As we grieve, it's best to hear from those who best understand the community, to center their voices. "I'd like to talk to all of you this morning about something that happened in my district two weeks ago. In the early morning, on March 29, Adam Toledo, a 13-year-old boy, was murdered by Chicago police officer 4 blocks from my house in Little Village. No amount of consolation can quell the Toledo's family suffering, but, at this time, I'd invite all of us to offer our love and our company. Adam was a seventh grader at Gary Elementary School in Little Village. He liked watching The Walking Dead and was a caring and curious kid. 'My boy wanted to be an officer when he grew up, and look what happened.' Did you see the video? It just came out yesterday. I watched it on the floor, here, at my desk. The officer said, 'Police, stop. Stop right f-ing now.' So, what did Adam do? He stopped. The officer said, 'Hands. Show me your f-ing hands.' So, what did Adam do? He put his hands up. So, if you put your hands up, they shoot. If you put your hands down, they shoot. If you walk, you run, you hide, you sleep, you do exactly as they say, they still shoot. So, I ask the Members in this chamber, what are we supposed to do? What the hell are we supposed to do? The kid was 13. I became a Representative at 23. But CPD didn't let him. And Adam's murder ain't an isolated incident. All of yous have been seeing similar murders across the country. And they have, and continue, to highlight the immediate need for increased accountability and transparency for those tasked with serving and protecting, especially in communities of color. Young people like Adam, like me, like the many that fill our streets, and our parks, and our schools, they all deserve the right to live, to breath, and to be actively included in our society. It's okay to be sad. It's okay to be angry. Frankly, I'm pissed off, and I know many of yous are as well. And as we join together to mourn Adam, let us also call for peace and unity in my neighborhood, Little Village, and the City of Chicago, and the State of Illinois. To heal as a community, we need to acknowledge that anger and be vocal in our demand for justice and our demand for action. This chamber needs to take action, to invest in our communities, to invest in our youth, to remember Adam. I ask the chamber for a moment of silence."

"Thank you. This is really hard for me right now because I feel my colleague's pain. Being a black mother, raising three young black boys in the City of Chicago is hard. When you bear a child, you think of all the possibilities of what that child can become. You want them to grow up and be successful. You want them to be independent. But from the time they exit the womb, until the age of 10, they are considered to be adorable. And when they turn 10, they are looked at as intimidating, they are looked at as criminals, they're not that same adorable child to the rest of the world. I know this feeling all too well. I have a 15-year-old son who stands at 6, 3. He is my baby, because I know that he is afraid. I know what he's afraid of. I know that he's at that stage where he thinks he know everything. I know that he likes to play video games, he's a good artist, he's a good basketball player. I know that he wants to be an entrepreneur when he grows up. And then I have a 12-year-old son who will be 13 in September, the same age as Adam. And when I watched that video, I saw my 12-year-old son in that moment. And I talk about Jalen, in particular, because the way Adam froze and put his hands up, you saw the fright in his eyes. If I elevate my voice at my son, he's afraid, and I can't get the image out of my head. It takes a village to raise a child, and we failed Adam Toledo. And when I say we failed him, it is true. We failed Adam, and we failed the Adams of the world. With a life gone too soon… and I want to be clear that I am not anti-police, by any means. But it is a fact that there are some bad actors hiding behind the badge. We continue to see this trauma replay over, and over, and over again. We continue to see the hashtags. We continue to see people wearing 'Rest in Peace' shirts, burying their kids too young or their husbands too soon, and it must come to an end. We have to seriously dive in and reform our justice system. There's no other way. There's no other way. They know the faces who walk amongst that community. The interaction is always different when they enter into Little Village, North Lawndale, Gresham, Englewood, versus when they enter into Lincoln Park, Old Town, River North, Gold Coast. The outcome is always different. That must end. It must come to an end. We have to invest into communities that are underserved, that have been deprived of resources, that are food deserts. Population of homelessness on the viaducts is insane. It breaks my heart to drive past an expressway and see camps set up. They call it tent cities. I have one in my district. People are living out in the cold, while we are at home in our beds, warm with our families, sitting at a dinner table. And these people are outside just trying to survive. So, we have to put more money into our education systems, all levels, more money into mental health clinics. We need to put more money into our child care so that parents can go to work, so they can provide for their families. And we need Medicare. We need it to be affordable. We have the highest rates of pre-existing conditions in our communities. People have to choose whether or not if they are going to have dinner on the table or buy shoes for their kids. I know this. I've lived this. I've lived this. I was a health care worker for 11 years, taking care of someone else's loved ones. But yet, I could barely provide for my own. And that is a story that we hear often too many times from these essential workers. So, we have to invest, real investments, not pilot programs, not task force, but real investments into these underserved communities. No matter the zip code, we have to make sure that we protect our children. No matter who they look like, where they're from, they are our children, and they are our future. We won't be here forever. We have to change the narrative so that we don’t have Adam Toledos, Breonna Taylors, Sandra Grants, Tamir Rice, Trayvon Martin, Ronnie Man, Rekia Boyd. We have to put an end to it. We have to. And so, Adam's name cannot go in vein, nor can the others. It starts right here in our Legislature. We have to make policies that are meaningful and are intentional in uplifting these communities. And I'll end it there. Thank you."

Next week, we plan to provide grief counselors for all Members and all staff because we recognize that this moment is traumatizing for everyone. But it's more important, it's more than just this moment, it's the pervasive systemic racism, increased hate towards people of color, the lack of justice, and disparities magnified throughout this pandemic. So, now it's time that we try to heal. We must begin to heal, and we are going to begin to heal together. So, I wasn't quite prepared to start this right away, especially after what we just heard on the floor. And so, when a constituent brought this Bill to me, I was so happy and proud to bring it forward because this is one of those crazy little things that, because of interpretation, meant that some children who were being abused were left in the care of their abusers because their testimony was not admissible in court. So, this change to this law allows for that testimony to be used in civil cases where a child discloses abuse, and… and then it can be used in court. So, I am asking for your vote today, a 'yes' vote, and I will take questions. Thank you."

"Thank you, Mr. Speaker. Today, I'm presenting House Bill 734. What the Bill does is it requires that civil no contact orders become permanent, at the survivor's request, if the respondent is convicted of criminal sexual assault, aggravated criminal sexual assault, criminal sexual abuse, or aggravated criminal sexual abuse. Currently, courts can issue stalking no contact orders and civil no contact orders. The stalking can be permanent. The civil no contact orders, the victim has to come back every two years after the defendant's sentence ends. The problem is, this forces the victim to have to come back to court and reobtain additional orders against their perpetrator, thereby, forcing the survivor to have to come back in contact with the perpetrator again, reopening old wounds, and usually dropping the orders of protection. This is an initiative that is supported by the Illinois Coalition Against Domestic Violence, the Illinois Coalition Against Sexual Assault, the Illinois Sheriffs' Association, and the Illinois Chiefs of Police. I am asking for your support."

"All right. Thank you, Mr. Speaker. Of course, I'd like to adopt the Amendment. This is a gut and replace Amendment and an initiative of Amalgamated Transit, a union. So, the actual transit union workers of the Illinois Pension Code is amended by changing Section 22-101B as follows: 'The employees of the Authority shall contribute to the Retiree Health Care Trust in an amount not less than 1%,' striking three percent, creating a new floor. All of these dollars are private dollars. There's no public funds or no pension funds. In 2009, the Health Care Trust was created, separating from the pension and health care costs. So, we're allowing them to have some flexibility during this time. The trust fund, at my understanding, is funded well beyond 100 percent and has protective provisions that will prevent any insolvencies. I request your support, move adoption."

Since the transition from fee-for-service to managed care, ground ambulance providers throughout the State of Illinois have spent inordinate amounts of time attempting to reconcile disputes with the MCOs and their brokers related 10200020.docx 17  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 20th Legislative Day 4/16/2021 to reimbursement for services provided, which diverts their time and attention away from caring for patients. In April of 2020, HFS moved all emergency ground transportation claims processing back into fee-for-service to accommodate an enhanced Medicaid match plan. This accounts for approximately 75 percent of all ground ambulance transportation claims in the state. Members from both sides of the aisle in the Human Services Committee expressed concern that bifurcating claims processing between HFS and the MCOs would further break a broken system. So, what this Bill does is it… puts ground ambulance into fee-for-service program. The Bill has over 60 Sponsors, and I would ask for an 'aye' vote."

And what happens is, is that the… the ambulances just don't get reimbursed for their services. There… there's a myriad of complaints about that, and we've tried to set up meetings and work together on this, and there are still like 80 complaints out there at this point in time. So, because of that difficulty, the… it's recommended that this… that the ground ambulances become fee- for-service as well."

This would help to prevent the neglect and abuse of any animal, as it works to discourage the cruel practice of tethering an animal against its will to a moving vehicle, which usually exceeds the weight of such animal by a significant amount."

These changes protect victims from the potential of being outed before they are ready to go public with their trauma.
