I would have said that it was impossible, but it happened this last weekend. On November 8, the West Chicago Wildcat boys' soccer team defeated Edwardsville 2-1, gaining them a place at the state finals against Morton High School. In my alma mater's history, we have only brought home one state championship, which was for football in 1974. As a working class town, many have considered us an underdog, but West Chicago, we are a strong and vibrant town. We have a rich heritage, a diverse culture and a determination to fight, to preserver, and to win. When times get tough, our Wildcat pride has always helped unite our town. They knew a team effort was needed to bring a win for our town. As I stood in the stands watching the intense match against Edwardsville on Friday, and then again against Morton on Saturday, surrounded by thousands of loving townies, I felt as though my heart could burst with pride. It's like any fine piece of literature, it may make you laugh, it may make you cry but enjoy. But, Mike, it's good to have you here today, also with your betrothed, Kim. Good to see you, Kim. And there is… we didn't get a chance to say goodbye to you when you left last summer, and I think it's important that we recognize a friend of our caucus, a friend of this institution, and at least honor you appropriately. But, Mike, it's fascinating since 1972 until 2019 a McAuliffe has represented the northwest side of the City of Chicago in the Illinois House of Representatives, you and your father. And I think that that is just an amazing, amazing legacy and also a true statement about the McAuliffe family and their dedication to public service. Your father, with the police department and also serving here, but also you taking up after your father when we lost him in that tragic situation back in 1996. And I remember you told me about the time your father would have you passing out books about tourism in Illinois over the summers. People like those little things, but those little things are what people respect and enjoyed about you. The fact is that you were approachable, you're a people's people and that's how you were able to serve as I look, 23 years in a Democrat City of Chicago. Pretty amazing. But, Mike, it's a… this is a sad moment for me because right now I am the oldest serving Member of the House of Representatives on the Republican side of the aisle. My license plate will go down one number, you got a lot of nerve to leave under those circumstances. But getting… talking about leaving, I think one of the things that we have to remember is that when you start this job you walk in with your head held high, you have your honor and your integrity. And the most important thing and I think the best thing can be said about somebody when they retire is that they walk out with their head high, with their honesty and integrity. And, Mike, you have done that. You have done that and I thank you for that. I can go into so many stories that we have shared over the years, Mike. And I recall, we were roommates at one point and a lot of good fun. I'm not sure if you know what you're in store for with Mike being home all the time but that's your problem and not ours. So, but in all seriousness, Kim, thank you for everything. I've gotten to know you quite well and your kids are just wonderful and they have a father they can look up to, and also a grandfather to look up to. And it's because of the service that Michael did, not only in this chamber but also more importantly what he did up in the Northwest of the City of Chicago. "Thank you, Ms. Speaker. Can I have it a little quieter in here a minute? This is the day after Veterans Day. Without our Veterans we wouldn't be here. They fought for our country. Standing behind me is Vince Rolves. Vince is 95. He walked to the Stratton Building, he walked to the Capitol, finally underneath the rotunda he decided maybe we should get him a wheelchair. Vince still drives. Vince was born in 1924 in Albers. Vince joined the 45th Infantry Division of the United States Army, fought in the North African region and the European Theatre of War during World War II. Vince, only after 6 months, was captured with his whole unit after being shot and was in a concentration camp for 18 months in the harsh Persian environment… Prussian environment as a prisoner of war. He was forced to do hard labor within the prison camp, was under threat of death and subject to bitter and icy environments and extreme malnutrition. Vince has been honored for his sacrifices with the Silver Star, a Bronze Star, and a Purple Heart, and a Prisoner of War Medal. Upon returning to Southern Illinois from Europe, Vince married his late wife Loretta Thouvenin on October 24, 1946. Vince started a trucking business and worked at Scott Air Force Base for 30 more years. Vince is an honorary member of the Clinton County Vietnam Veterans, who are up there by his side and also some of our Korean veterans. He's up… Director Chapa LaVia is up there with Vince. Vince doesn't miss a veteran's event, he doesn't miss a school event. "Today, Sigma Gamma Rho Sorority, Incorporated celebrates 97 years of service and social action. On November 12, 1922, seven young educators came together in the middle of Indiana to create Sigma Gamma Rho Sorority, Incorporated, a sisterhood that would grow to change the World. At the time of the organizations founding at Butler University in Indianapolis, the state was at the epicenter of the Ku Klux Klan, who successfully recruited more than 250 thousand Members across the state. In the middle of that hostile environment, the founders of Sigma Gamma Rho built a sorority that not only supported and encouraged black women to pursue higher education, but was also forced on serving the black community as well. Although founded by African American women in central Indiana, the sisterhood includes women from various religious, ethnic backgrounds with Membership here in the states, abroad, and recently chartering a chapter in Dubai. As the organization celebrates its 97th Founder's Day and prepares for its centennial celebration in 2022, I would like to recognize the sorority's impact on communities across Illinois and the women… these women… excuse me… continue to strive toward their moto of 'Great service and greater progress.' LEGISLATIVE COMPOSITION (a) One Senator shall be elected from each Legislative District. Immediately following each decennial redistricting, the General Assembly by law shall divide the Legislative Districts as equally as possible into three groups. Senators from one group shall be elected for terms of four years, four years and two years; Senators from the second group, for terms of four years, two years and four years; and Senators from the third group, for terms of two years, four years and four years. The Legislative Districts in each group shall be distributed substantially equally over the State. (b) Each Legislative District shall be divided into two Representative Districts. In 1982 and every two years thereafter one Representative shall be elected from each Representative District for a term of two years. (c) To be eligible to serve as a member of the General Assembly, a person must be a United States citizen, at least 21 years old, and for the two years preceding his election or appointment a resident of the district which he is to represent. However, if the vacancy occurs within 120 days before a General Election or General Primary Election, the vacancy shall be filled by that General Election or General Primary Election. The candidates to fill the vacancy shall be Members of the same political party as the person that vacated the seat. (e) No member of the General Assembly shall receive compensation as a public officer or employee from any other governmental entity for time during which he is in attendance as a member of the General Assembly. No member of the General Assembly during the term for which he was elected or appointed shall be appointed to a public office which shall have been created or the compensation for which shall have been increased by the General Assembly during that term.
