"Earlier this week, the Glenbrook North High School senior, Dylan Buckner, who was a star football athlete and adored by his classmates and teachers throughout his life, took his own life. He had received at least nine football scholarships and had his entire life ahead of him, which was clearly destined for success. His parents said that he had been battling depression for the last few years but that it got significantly worse with the pandemic. I can't count all the number of times I've had parents and people talk about the mental health aspects and the financial stress and everything that's been going on with this. Just a few weeks ago, I had a mother in my foyer of my home, actually in tears, talking about her freshman in high school… high school son. But for the last nine months, this Body has been basically vacant. And we've turned, with no oversight, to all the Executive Orders for nearly a year now, really. We haven't met. We haven't discussed these. And it doesn't look like we're going to be dealing with these things now. It's just appalling that we haven't had the oversight and public hearings on everything that is happening to people in this state. So, it's time for all of us to come together and help the people of Illinois who need us. People like Dylan Buckner, his family, and those who are struggling to put food on the table, keep their businesses open, and just try to get out of bed every day. It's something that we have been dealing with in the Legislature before I got here. And it, too, continues to kill a lot of people in our society. Let's just think about what's happened over the past week in Washington, D.C. But what we do here, as a Black Caucus, is we ask for support to deal with racism in Illinois, to not allow it to continue to harm all of our neighborhoods. And so, yes, there is a pandemic, COVID, but there is also a pandemic of racism that's been killing more people and costing us more in the state than the pandemic that we are dealing with in the world today. And so, if we really, really want to do something, the Black Caucus has a solution. The pandemic that we're dealing with, COVID, it's a struggle on how we're going to get it under control. How much is it going to cost? Can everyone get a shot? Can everyone get two shots? Today is Sunday, and many people use it as reflection time. I would ask that you reflect on racism. I would ask that you reflect on me, and people that look like me, being your brother, your sister. And ask yourself, if you were treated the way George Floyd was treated, the way little Rice was treated, the way Laquan McDonald was treated, the way Anjanette Young was treated, or anyone in your family, what would you do? Would you come to Springfield and say we must have change, or would you ignore it? And it's not just the Republicans. I want to let you off the hook. You're not alone. As I indicated in the committee, this is an agreed Bill. An agreed Bill between business, labor, Republicans, Democrats, House, and the Senate. It does three things. It provides for a rebuttable presumption if an individual is a frontline first responder, police, fire personnel, emergency medical technicians, et cetera, and if you are an essential worker, that you would be entitled to a presumption if you contract COVID-19 and you're in the workplace. The presumption is rebuttable. We were hoping in May that this pandemic would be receding and we wouldn't have to extend this. However, we are having to extend it through June 30 of 2021. "Thank you very much, Madam Chair and Members of the House. House Bill 4945 is an effort to repeal a provision that currently exists in statutes that gave kind of an unlimited authority to deem areas blighted in an effort to steal property, particularly from minority communities, under the guise that they would be then redeveloped, but that redevelopment never took place. What I learned yesterday when I presented in committee and I was graced… it was great to have Curt Mosby, who actually is the section director of what is called the Budgeting for Results section out of the Office of Management and Budget, come on to testify. And he shared information that suggested that this effort was used in order to be able to steal land from minorities, again, under the guise that the land would be redeveloped, but in many cases that land was never redeveloped. And for those of us that live in the Chicagoland area, the property that was taken from individuals actually led the way to the current expressway system that we see in the City of Chicago that many would offer, obviously… offer separation amongst whites and blacks in different parts of the City of Chicago. So, the idea here is to remove this statute from our books so that it cannot be used. Also, what we learned yesterday is that a particular municipality had to have a land use commission in order to invoke this principal. We were told yesterday that the last land use commission was taken out of commission back in 1990. So, it just represents, now, an obsolete, unusable section of our statutes that we are going to move out. And so, the other backstory to this Bill is that I have been 10100101.docx 16 STATE OF ILLINOIS 101st GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 101st Legislative Day 1/10/2021 serving on what is called the Budgeting for Results Commission. I was appointed under Quinn, reappointed under Rauner, and subsequently reappointed under Governor Pritzker. The Budgeting for Results Commission, overall, is an effort to kind of examine how we spend our state money and to make sure that we are getting the best bang for our buck within our state spending. There's a section… or a subcommittee of the BFR Commission called the Government Mandates Commission. And what we examine every year are asking agencies to tell us what statutes that, again, are obsolete, unused, maybe they were put in place with the thought that they may be funded at some point down the road but have never received any money. So, it's an effort to clean up our statutes, clean up our books. And every year, we submit a piece of legislation to the General Assembly reflecting the information that we get from state agencies in order to help clean up their particular statutes in State Government. So, this particular area, the blighted areas… Blighted Areas Act, represents something that we have been trying to take out of state… take off the books for quite some time, but every year it kind of gets removed out of our omnibus package. So, we just thought, so we could make sure we had a very specific conversation about it, that we move it as a stand-alone Bill. What you see here today is a result of that stand-alone Bill. With that being said, Madam Chair, I'll be more than happy to answer any questions."
