Mr. Secretary, Mr. Clerk, Members of the General Assembly, family and friends, and our distinguished guests, my name is Chris Welch and I am proud to stand before you today to nominate Michael J. Madigan for Speaker of the Illinois House of Representatives in the 101st General Assembly. Author and… author and public speaker, John C. Maxwell, once said, 'A leader is one who knows the way, who goes the way, and who shows the way.' I could not agree more. But I would also add that a great leader is one who listens to the people. Listening is probably the most important character that your leaders can have. Watching Mike Madigan work these last four years has been a real case study in true leadership. Illinois suffered greatly the last four years. What we saw was an epic struggle, a struggle that caused our state to go 736 days without a budget. We were talked about all across this country. A cloud hovered above all of us. With Mike Madigan leading in the way we didn't waiver, we stood strong, and we protected the heart and soul of this great state. But one of the main reasons why Mike Madigan was such a great leader during this time was because he listened to us. Two instances immediately come to my mind. In the summer of 2017, when rank-and-file Members did not want to go home another summer without a budget, rank- and-file Members told Mike Madigan that we were working across the aisle on a budget deal to end that stale mate. Mike Madigan didn't get in the way. Instead he wholeheartedly supported the work of rank-and-file Members. And Democrats and Republicans worked together, we got it done, and we broke that 736-day budget impasse. Shortly after that Mike Madigan showed his strength again when he supported an idea by a few of us rank-and-file Members to form a bipartisan, bicameral Higher Education Working Group. Our higher education system had been decimated by the unprecedented impasse, and we really wanted to keep the bipartisan spirit alive. So this working group of six Democrats and six Republicans worked for several months. And we were able, together, in a bipartisan way, able to pass historic legislation that includes the four-year MAP guarantee for our low income students in this state. And we were also able to pass the AIM HIGH Scholarship Award for those who deserve it. Illinois colleges and universities are already applauding these new tools and are already using them to recruit students back to our state. As a result of Madigan listening, of him listening to rank-and-file Members, we made it through some difficult days, ladies and gentlemen. The clouds are moving out. The sun is rising again. And it's a new day in Illinois. The 101st General Assembly makes history here today on day one. This new General Assembly has the largest number of Democrats since 1982. And the largest percentage of Democrats in the House since 1964. Madigan, the Representative from the 22nd District, home of Chicago's 13th Ward, for Speaker of the House of Representatives in the 101st General Assembly. It was easy to recall several instances in my relatively short time as a Member of the Illinois House that I could point to during the course of business here in Springfield as examples that support my nomination of Mike Madigan for Speaker, but instead I thought it would be better to tell you why Speaker Madigan should lead the Illinois House through the eyes of those I represent. Let me tell you a few stories directly from my district, the 98th District. I do quite a bit of door knocking in my district. It's something that I enjoy. I know that's weird but I do like it. And it allows me to get a really good read on what the people I represent think, what their concerns are, and what they need. Let me tell you about Helen. In late 2016, I walked up to a house that I had been at many times over the last several years. I knew the woman who lived there. Her name is Helen and she's quite elderly. In fact, the last time that I had been there she asked me to gather several of her newspapers that had accumulated on her lawn and in her driveway because it was difficult for her to get around. She had been living in her home alone for several years. Her husband had been gone for nearly 15 of the 60 years she had lived in that same house. So as I approached her door I once again grabbed all the newspapers. I could see her coming to the door after I knocked and secretly I was praying she wasn't going to offer me the green Jell-O that she always offers me 10100001.docx 16 STATE OF ILLINOIS 101st GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 1st Legislative Day 1/9/2019 because one time I said yes out of politeness and there was fuzz on it, but I ate it anyways. I didn't want to hurt her feelings. Anyway, Helen came to the door… and I know she's not in the audience… and I handed her… I wouldn't have mentioned it… I handed her her newspapers. And we sat down and we talked. She always invited me in. And all of the sudden she got a serious look on her face and she said, hey I heard the state was going to cut my benefits. Now I already knew she was getting benefits through the Community Care Program. And it was because of this program that she was able to remain in her own home and avoid having to be placed in a nursing home facility. I knew that her concerns were real because the impending reduction of her benefits was due to the changes being proposed in the Community Care Program because of our budget crisis. I promised her I would look into her concerns about the reduction in benefits and we went on to talk about other things that she liked to discuss. When I went to leave, she stopped me in her doorway and pointed to an old wooden swing at the end of her porch. It was one of those two seater swings with the chains on both sides and you can swing back and forth on. She pointed at the swing and she said to me, Natalie, every person I've ever loved has swung on that swing with me. I don't want to leave my home. Let me tell you another story. I got a call from Ines, she's the CEO of Guardian Angel Community Services in Will County. Guardian Angel is an organization that serves over 60 thousand people agency wide every year, but the bulk of their work is serving women and children by providing protection for victims of domestic violence, sexual assault, adult protective services, 10100001.docx 17 STATE OF ILLINOIS 101st GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 1st Legislative Day 1/9/2019 and overseeing the wellbeing of children in foster care just to name a few. Ines was calling me to tell me she had been at dinner the night before and she saw Speaker Madigan from across the restaurant. She told me that she walked up to the Speaker's table and interrupted his dinner. She told me that she approached him, told him who she was. He stood up, shook her hand, and then proceeded to listen to her as she explained her deep concerns about how dangerously close her organization was to suspending programs due to the budget crisis. She said throughout the conversation Speaker Madigan was genuinely concerned and acknowledged the difficulty she was explaining. She said he didn't place blame, didn't mention any differences of opinions or partisan politics, but instead told her he was aware of how important her work was and that he would continue fighting to pass a budget that properly funded the programs that so many desperately needed. He thanked her for taking the time to speak to him. She said he was kind, reassuring, and then he thanked her for the work she was doing. These are only two of the many stories I have from my district. I appreciate Speaker Madigan's willingness to tackle the tough issues. I look forward to the future and working with all of my colleagues toward a better Illinois. Each person seated here today in front of you have stories from their districts just like mine. Thanks to Speaker Michael J. Madigan and my colleagues on both sides of the aisle, because of you Guardian Angel Community Services continues to provide the vital services that are needed to this day. Good afternoon, everyone, I am State Representative Elizabeth Hernandez. I second the nomination of Michael J. Madigan for Speaker of the House of the 101st General Assembly. I am honored and grateful to have the opportunity to say a few words about a man who has shown great leadership throughout the years. Illinois is an incredibly diverse state, and understanding the needs of all its different constituencies sounds close to impossible, but Speaker Madigan has proven to be a leader who aims to find common ground among the diverse Body of Legislators who come to Springfield on behalf of all those communities. The campaign of misinformation to demonize the Speaker has been hard to watch. Those who have chosen to tear him down publicly have forgotten his history of bipartisanship on critical reforms, such as pensions, workman… worker's compensation, and our state's budgets woes. They've forgotten all the times he fought for safer working conditions, quality health care, and marriage equality for all. He understands reform cannot be solely a Democratic or Republican solution. Illinois is at its best when we work together, when we collaborate and compromise. As a Legislator, my work has been primarily focused on immigration reforms. Yes, proudly. Also given the historic number of women who are being inaugurated into offices across the country, it cannot be understated how difficult it was as a female Legislator to be dismissed and minimized because of my identity not only as a woman but a woman of color. I have always fought tooth and nail for my community. Mike Madigan has always been an ally who has extended his support to ensure that the caucus… and the caucus that I and other women get a seat at the table. When Mike Madigan asked me to lead the budget negotiations for the House Democrats during the budget impasse, the first thing he told me was that when we went about this our task was not just balancing line items on a spreadsheet, but remembering that each decision we made directly affected the lives of families in every corner of our state. He also made it clear that we would not be bullied or forced into betraying our values or fall for attempts to pit one group against the other. You know, organized labor against higher education, human services against elementary and secondary schools. We wouldn't let ourselves be divided by upstate or downstate, you know, city versus suburban or rural. We stuck to our values and we fought for the things that were important to every Illinoisan. We gave major increases to school funding. We restored child care for working families. We guaranteed community-based services for our seniors that Representative Manley just talked about. And we provided more MAP grants to help Illinois students stay in Illinois to go to college and university. And through it all we stood strong for the rights of working men and women organize and collectively bargain. Now all of us on this stage know that we have some very hard work that is ahead of us. Very hard work and it's not going to happen in a day, it's not gonna happen in a year. But we all want to work together to get it done. And it's a good thing Mike Madigan is known for hard work, for patience, and tenacity. It was brought up by another speaker about marriage equality passing in Illinois. And when I first came to the House, I went to Speaker Madigan and said it was my goal to pass marriage equality in the State of Illinois. And he looked at me said, you know, he said, I think this is the right thing to do. But he also said, you know, this is not going to be easy and this will not be for the faint of heart. And that's the expression here, this will not be for the faint of heart. And it turned out to be a year's long battle. But with Mike's help Illinois became the last of only 10 states in the country that was able to pass marriage equality legislatively. And again, we did it on a bipartisan basis. If you were an Illinoisan dependent upon State of Illinois funding for Breast Cancer screenings, you became a victim of the budget impasse. If you were an Illinoisan dependent upon State of Illinois funding for Child Abuse Prevention, you became a victim of the budget impasse. If you were an Illinoisan dependent upon State of Illinois funding for Services for Victims of Sexual Assault, you became a victim of the budget impasse. In America and in Illinois, government is people working with people, people working with people. People come before the Illinois Government; they come before the Legislature. They have different ideas, different agendas. Sometimes they agree other times they do not agree. When people do not agree and they are reasonable, they talk to each other. They exchange ideas; they negotiate in good faith. They attempt to find a common ground. And if they do all of these things, there's a pretty good possibility that they may solve some of the problems that brought them to the government. For the last four years people working with people has not happened in the State of Illinois. Rather, we simply got a series of ultimatums, my way or the highway. The government of the State of Illinois had serious problems. We have a significant budget imbalance. We have a debt load that is far too high. This impairs our ability properly support areas such as education, infrastructure maintenance and improvement, and many others. To solve these problems, we need people to work with people. Some might say as we put an end to these last four years, let's just close the book. Today is a day for celebrating and unifying, celebrating new Members and a new General Assembly. But we all collectively know that we have much work that lies before us. Hard work, tough decisions, thoughtful leadership, and an understanding of the problems Illinois faces is the only path to prosperity. Unfortunately, Illinois problems are many and the easy answers are few and no, we are far from prosperity. Just last year Illinois lost another 45 thousand residents. This is the fifth year in a row of population loss, and we will once again lead to diminish influence and a loss of Congressional representation. It also means a loss of taxpayers, 45 thousand fewer people paying income, property, and sales taxes which reduces the demand in our economy, especially in our housing market. Why are they leaving? State and local pension debt is staggering and unsustainable and traffic and commute times are constantly getting worse as our infrastructure crumbles. Now historically the General Assembly has taken the politically expedient approach to problem solving time and time again that's with delay, argument, and obfuscation. Always ending with avoidance of the real issues. However, with this new General Assembly and a new Governor, I am optimistic that for once in many, many years that we can put politics aside like we did yesterday in the House of Representatives with those two pieces of legislation and now work towards the greater good of our constituents and their future. Today is a day of hope for our future, but I want you to know that the House Republican Caucus is ready to work on the problems we all know we face. We wish to work collaboratively and thoughtfully to reach solutions for a brighter future. You need to know about what we stand for and I'm going to tell you what the House Republicans stand for. We stand for the reform of our state's regressive property tax system. We stand for creating efficiency in our pension systems by reducing costs and making these systems viable for Members and yes, the taxpayers. We can remain general and continue down the path that has seen 45 thousand of our neighbors leave the state this last year or as former Governor Thompson implored, we can be a great Assembly not just a General Assembly that works through the many challenges we face to take Illinois in a new direction making it a great state for our current and future residents. So I hope as an entire Body, we move past the partisan politics that we have so easily… that have so easily divided us and come together for the betterment of our state. Mr. Speaker, good faith, good will, reasonableness, and a fair shake that is what the House Republicans ask for today, tomorrow, and every day of this new General Assembly. I talk about this frequently 'cause it's important to look at the past. I'm one of eight boys that was raised in Westchester, Illinois by both my parents, God bless them. They've passed but they've… they did so much for my family. My parents… everyone one of us… we grew up in a house that we had two and a half bedrooms upstairs for eight guys, one bathroom, not easy. But my parents made sure that each one of us had education. All eight of us went to the same grammar school. All eight of us went to the same high school. All eight of us are college graduates. Five of us have juris doctorates, and my father would say the other three have real jobs. But what our parents did for us is they sacrificed everything for us to ensure that we were able to engage and embrace the educational opportunities that were afforded to us in the State of Illinois, and just as importantly, gave us the opportunity for us to enjoy and to reach for the greatest of employment and to find success in the State of Illinois through our jobs that we currently have. That was done because of sacrifices my parents made. They sacrificed everything for us, the never went on vacations. They made sure it was the best for their boys and stressed that education is here, take advantage of it, work hard. But if you do that the State of Illinois will afford you the opportunity to reach the American dream. So to me it's something that's important for me, something that I think about.
