol and having to pull off the road to cry. Only later, when her spouse Terry wrote about their life together in their book Under This Beautiful Dome, did we learn about the secret they guarded so carefully and the pain that secret caused Terry after her death, as she was locked out of the home they shared and kept from being able to properly mourn her spouse.
