Last night, at approximately 3 a.m., Officer Chris Oberheim and another Champaign County… city police officer responded to a call for help at a domestic violence dispute at the Town Center Apartments. Upon arriving at the scene and proceeding to offer help, both officers were immediately 10200037.docx 6 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 37th Legislative Day 5/19/2021 attacked. Officer Oberheim was murdered. His partner was shot. The suspect was also killed. Officer Chris Oberheim was 44 years old. He carried badge #703. He resided in Monticello with his wife, who is a nurse, and four daughters. One daughter is in college. One daughter is due to graduate from high school this weekend. And two younger girls. Officer Oberheim began his career as a police officer in the City of Decatur. In 2008, he transferred to Champaign to serve and protect that community. Officer Oberheim was a true professional servant and devoted to public service. His heroism, his bravery and commitment to his fellow citizens cannot be underplayed. This is another tragic event and words cannot express the sadness, the sorrow that we all feel for his family. And we will continue to honor Officer Oberheim in the coming days and years. His memory will last. He will serve as a reminder to all of us that the role that the law enforcement community plays in protecting us cannot ever be minimized. And so, Madam Speaker, I ask for a moment of silence as we offer our prayers to the family of Officer Chris Oberheim, the members of the Champaign's Police Department, and all of those who were his friends and neighbors."

And I think it behooves us to take into consideration the will of the person who has to sign that and their loved ones who would also like to be there to sign it with them. My grandfather, Donald Soderquist, about the most stubborn Swede you would ever want to meet, was suffering from cancer in 2006 through 2008. Had gone through a number of sufferings. He had executed a health care power of attorney with his instructions. Later, towards the end of his illness, he was rushed to the emergency room with internal bleeding. His health care power of attorney could not be located. The doctors advised that they should go ahead and execute a pulling of the plug and allow him to die peacefully. A lack of clarity with his final understanding that could not be located, triggered my mother, his eldest daughter, to suggest that they continue to administer lifesaving treatment to him. He'd expressed to the doctor in that room, in a set… in a setting surrounded by machines keeping him alive, that he 10200037.docx 15 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 37th Legislative Day 5/19/2021 didn't wish to continue on. "If he was in the hospital and was approached with the doctor's guidance that they should no longer continue the lifesaving treatments."
"If he desired to sign the form, he would sign the form. And at this time, they would look for a witness to agree to sign the form as well and another health care provider."
"Okay. And what would've been the context and the evaluation that those providers would've looked at? Would they have offered his expressed desire to go ahead and end those treatments?"
"If that was his desire. I believe it's if you are going to get life CPR and other lifesaving measures."
"Okay. So, what about this situation where we're in for internal bleeding and we're seeking medical attention through the course of days?"
"Unless there's a POLST form, my understanding is that they are required to do whatever is necessary to…"

"So, this is where my struggle is on this. And, folks, I think this is a very important realization to have. My grandfather survived that day, survived that hospital stay and lived another six years, vibrantly, and got to visit and see four additional great-grandchildren and two marriages in his family. I have concerns with this Bill because of gaps like this, where someone going through it in the midst should have a family member or prior authorization witnessed outside of the confines of the current medical environment that they find themselves in. I encourage the Body to save our elderly, who may not be thinking straight and defer to their family, to please vote 'no' against this Bill. Thank you."

"So, thank you. And thank you for all that discussion. As I said, the patient would have to be of sound mind. And it is unlikely that a doctor would suddenly say, do you want this form or not, at a moment like that. If someone has severe internal bleeding, to me, they would not be cognitively available to sign a form like this. This Bill was brought to me by physicians in the field who have found it to be a barrier. And… and as I said, it doesn't match what other states do and is not part of the national POLST form. So, people who come here with a POLST form from other states, it is not valid here. As I said, there are very… numerous organizations, health care organizations who have supported… who support this. Again, the Illinois Organization of Nurse Leaders, Academy of Family Physicians, Advocate Aurora Health Care, Northwestern Medicine, Illinois State Medical Society, and various others. This has expanded to adopt several changes that the Illinois Secretary of State has been looking to make as part of ordinary course of updating some of their business corporation laws. Currently we only issue 2 temporary extensions for a total of 180 days and then the driver cannot renew after that time. This would allow us to issue a third extension for 90 days, which would enable those who have already qualified and been granted a temporary driver's license but whose license has expired while waiting for paperwork from the Federal Government, that would just confirm their continued eligibility. While this Bill is not limited to immigrants who are lawfully eligible for a temporary driver's license, it most often applies in a situation where somebody has already qualified and received a temporary driver's license. But because of backlog and paperwork at the federal level, their driver's license expires before they have an opportunity to renew. In order for an immigrant survivor of crime to qualify for a U or a T visa, they must first obtain a signed certification from the relevant law enforcement agency affirming the applicant's willingness to cooperate in the investigation or the prosecution of the case. "Thank you, Madam Speaker. Senate Bill 2278 is an initiative of my Senate Sponsor and the United Way of Rock River Valley. The intent is to create a board similar to the 708 Board, governed by the Illinois Community Mental Health Act with the purpose of overseeing funds from the Special County Retailers' Occupation Tax For Public Safety, Public Facilities, Mental Health, Substance Abuse, and Transportation. As we know, our 708 Board are mental health authorities that passed through referendum and are funded by a property tax levy. This is a focus on a referendum that we had on the ballot May of 2020, right when the pandemic started, to increase our sales tax to fund mental health programs and resources. And it passed overwhelmingly by 64… at 64 percent. So this… Senate Bill 2278 amends the Counties Code to require every county to provide that counties that have imposed this referendum has a seven member mental health board to oversee the use of the funds. During committee, I had a couple of questions from the Representative from Shelbyville, and wanted to let you know that I have your answer. How many counties will this affect? Winnebago County, and Winnebago County only. The county that I represent. And how are the individuals selected? Today we heard from the Governor in his press availability at the Illinois Department of Transportation that, 'I have not seen what the Democrats have come up with,' in regards to a map. And, 'I don't actually know all of the data being used.' So, if we have heard from this chamber, from the Governor, from advocates across this state, from 55 advocacy organizations who have asked for transparency, asked for the data being used… we've heard about this transparent open process, and yet, the Governor, who I expect you all are expecting will sign the maps, 'hasn't seen the map and doesn't actually know all of the data being used.' If we are going to have a truly transparent process where the people of Illinois are able to have any kind of meaningful input, we at least have to know what data is being used to draw the maps. We continue to ask on this floor. We have asked in committee. And we have still had no answers. And my guess is we're not going to get an answer until there is a Bill filed in the House or the Senate, who knows. And even then, we may not know all of the data being used. This is a mockery of the process. The people of Illinois deserve better. I would ask… this is a formal request for the data that you are using to draw the legislative maps behind your closed doors. "Thank you, Madam Speaker. This is an announcement to all the Members in the chamber. I'm looking for Representative Butler. Send him a text if he's anywhere nearby and maybe he'll just appear on the floor at some point. But I take this opportunity to announce the formation of… the formation of what is called the Illinois Statehouse Taiwan Friendship Caucus. It is an effort to continue to build relationships with the Country of Taiwan. Oh, there he is. Thank you. I, along with Representative Butler… I guess that's for you, not so much me. Okay. Well, that's okay though. We are announcing the formation of the Illinois Statehouse Taiwan Caucus, where we'll have the opportunity to build relationship with the Country of Taiwan. Over the years, if you look back through my legislative history, you'll see that I introduced Resolutions to continue to support their efforts. They are a democracy, and I think that’s very important to note. So, they have asked that we work in collaboration to establish a caucus. There is a sister caucus being established on the other side of the building, in the Senate. And so, to commemorate the establishment and the announcement of this caucus, Representative Butler and I would like to invite any Member that would like to come, obviously, to be a part of our caucus. And there will be a little… a something a little formal to follow, there's a Resolution that I think I will introduce to kind of… to establish the caucus, if you will.
