There's plenty of families and people who've bought homes that have seen their home equity decline. There are people who are still upside down in their home mortgages in the past 10 years. And I… this is specific of interest to me because this story is about me. I bought a home 10 years ago. That home, right now, is currently still 60, 70 thousand dollars less than what it was valued at 10 years ago. I have, again, spent tens of thousands of dollars in property taxes. I have prepaid my mortgage to the number of over $25 thousand. Yet, if I sold today, I'd still have to take a 60 or 70 thousand dollar loss for what I paid for. Ladies and Gentlemen of the House, this is not a good investment. The people of Illinois are suffering. The people up north are seeing that buying property here in Illinois is not a good investment. So, we are… we canceled Session tomorrow. To my knowledge, we haven’t solved our problems. To my knowledge we do not have a revenue estimate. To my knowledge we haven’t passed a budget yet. We have 15 working days to pass a budget. I hope that we can work together. I hope that we can work all together the next 15 days to pass a revenue estimate and pass a budget. Began his service to our country on April 3, 1968. This gentleman was a combat medic assigned to Company B, 1st Battalion of 506 Infantry of the 101st Airborne. They actually spent time in the field with the aligned Companies. He was killed in action on Good Friday, April 4, 1969, while on routine patrol outside a first… firebase above the Ashau Valley. His commander at the time, Lieutenant Robinson, indicates Specialist Flood died trying to provide medical aid to Sergeant Jenkins, who had also been mortally wounded in action. Such extraordinary bravery under fire warranted award of the Silver Star, America’s third highest award for valor. He was also awarded the Bronze Star for his action. The Southtown just did an entire report on what's happening with the Harvey Library District. And they're… they issued bonds, $6 million worth in 2015 and they don't have enough money to make the debt service and they're literally thinking of closing their doors. And apparently, the same thing has happened nearby in Riverdale. So, we've got ongoing problems in our municipalities, none of them… many of them can't afford to operate services that residents expect and many of them are nearing bankruptcy. They could be de facto bankruptcy. And this is one of the pressing problems that this General Assembly has failed to address. So, I… I assure you that this is not going away. This problem's not going to be solved on its own. And we need to allow restructuring of debt from any municipalities so they can continue to operate. So, I applaud Representative Jones for listening to what happened with this particular… in this particular case with missing money plus potentially. But also what's really happening to the services down in south suburban Cook County where property taxes are approaching 5, 10, 15 percent of property values. And you… you see a continuing decline of services including police and fire protection. Thank you."

All you do is downgrade them. All you do is say the people there don't deserve what your communities have. But unless you're really willing to work to make this Body help communities like that because they don't have the investment because they invest in your communities. "Thank you, Mr. Speaker. I was talking to a young woman recently who came up to me to advocate for the Equal Rights Amendment. I asked her why she cared so much about the ERA when we already had laws like Title IX for students and workplace protections against sex discrimination. Her answer was that laws can be changed and repealed. In recent months, we have seen several attempts at the federal level to roll back Title IX, which impacts the funding for programs like the ones that support survivors of sexual assault on our college campuses. Policies change over time; that's democracy. But equality for women should not be dependent on who is in the White House or Congress. It should not be left up to interpretation. Equality for women should be the law of the land and we need to ratify this Amendment now. Let's talk about what the ERA is and is not. The ERA is not an expansion of abortion rights. It is access to comprehensive sexual education and contraception that would prevent many of the unplanned pregnancies that often lead to abortion in the first place. It is giving women equal pay they deserve and reasonable workplace accommodations they need to provide for themselves to… and take care of their families. The ERA is not about sharing bathrooms. It is about putting women on equal footing with men for the first time in American history. And we cannot continue to allow fear to stop us from doing the right thing or allow fake news to cloud our judgment and dictate how we conduct business here in Illinois. We have a long way to go to achieve equality for everyone. And this Amendment is a step in the right direction. On Monday, Governor Rauner stated publicly that he supports equality for everyone. And I was so glad to hear that because the equal treatment of women should not be a partisan issue. This week the Capitol was full of people advocating for the ERA. The Tribune reported on this and social media exploded with words of encouragement for the Governor to use the power of his office to guide his caucus to follow his lead and to support rights for all women. I expect, based on his words, that the Governor will be calling upon his caucus to support the ERA. As we all know, the Governor himself can't vote or sign the ERA, but I'm sure he will ask House Republicans to do their part in this important moment in our history. Let's get this done once and for all and together stand up for women all over this country by becoming the 37th state in the union to ratify the Equal Rights Amendment. Thank you, Mr. Speaker."

"Thank you, Mr. Speaker. Thank you very much. Today I rise to speak in defense of Southern Illinois University at Carbondale. As the State Representative of SIUC, I've been disturbed by a pattern of behaviors and attitudes towards the campus that I've witnessed in recent months. We all recognize that the state's multiyear budget impasse has a tremendously… had a tremendously negative impact on the entire higher education system in our state. But as a result of July 2017's budget action, some sense of financial stability has begun to take hold in the state university system. However, in the last couple of months just as SIUC Carbondale started to implement a long-term plan for reorganization a scheme to divert more than $5 million from SIUC to SIU-E rapidly bubbled to the surface. Thankfully, a bipartisan coalition of Legislators from Southern Illinois joined area leaders and 10000128.docx 37 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 128th Legislative Day 5/10/2018 came out in strong and very public opposition to the funding shift. To my relief and to the relief of thousands of students, teachers and small businesses that are positively served and impacted by SIUC, the SIU Board of Trustees narrowly voted down the proposal. It seemed for a moment that the Carbondale campus had dodged a proverbial bullet, but just when SIUC Carbondale felt that one of the threats they were facing had ended, three Members of the House Democrat Majority began moving legislation that would split the Southern Illinois University system in two. On Thursday, April 19, I attended a hearing of the House Higher Education Committee where a package of four Bills: House Bill 1292, House Bill 1293, House Bill 1294, and House Bill 5860, brought for consideration by Representative Hoffman, Stuart and Bristow were brought to that committee. Both Republican and Democrat Members of the committee helpfully identified the legislation as a direct attack on Southern Illinois University Carbondale. The Sponsor of the Bill was not able to sufficiently answer as to the economic impact that such a drastic measure would have on the City of Carbondale, to the Southern Illinois economy as a whole, or to the SIU system as a whole. SIU Carbondale is a nationally accredited research university, one of only two in Illinois. The loss of that accreditation would be devastating, leaving the University of Illinois as the only accredited higher education research facility in Illinois. I believe that the Democrat-sponsored attack on SIU Carbondale willfully ignores the importance of the research that is performed at SIUC. My Republican colleagues and I also pushed back against claims that SIU 10000128.docx 38 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 128th Legislative Day 5/10/2018 Edwardsville has had an explosion in enrollment growth over the last seven years. SIU Edwardsville enrollment has actually stagnated over the period of the last seven years. So, if the argument is that SIU Edwardsville is growing so fast that it needs more money, then let's do a study of that. Let's do a study not… not a biased study from either campus, but a study that is independent, unbiased and external. And that should bear out whether or not a shift needs to be done in the funding. But I believe that the third party should provide that independent analysis of the effect that this move would make on the… not only the SIU system but also in… as… to the region as a whole. While the fiscal impact to the entire southern-most region of Illinois may not be fully known, there would be a negative fiscal impact to the state from the legislation. By creating another university income fund, there would be costs associated to the Auditor General's Office for conducting another audit, by creating another Board of Trustees there would be costs associated or incurred for reimbursement of board members, for expenses and to transfer records, books, papers, documents and property. All four Bills I would call an… the attack Southern Illinois Carbondale package, did pass the Higher Ed Committee against Republican opposition. Now, these Bills are sitting on Second Reading. Thankfully, the deadline to pass substantive Bills through the House have passed, but as we all know, no bad idea is ever truly dead in Springfield. As a Murphysboro resident, as a proud… supporter of SIUC, as a Member of the House Higher Education Committee, I firmly believe that Southern Illinois University will be healthier and more 10000128.docx 39 STATE OF ILLINOIS 100th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 128th Legislative Day 5/10/2018 attractive as a cohesive unit. And I believe splitting the system apart will weaken the entire system. To the hundreds of constituents that contacted me in opposition to splitting up… splitting up SIU, to my colleagues of the House Higher Education Committee, and to the members of the SIU Board of Trustees that rejected the transfer of $5 million away from Carbondale, I want to say thank you. It's my sincere pledge that I will continue to fight against this effort. And I've said on the House Floor before, I urge my colleagues in the House and Senate to end the attacks on SIUC, help me restore the Carbondale campus to its rightful place as the economic powerhouse and flagship research institution that we all know that it can be.
