One hundred thirty five years ago, on May 4, 1886, eight Chicago patrol officers assigned to disperse protestors at the Haymarket riots were killed by a bomb thrown at them by a protestor and then the gunshots that followed. A law enforcement officer's risk has not changed since 1886 'til today. Since 1853, 1,134 officers and 16 canine units in the State of Illinois have died honoring their oath to protect me, my family, all of you, and all of Illinois residents, including Representative Moylan's grandfather, a Chicago police officer, Mark Moylan, on May 17, 1952. When you ask an officer why they chose a profession in law enforcement, they will often say it chose them. It is in their heart to want to help make things right for others and to ensure the safety of those who cannot protect themselves. Let us remember and pray for the safety of the ones still out there working 365 days a year, rotating shifts, missing holidays and other important events with their families all because of their love for their job and their dedication to protect and serve. "Thank you, Mr. Speaker and Members of the House. Last March 16, I clearly remember how I first learned of the Atlanta shootings. I happened to be working on my gun violence prevention legislation when a colleague texted me about the shootings. As the news unfolded of the senseless hate crime that left eight people dead, I was again horrified but not surprised. When guns are used in the commission of a hate crime, the tragedies are too often lethal. Six of the eight victims in the Atlanta shooting were women of Asian descent. Anti-Asian hate has risen over the past year and the gruesome shooting in Atlanta sparked outrage and fear in the Asian American community. In the weeks that followed that shooting, I attended multiple vigils and rallies to come together with fellow Asian Americans and speak out against anti-Asian hate. Reflecting upon this tragedy, it was yet another incident to be added to a long list of preventable tragedies resulting from the deadly intersection of hate and firearms, including 10200030.docx 18 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 30th Legislative Day 5/6/2021 the African Americans who were shot dead as they prayed during a bible study in Charleston, South Carolina, the Jewish people who were murdered mercilessly at the Tree of Life Synagogue in Pittsburg, Pennsylvania, and the young people at the Pulse Nightclub in Orlando, who were targeted because of their sexual orientation. Mass shootings keep happening. According to the Gun Violence Archive, there have been more than 163 mass shootings in 2021 so far, and 67 of them since the Atlanta shooting. Two of the largest were in our neighboring states, Kenosha, Wisconsin and Indianapolis, Indiana. As Members of the General Assembly, we were elected by the people of Illinois to debate and pass meaningful legislation in their best interest. When a tragedy occurs, it behooves us to reexamine the status quo and decide how we can improve State Laws to prevent another tragedy from occurring. The urgency of the issue prompted me to draft this Resolution to commit to passing meaningful legislation that will prevent people filled with hate from obtaining the means by which to end innocent lives. I would like to thank all of my colleagues who've supported this Resolution. As an Asian American Legislator, this is deeply appreciated and meaningful to me. It is my sincere hope that every Member of the General Assembly will support this Resolution. I would ask for a moment of silence in honor of the victims of gun violence and hate crimes everywhere. Phyllis Jameson was appointed as the first female coroner of Iroquois County. She became one of the first female officials elected to a countywide position when she was elected as coroner in November of 1978. There's no wants inside of Rebuild Illinois, there's only needs, and those needs must be met. But what happened? The COVID pandemic came in 2020 and decimated the revenue sources for Rebuild Illinois, putting us all in crunches, closing down businesses, having people to be unemployed. It's been a tough go. But we're back on track. Reaching out to the Governor's Office. You've seen that the revenues are bouncing back. Our main streets are bouncing back. The City of Chicago is bouncing back. But how do you stay the course? How do you continue to pay? House Resolution 25 urges all colleges and medical institution that prepares students for careers in the medical field to focus on the recruitment of more minorities in these institutions. Additionally, House Resolution 25 challenges the Board of Higher Education to pursue and provide more scholarship opportunities for minority applicants to enter into the medical field. House Resolution 25 recognizes America's long history of systematic racism and discrimination within the field of medicine. Currently, African American patients experience the worst outcomes, higher rates of conditions of hypertension, diabetes. African American infants in the U.S. are up to three times more likely to die in the days and weeks following their births and… compared to white babies. And there was an article in the newspaper not too long ago, for some reason, black babies are dying in the hands of white doctors. There has to be an investigation to find out what that is all about. In an effort to address this history of racial discrimination and biases in the medical profession, Chicago's largest hospitals and clinics officially named racism as a public health crisis, upon which is a threat to the health of their patients as well as their families. Furthermore, 36 medical organizations across the State of Illinois are committing themselves to support programs that help more people of color to find health care jobs, create health care policies that promote equity within the workplace, and provide anti-racism training in its staff. It's a wonderful opportunity to celebrate the history, heritage, and contributions of Asian Americans across the state and, indeed, the entire nation. But I would be remiss if I didn't mention that this year we are celebrating Asian American and Pacific Islander Heritage Month during a time when we've a seen troubling increase, a dramatic increase, in hate crimes and attacks all over the country against Asian Americans. Just the other day, I learned of a stabbing in broad daylight where two Asian Americans in San Francisco, aged 84 and 63, were attacked on the street while waiting for a bus. And this is the city where my parents live. So, naturally, I'm deeply concerned about this increase in incidents that hasn't abated. And it leads me to wonder why, because when I was growing up, I would hear stories from my grandfather about what life was like in San Francisco in the late 19th and early 20th century when he arrived. But, you know, this was a community that had to live with attacks on them if they crossed certain boundaries. You know, if they walked on the wrong side of a certain street, outside of the Chinese quarter where they were, essentially, limited in their movement. You know, they'd be pelted with rocks or attacked by mobs of people just for being there. And it troubles me that this is still happening. Nothing… in a way we've made a lot of progress, but at the same time, very little has changed if we have to live in fear and have members of our community be considered perpetual foreigners despite our contributions to this country. Asian Americans are integral to American society and to the greatness of our state. You know, I keep standing up and mentioning these things. So, I just wanted to bring that awareness about the Asian American community in our state. You know, we're in every corner of this state. And I'm proud to serve in a Body that represents Asian Americans. We have 16 Members of the House who are Members of the Asian American Legislative Caucus. And these are districts where the Asian American population makes up at least 10 percent of that district population. I'd like to ask the Members of the Asian American Legislative Caucus to stand so that you can see that there are Asian Americans all across Illinois. So, along with myself and the three other Asian American Members, Jennifer Gong-Gershowitz, Janet Yang Rohr, Denyse Wang Stoneback. We also have significant Asian American population in Leader Greg Harris' district, Kelly Cassidy's district, John D'Amico's district, Fred Crespo's district, Seth Lewis' district, Deb Conroy's district, Michelle Mussman's district, Jonathan Carroll's district, Dan Didech's, Stephanie Kifowit's district, Carol Ammons' district, Anne Stava-Murray's district, and Margaret Croke's district. And we'll be adding numbers to those Members because of the growth in our population. And so, I ask all of you to keep Asian Americans and Pacific Islanders in mind this month. Think of their needs, their concerns. The fact that, when we talk about equity, equity looks different in different communities. House Resolution 23 calls for the… preeclampsia is a serious disease related to high blood pressure that can strike quickly and happen to many of pregnant women during the second half of their pregnancy or up to six weeks after delivery. Finding preeclampsia early is important for both the mothers and the babies. Preeclampsia and other hypertension disorder of pregnancies are the leading cause of maternal and infants death worldwide. Approximately 76 maternal and 500 thousand infant deaths occurs every year as a result of this hypertension. Whereas, hypertension and disorder of pregnancy are also a leading cause of maternal and infant illnesses, preeclampsia is a common cause of caregiving-initiated preterm delivery and accounts for approximately 20 percent of all the intensive care unit admissions in newborn babies. For the mothers, hypertensive disorder of pregnancy can cause complications with long lasting consequences, such as strokes. Hypertension disorder of pregnancies are strongly associated with heightened risk of further cardiovascular disease and a leading non-communicable disease worldwide. Be it resolved that… by the House of Representatives, that we here in the State of Illinois, we recognize the World Preeclampsia Day on May 22, 2021 and this initiative to raise awareness of preeclampsia and its global impact on the lives of mothers, babies, and families. Further, we support that all efforts that call upon the government and health care system to recognize the importance of detecting, diagnosing the risk factor and preventing and treating hypertension pregnancies disorder, that encourages the additional research funding into preeclampsia and related disorder and the prioritizing of patients and community education and treatment for these disorders. The prioritized of education, training, and access to the medical resources for health care providers that address these preventions through a better understanding of the cause and the encouragement of the collaboration and the partnership between the public and private sector and the organizations to support and advance these goals.
