House Bill 6 would require the Department of Public Health to establish a women's clinic throughout the state to provide for affordable health care. As a lot of you may know that in the rural area, a lot of women are dying there as well because they do not have access, they do not have transportation, they do not have a way of getting to the hospitals. And so, we need maternity clinic for women and children throughout the state. Mental health is a topic which has, in the past, been swept under the rug and avoided at all costs in family homes, schools, communities, and in the workplace. As a school social worker, I have seen firsthand how the fear of speaking out about mental health, due to the stigma associated with it, has been detrimental to children and families. I have two stories of my former students to illustrate the significance of this Bill. One of the students had a mental health diagnosis and her teachers and classmates were well aware of it. I worked with her through the years on identifying triggers and using age appropriate coping strategies in order for her to be successful in the general education setting. At the same time, I was working with another student whose parents were closed off to the conversation of having her evaluated for a diagnosis. She struggled socially and behaviorally throughout the years until one day, the student's fifth grade teacher had them read a Time article about depression. This student came into my office crying uncontrollably and told me that she finally realized what was wrong with her. She wanted me to get on the phone with her parents and let them know that she needed help. Little did she know that I had been doing just that for many years on her behalf. New Zealand is about as far away as you can get from the State of Illinois. Fifty people were killed in a mass shooting during Friday prayers at two mosques in Christchurch, New Zealand. As of this morning, the number of wounded stands at about 50. Of those, 30 or so people still remain hospitalized. Of the 50 victims who were murdered during this massacre, they range from the ages of 77 to 3 years old. Two of the victims were children. Let's make this really clear that this was a terrorist attack. This was a mass shooting that was based on hatred of the Muslim community. Perhaps, you won't quote her as you share posts. But this woman for me and millions of other women represent truly an unsung hero. This is the story of a woman, a mother, a sister, and daughter who believes nothing is beyond her control when it comes to her family and humanity. No challenges, no borders, nor poverty, or rivers would keep this woman from seeking a better life for herself and for her children. You see, Maria Elvira Guerra-Ramirez was born January 25, 1961 in a small village called San Isidro in Guatemala. She is one of nine children, has lived… and lived in a one bedroom house with an outhouse, with acres of land belonging to others surrounding them but none of them had a farm. Like most residents in San Isidro, her family was extremely poor. Oftentimes, sending their six siblings… oftentimes her siblings having to share one egg with many homemade tortillas as their breakfast. To survive, Maria and her siblings were often sent to work on the coast with relatives. They worked the fields picking fruits and vegetables and then selling them to make food for the family. Maria was sent to harvest at the extremely young age of five. And like many women and children who are exposed to have to work and to be in spaces where perhaps they're too young to be in, she too experienced the unimaginable that many of us women have experienced. She didn’t wear her first pair of shoes until she was nine years old but she wore a pair of rubber sandals that she proudly bought with money she had earned. This humble but difficult life gave her a strong work ethic and a strong will. And so at 20, she did what a lot of women have done across the world. She walked 1,812 miles over 31 days from Guatemala, to Mexico, to the U.S. border, entering through California and ending up in Chicago where she reconnected to a neighbor from her village who ended up becoming her husband, Luis Ramirez. Upon her return, when she came… when she left back to Guatemala to return to her family, perhaps after a fight with the love, she quickly realized that she was pregnant and didn't want her child to have gone through the poverty that she went through. And so, she again began that difficult journey of crossing two borders. It was dangerous and she nearly died in El Rio Grande like so many women, children, and others die at the border. But it was her will and her physical strength that carried her as she carried her child in her womb. Forty four days later, she showed up to Chicago. Months later, her daughter was born in Cook County Hospital. In 1998, she spent endless times helping and supporting women in a shelter with her third grade education and her minimal English. She did what many others say they can't do until they have degrees. She volunteered at food pantries and soup kitchens. She worked a second job at a factory overnight, while during the day she became an outreach worker preventing infant mortality in Humboldt Park in Chicago. She was extremely poor but she was dedicated and committed to making a better life for others. And so today, as I stand here before you, I talk to you about a woman who perhaps you may never know. Perhaps a woman that others have thought she's just an ordinary woman. At the age of 58, Maria has lived a life of service, has served in shelters and soup kitchens, served hundreds of women, and even taken women into her own home and families when the shelter was full. She brought her strength and determination to the U.S. to give her family a life of opportunity. Her hard work and resilience may not result in fortune and fame, and her story may not be written about in newspapers and books, but it's led her to an abundant opportunity for her children and has taught her a life of service despite of financial hardships. Maria is a beacon of hope, a counselor, a chef, an advocate for the hundreds of women. She paved the path for me to stand here before you in this chamber as the Illinois State Representative of the 4th District, the 3rd Representative elected official in the entire nation ever elected. And I… I proudly tell you that that young woman who crossed that border made it possible, carrying me, so that I could be here with you today. "I would like, today, to invite all of my colleges to participate in the fourth annual Youth in Care and Alumni Shadow Day, presented by the Foster Care Alumni of America Illinois Chapter, in partnership with the DCFS and the Illinois Statewide Youth Advisory Board. So for the past four years, the Foster Care Alumni Association brought over 200 youth in foster care and alumni to participate in this one of a kind program. On May 15, mark your calendar, you have the opportunity to make a difference in the life of one of these current or former foster kids. So during the day, you and your shadow will go about your normal business, attend whatever meetings and committees you have, learning about each other. This allows you to get first-hand knowledge of the Illinois foster care system. In the past, many of these former or current youth in care have had the opportunity to join us on the floor. Today is St. Joseph's Day. So, I'd like to wish everyone a happy St. Joseph's Day. I think it's great that what we do on the floor here, how we honor Black History Month, and we honor Women's History Month, and recognize other individuals. So, we thought on behalf of the Italian Caucus, we would recognize some folks, some things that might… if you've been around a few years, it might bring back some memories.
