"At this time, in following that opening prayer this morning, I'd like to recognize and honor somebody who is serving our country from the Springfield area. His name is Roy Campbell. He's up in the gallery today with his mom, Elizabeth Campbell, who is the legislative assistant for myself, Representative Moeller, and Representative Mason. Roy Campbell is… began thinking about his career in the Marines when he was only a junior in high school. At that time, he became more and more interested in the Marines and he enlisted his senior year. He left for Marine… recruit boot camp July 22 for 13-long weeks. This is where he received his robust training, skill, and knowledge needed to be a Marine. October 1 began the crucible, a 3-day course mimicked in the field. And on October 3 he climbed to the summit of the Reaper, and that is where he officially became a United States Marine. Roy graduated from boot camp on October 18 with his family in tow, and tomorrow he sets off before dawn to return to San Diego to complete his next course of training. Congratulations, Roy Campbell. I just wanted to announce to the Members who may have received an email from me that at the State House Inn today and tomorrow, there's a convening on higher education in Illinois prisons. It is being led by a new group called IL-CHEP. With the name that I just mentioned, and part of this point is that in the 80's and 90's, early 90's, Illinois actually was a leader in low recidivism rates in relationship to our institutions, because we had robust programs in our Department of Corrections that allowed members of those facilities to get education while incarcerated and come out and never return. And so, that is taking place at the State House Inn right now.
