And, unfortunately, we had a tragic event yesterday where Richard Rich, a member of UAW Local 79, John Deere Parts Distribution in Milan, Illinois, was struck and killed by a semi-truck as he was parking his car and walking over to the picket line. He was 56 years old and had 15 years in at John Deere. I didn't know Richard personally, but I know that he lost his life while doing his part to support and encourage his brothers and sisters in labor on that picket line. And so, I'd ask that you keep his family and his friends in your thoughts and prayers. And just… thank you, again, Mr. Speaker. I just ask for a quick moment of silence."

"Thank you. My first personal point of privilege is on a very light and happy note. I am celebrating a special birthday, in addition to Representative Hirschauer's. My Grandma Betty turns 90 today. My Grandma Betty married Richard David Payne on August 12, 1950, had two sons, Richard and Scott. They moved to Niles, Illinois in 1983. She sadly lost her husband on December 15, 1991, but she is going strong. She has more energy than I do. She is just a joy to be around, and she is enjoying life with her children, grandchildren, and many adoptive grandchildren who very affectionately call her Grandma Betty. So, I'd love for everybody to give another round of applause. And also… thank you. If you haven't had the opportunity, I have a little card here, if you'd be willing to write her a note of birthday greetings, please stop by. Thank you so much. And, Grandma Betty, we all love you. Thank you. My second point of personal privilege is a more somber note. Back in April of this year, I passed House Resolution 7, which designates October as Domestic Violence Awareness Month. It is a month that we recognize, sadly, every year. Domestic violence is an epidemic, and it has only become increasingly worse during the recent pandemic when people have experienced isolation and financial stress and more difficulties. Just as a reminder, domestic violence knows no boundaries. It doesn't discriminate based on gender, race, sexual orientation, economic or social status, or education level. One in four women will experience domestic violence at some point in their lifetimes, and one in seven men will experience it in theirs. Sadly, women ages 20 to 24 are at the greatest risk of becoming victims of domestic violence, and every single day 3 women are murdered at the hands of their intimate partner. Every year more than 3 million children witness domestic violence in their homes. Adults who have experienced domestic violence have a significantly greater risk of heart attack, of stroke, and of other significant illness. Every nine seconds in the United States a woman is assaulted, beaten, or raped, more often than not by her intimate partner. And it's the leading cause of injury to women, more than car accidents, muggings, and rapes combined. And according to the U.S. Department of Housing and Urban Development, domestic violence is the third leading cause of homelessness among families. Without help, individuals in the domestic violence cycle continue to repeat that cycle, and we need resources to break that cycle and to help the victims. Right now, domestic violence is costing more than $37 billion a year in law enforcement, legal work, medical and mental health treatment, and lost productivity at companies. I ask everyone to take a moment of silence for the victims who have been lost to domestic violence. And take a moment to pledge to do something to break this cycle and to end this really horrific epidemic that we experience in our country and worldwide. Thank you."

"I ask for the Body's attention. I have a new favorite black… first of all, I play hockey. And it's a sport that I've grown to love, and I… I really grew to love it through the lens of the Chicago Blackhawks. And some very disturbing news came out of Blackhawks… the Blackhawks the last couple months about a player that was sexually abused by a coach, how the Blackhawks handled that investigation, things that have transpired between. So, let's first of all say that players name who was known as John Doe up until yesterday. His name is Kyle Beach. Kyle Beach was sexually abused by a coach on the Blackhawks' staff. In 2010, came forward, discussed that with the team. The team, at that point, basically said, we are on our Stanley Cup run right now and we do not need the distraction of this. The coach who did that, was name is Brad Aldrich, at the end of the season he was given an option, resign and we won't say anything about this, or we will fire you and make it public. So, they gave this coach the opportunity to leave the organization without reporting what he had done. In that process, he was also given a glowing letter of recommendation by then Blackhawks' coach Joel Quenneville. He took jobs in other places and eventually, now in Michigan, is registered… is a registered sex offender. Not only that, he also abused, or made passes at an intern with the Blackhawks in addition to this player. So, many of you may not know the name Kyle Beach, and that's okay because… it's not okay, 'cause he was a minor league player that was brought up during the playoff run. Never got to put the uniform on, never got to wear a number, but his abuse should no less be any less than anyone else. And the players in the organization said, we wish we'd had done more and this, that, and the other. So now, after 10200062.docx 14  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 62nd Legislative Day 10/28/2021 his story came out, there was an investigation done by Jenner & Block that found that… that collaborated with his story, but it doesn't stop there. Blackhawks' head coach Joel Quenneville said at the time that the first he was hearing of these abuse allegations was in 2021 when they became public. When, in reality, Joel Quenneville was in the meetings when these things were discussed. And Joel Quenneville put the Blackhawks' run towards the Stanley Cup ahead of this young man and this young man's future. This guy's a hero who's now playing in Germany, who his only regret is that he didn't come out sooner to prevent this guy Aldrich from doing it to other people. So, I'm calling on the NHL now, now that Joel Quenneville is no longer with the Blackhawks, and another gentleman by the name of Kevin Chevelday… I'm going to pronounce this wrong but… Cheveldayoff who is now the GM of the Winnipeg Jets, and Joel Quenneville's the coach of the Florida Panthers, are still working, even though they knew about this… these allegations and did nothing about it. I am calling on the NHL to suspend both of these men and to take proper action against this because… just because this guy's a hockey player and just because he does not meet the stereotype of someone who gets sexually abused does not mean that his case is not as important as others. So, I am calling on a complete and total investigation into this, why this ball was dropped, why this guy was allowed to continue to coach, even after these allegations. And as somebody that got into hockey because of the Blackhawks, I'm disgusted. And I'm a disgusted person with that organization. Senate Bill 280 deals with drinking water for the City of Joliet and many southwest 10200062.docx 17  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 62nd Legislative Day 10/28/2021 suburban municipalities. Back in 2015, the Illinois State Water Survey did a study of the deep sandstone aquifer that supplies drinking water to many municipalities and districts in southwest suburbs of Chicago. And one of the things… the main thing they discovered is this aquifer is not going to be able to handle the daily needs of many of the municipalities, specifically the City of Joliet, starting in the year of 2030, eight years from now. Since that study has been done, the City of Joliet has taken on a ambitious directive to find alternative drinking water. Earlier this year, in January, they came to a tentative agreement with the City of Chicago to purchase treated drinking water from Lake Michigan and then pump it 31 miles south to the City of Joliet and then create its own water commission with neighboring municipalities. What this legislation will do is allow that framework statutorily to happen, and the municipalities then would enter into intergovernmental agreements within this water commission. For the purpose… this commission is set up to deal with the City of Joliet and its neighboring communities. It is not looking to take over any other water commissions or water districts. With that, there's no opposition on this Bill. Farm Bureau is neutral. The realtors are neutral. And it's supported by many local governments, Will County Governmental League of Illinois, Municipal League, the Metro West Council of Governments, the Illinois AFLCIO, the Will and Cook County Building Trades, and the City of Chicago. So, initially, there was… because the commission needs imminent domain authority to move the water from Chicago, it's a 35… 31 mile pipeline, plus the surrounding infrastructure, there may be the need for imminent domain. We did have quick-take in there that was very similar to what the DuPage Water Commission had back when they created that commission back in the mid-80s. We had it for three years. Under concerns from DuPage and Farm Bureau, the quick-take authority is taken out of this Bill and we… and that was what was in Amendment 3. And then, if we do… if the process comes to where they would need that authority, they would come to us and ask for it for a period of time."

"So, I want to just say I spoke with Representative Walsh about this earlier. My initial reaction to this Bill was a little bit of concern because water's been an issue for a long time. This is no surprise. Climate change is altering water throughout the world. So, I wanted to just go on record to say that, while doing this is important and we have to 10200062.docx 20  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 62nd Legislative Day 10/28/2021 ensure that we're getting drinking water to many people, I also want to make sure that we, as a Body, continue to keep our focus on the need for conservation, limiting unregulated drilling, making sure that people know that just because we live near one of the largest resources of natural water, fresh drinking water that, that doesn't mean that we can take our eye off the fact that we need to continue to conserve water for generations to come. So, I just wanted to say that on the record. I am supporting this Bill, and I hope that it follows with continued efforts to conserve this precious resource. Thank you."

One of our state's greatest natural resources is its proximity to the abundant supply of fresh water that is Lake Michigan. Fittingly, Chicago is home to the first and eighth largest water treatment plan in the world. Its water management system and facilities are world- class and treating 1 million gallons per minute, all pulled from Lake Michigan. Chicago and the southwest suburban region need each other, and this Bill will help make that collaboration and partnership happen. Certainly the southwest suburbs urgently need an alternative source of drinking water before the deep sandstone aquifer, upon which they now rely, can no longer meet the region's needs. Chicago, likewise, needs the suburbs. For almost the last two years now we have lauded our teachers, our educators, our support staff for their herculean efforts to make sure that we are operating in this pandemic and keeping our schools running and our students learning, all while keeping them safe and healthy. HB2778, the COVID Wage and Benefits Protection Bill for our educators and school support staff. It is our time, in this Body, to put our words into action. HB2778 does two things. It provides paycheck wage and protection for employees and contractors that provide support services to our schools. And so, this is like bus drivers, custodians, food service providers, classroom assistants. And it makes sure that they receive their regular rate of pay and benefits in the event that school closes for an unexpected or unplanned emergency day. The Bill also deals with administrative COVID days. So, for teachers and support staff that are vaccinated or complying with the regular weekly COVID testing requirements, it allows them to use administrative days rather than sick days that are being required by their schools… IDPH or ISBE to be off school property, or when their kids are required to be off property because their sick and/or in quarantine. I am honored to bring this Bill to your consideration, along with my colleagues and co-chief Sponsors, Representative Norine Hammond, Leader Marcus Evans, Representative Mike Marron, and Representative Aaron Ortiz, as well as the dozens of cosponsors who have already signed on to this Bill. "Thank you, Mr. Speaker. I move to concur for House Bill 106, Senate Floor Amendment #2. Senate Floor Amendment #2 is a gut and replace Amendment that contains an omnibus Bill related to transportation issues. One of them is a Secretary of State expiration date. Extension is for… will allow Secretary of State to extend expiration dates of driver's license and ID cards until no later than January 1, 2023. It also extends the Secretary of State's emergency rulemaking powers to implement this section until January 1, 2023, which it currently has right now. This also deals with the original transportation authority temporary transit recovery ratio relief. The Regional Transportation Authority Act mandates that three RTA service board, CTA, Metra, and Pace, generate at least 50 percent of the revenue to support the region's transportation operating budget. If the boards do not meet the 50 percent annual recovery ratio, that RTA is required to transfer funds to the state in the amount of the revenue shortfall. This will pose a temporary exempts to RTA from meeting the 50 percent recovery ratio. The other issue this deals with is Member parking. This is due to construction, the parking lots near the State Capitol for the next couple of years. State statute currently requires individuals parking in the garage behind the Stratton Building to pay a monthly fee. This provision allows the General Assembly to pay that fee during the construction. This Bill also deals with the airline employees' sick leave. The proposal removes an exemption for an employee contained in the Employee Sick Leave Act. As a result, airline employees will be entitled to use a portion of their personal sick leave benefits available to them to care for relatives. Exemptions further, under current law, it does not apply to airline workers. An employee of an airplane, subject to provision of Title II of Railway Labor Act, carry them by engaging state of foreign commerce and every other carrier transportation. Collective bargaining agreement, there's nothing in this Act interferes with the collective bargaining agreements. And then, we have, also, the odorous windows proposal. So, just for legislative intent on this portion of the Bill, IDOT has required… the intent of this Bill is to expand eligibility of access to new windows and doors to replace defective windows and doors installed under the RSIP, subject to appropriation. It is not intended that the expanded eligibility will be funded by the State Aviation Program Fund, which is funded by airport revenues through aviation fuel tax and subject to limited use pursuant to Federal Law. The State Law requires that in these… some of these parking structures that the state has to charge the employees. They have to charge the employees… give me one second… so, what this Bill does is allows that the General Assembly covers that cost to the employees. As you know… temporarily. So, there's parking structures around the Stratton Building, underneath and above ground, that you have to pay, and this Bill will cover the cost during construction. One of your Leaders and I have talked. And already I have reached out to the Secretary of State, if I… if this is where you're going with the next question, and we're going to discuss this because, if it's state parking lot, why are state employees paying for the parking to cover their cost? This same language is in statute in 14 other states. Fourteen other states. The airlines have tried to contest this using the same… the same argument and have lost every single time. In addition, the federal issue is really only around pricing and other issues. It doesn't have to do with this. Finally, as somebody who's spent my entire career in human resources, I need to address the issue that this will take months and months to implement. This is sick time that has already been earned. So, it's the same process to request sick time whether it is for yourself or for a family member. So, the argument that this is some sort of new procedure is really just a stall tactic. And finally, I want to address what I believe is the core of the issue here. Eighty percent of flight attendants are women. And so, for this particular group to have been excluded, to use their already earned paid sick time when other areas of the industry that are primarily men… let's call it what it is. Let's call it the discrimination that it is. Is it time for these flight attendants and it's time for these women to be able to use the benefits that they have earned. I urge an 'aye' vote. And this is a trailer Bill, and it basically cleans up a lot of language that brigs clarity to the Department of Public Health. But real quickly, I'll go over some of the highlights of the Bill. Again, the purpose of the Amendment is to provide clarity and guidance to the Illinois Department of Public Health in order to effectuate the community health workers provision. We spent time over the summer really coming up with the language that made sure that we could move forward with clarity on who will be regulating the program. It provides clear guidance on the appointments and authority of the appointments to be made. It clarifies the Department of Public Health has ultimate regulatory authority. It provides a boilerplate language permitting the department to conduct administrative hearings for the certificants when they're in violation of regulation. And also, subject to appropriation, it provides financial assistance to any certificant that may incur administrative cost. The deadline extensions, they will occur and be expanded in the areas of medical implicit bias training, the Commission of Gynecologic Cancers, the Anti-Racism Commission, Underlying Causes of Crime and Violence Study Act, the N95 mask requirements, and the State Health Plan Assessment, of which all Members of the General Assembly who are responsible for these Bills has agreed upon for that extension. Amendment #2, we want to make sure that we attach this Amendment to make sure that we were addressing some of the mental health issues that are being dealt with due to Floyd travesty here in our country and Minnesota, and we wanted to help the Peoria community with Leadership Gordon- Booth, where it would stabilize the rates of reimbursement for Medicaid in-patient psychiatric services for the hospitals in Peoria. Which is similar to what we adopted last Session, or last year, for the Illinois safety net hospitals. And the third Bill is language… a technical change in language. It simply changes the extension date and effective date for the Sexual Assault Survivor Emergency Treatment Act by two years. The purpose of this extension is to allow the federally qualified health centers to seek and to provide rape kits for services to those who are finding themselves in that terrible situation, in addition to working in tandem with the police department and the hospitals across the state. The Infant and Maternal Mortality and African American Task Force is required to partner with the Holistic Birth Collective to develop rules and regulations for the consumer choice and maternal care of African American mothers. The Medicaid voucher program would seek to expand coverage of a homebirth services, in-home services regarding prenatal care, and postpartum care services provided by the nationally accredited professional midwives. This Bill specifies that the program must be implemented by a maternal episode payment model that provides a single payment for all services across the maternal intrapartum and postpartum period, which covers the 9 months of pregnancy, plus 12 weeks of postpartum. The payment model shall include the following elements: limited exclusion of selected high-cost health conditions and further adjustments to limit service providers risks, such as risks adjustments for stop laws; durations for the initial entry into the prenatal care through the postpartum and newborn period; and also, single payments for all services across the episode. Also, this Bill would include midwives providing services under this Medicaid program are to be both licensed and registered with the Illinois Department of Public Health, as well as HFS. This is not a topic we talk much about, and I can't recall in my 20 years hanging around the Capitol ever having it mentioned on the House Floor. But the goal of this Resolution is to raise awareness and demystify this natural, biological process by talking about it out in the open, to dispel the myths and shatter the stigma, to ensure understanding, compassion, and support, and to understand what menopause is and what it isn't. It's something we don't talk about in the open. Women sometimes talk among themselves, often in hushed tones. But why? I think it's partly because we are all used to aspects of reproductive health from menstruation, to fertility issues, to menopause being taboo subjects, something to be embarrassed about. But menopause is also something a little bit different. It's all tied into our societies view on aging and its relationship to our value as women. With the premium we place on youth applied especially harshly to women, who can blame us for not wanting to talk about this natural part of the aging process? So, no, women don't want to talk about it until you ask them. One said, 'Health care becomes even more important as you age. Tests are costly and often not covered.' Another said, 'The medical community is not well versed in menopausal issues.' That she's had to do her own research and make suggestion for own medical care. Another said, 'Menopause is poorly understood by my own doctor. It's difficult to find a practitioner to treat it.' Young women, too, expressed significant lack of information on the topic. One of them said, 'No one talks about it. I have no idea what to expect.' Another said most of her awareness is based on jokes about hot flashes. Others mentioned that it's a mental and emotional issue for them. We need to remove the negative messages about women and aging. This should not be a taboo subject for women to whisper to each other about. Some people were more short and sweet. One of our former colleagues said, 'It sucks.' Others used terms and phrases not appropriate for the House Floor. Other comments were more affirming and positive. 'A milestone in the human journey,' said another of our former colleagues. Another said, 'It's not a one size fits all experience, but suffice it to say it is life-changing and life altering.' So, I know we're not going to change the world view of menopause through one Resolution. But here's my ask of everyone in this chamber today. In 2018, the Department of Public Health reported that black women are six times more likely to die from a pregnancy related condition when compared to white women. In addition, the report noted that 72 percent of the pregnancies related deaths and 93 percent of the violent pregnancies associated deaths deemed preventable. This… the task force was created under Public Act 101-0038 and housed under the Department of Public Health. The task force was established to work to establish best practice to decrease infant and maternal mortality amongst African American women in Illinois. The Holistic Birth Collective is a partnership with women across Chicagoland area, whom all attend the holistic birth care in various ways. The overall goal of the collective is to work together to empower families to make informed decisions that will lead to thriving and healthy birth outcomes. In the spring we passed the Reimagine Public Safety Act which established the Office of Firearm Violence Prevention within the Department of Human Services. And with this, our state took a significantly more comprehensive and holistic approach to gun violence by recognizing this issue as a public health crisis. The Amendments in this Bill reflect several technical changes in the Act to ensure that its purpose can be achieved. Most importantly, new provisions regarding the eligibility for grant funding are put forth to ensure our state utilizes evidence-based data-driven approaches to deliver violence prevention resources to the most impacted communities across Illinois. Under these Amendments, we were able to expand the number of communities eligible for violence prevention resources from 17 to 22 in Chicago and from 10 to 15 communities outside of Chicago. In addition, this initiative provides for five additional areas to be added anywhere in this state. It was part of Senate Bill 521, which is a small gaming package that was presented before us. It passed with 36 votes out of the House on the last day of Session. What we have done in these Concurrence Amendments is changed a couple parts. And I'll go through the whole Bill so we can all be a reminder what was part of it, but we changed a couple dates. And the intent of the original legislation wasn't changed, except for some dates. What this provision does is it eliminates the push tax for VGTs, or video gaming terminals, and it puts a date of… grandfathers those that have passed it before November 1. It allows for the firefighter raffles for fire protection districts so that they could participate in their organization for organizational raffles. It also has a fix for the Illinois Horse Breeders for the… that the Horse Breeder's… that semen could be used for Illinois breeding for Illinois horses. That's for Representative Hammond. Let's see. It has a provision that came… that Representative Zalewski worked on to allow to vote on Illinois collegiate teams. This has a two-year sunset, and you will be allowed to vote on Illinois collegiate teams on the outcome of the performance but not on player performance. It allows for a fix that was an unintended consequence from COVID for the Casino Queen and their metrics, allowing that the Casino Queens' employment numbers that they had to maintain from the 2019 gaming Bill, allows for that provision because of the casinos being shut down for the period of time in the years of 2020. It has some requests from the Illinois Racing Board, deals with the surety bonds and sets them at higher amounts, and it allows to consider an amended applications for the south suburban racino. It has a license harmonization from the Illinois Gaming Board, this request to harmonize licenses so that they all expire at the same time for various gaming license. It also creates a license for the VGTs' sales agents and brokers. I'd be happy to answer any questions. Again… and actually, it has one more provision that clarifies from the original 2019 gaming Bill that allowed for in-person registration. There was an 18-month period. Instead of outlining the 640 days from the issuance, it actually puts a date, a set date, to lift off the in-person registration. It doesn't change when that date, which is March 5… it spells it out March 5 in case the Gaming Board has asked for an extension in issuing these master general licenses so that the in-person registration would be lifted. Doesn't shorten it or lengthen it, just what the original intent of 2019. Again, it grandfathers those that have passed the push tax before the date of November 1 of this year. So, I thank you for that. But my question is about horse racing. Why every… every time we visit the gaming Bill, it asks for horse racing in one of six townships. South suburban townships, Bloom, Bremen, Calumet, Orland, Rich, or Thornton, or Worth. And I'm just curious why they always ask for horseracing in those south suburban townships when we're trying to support the casino."

"So… when we passed the 2019 gaming expansion, not only did we authorize for a casino in the south suburbs, we authorized to have a standard bred racetrack with the hope that a dual development would take place in the south suburbs. So, it helps all the municipalities in the south suburbs, along with the casinos. So, it was intended to have a casino and a south suburban racetrack, not to compete against each other, but to make the south suburbs a better place to provide additional funding and jobs for the south suburbs. And I know your stance and position that has taken place over Tinley Park. This measure only allows for an application to be accepted year round. It doesn't allow for a specific site for a racino."

The House Democratic Women's Caucus spent a lot of time working on issues like these. We discovered that there were some, kind of, clean ups that needed to be done. Some clerks at election authorities pointed out where there were discrepancies in dates and other things that didn't match. So, it corrects a lot of those. It makes a few other changes to the Election Code, which were issues that we had talked about and debated that just didn't get put into that final omnibus Bill but are in here now. Making sure that we make it easier for people to register for permanent vote by mail, which many of our elderly and those who lack transportation and those who lack mobility want to take advantage of. This is already happening. The stakeholders believe that codification in statute is a way to just make the assessment… assessor officers more comfortable with the way this works. We are changing something for the Clerk of the Circuit Court of Cook County, relates to tax sales. We did a notice provision in the spring. Cook County handles tax sales a lot different than others. And then, with respect to TIFs, the IML has asked us to consider a provision that allows TIF funds to go for COVID relief for a limited amount of time. Very clear, a limited amount of time. As many of you have heard, there's an urgency to this Bill. The electric vehicle market is in a period of dynamic growth and much of the decisions about site, selection are being made very soon. If we do not act now, then we will lose the potential for this great opportunity. The mechanism behind this tax credit is based on capital investments and full-time job incentives. It also helps to streamline the permitting process and construction process to speed up the business growth. We are in a unique position here in the State of Illinois. I urge you for an 'aye' vote."

And week after week, Indiana, Kentucky, Arizona… there are… we're in a competition right now for these great paying jobs. Now, we… the one thing we have going for us, I truly believe, is that we have great green energy and a lot of the corporations appreciate that. We also have a great infrastructure. We have great roads, we have railways, and we have some of the best workers in the world. So, that incentivizes them, but this additional incentive is what we need to compete with the other states because they're competing with us."

I think we should be doing more on that front, but this is… this is a strong step. But although I'll be in favor of the Bill, we need to have a conversation, and it's a little bit different than what some of the previous speakers have said. To get away from these subsidies as a state and country… you know, we're fighting a battle with each other. We talk about competition with other states, but we're fighting a battle with each other where everyone loses. When there are local governments and state governments throwing money at companies across the country… even the places that win these plants, even the places that win the Amazon HQs, that win the Tesla factories, they ultimately lose out because the money that we compete to give to these companies can't go into roads. It can't go into schools. It can't go into police funding. It can't go into any of those services that people, our constituents, say they want. And I want to… I want to just put one example here. There's a provision in this Bill that allows for municipalities to abate property taxes for these companies when they relocate. And that's fine for the cities and villages that have resources. But what does it do for the villages that might want to offer something but, frankly, can't? There are guardrails on this particular provision, but our code is rife with these type of provisions. Bringing a plant like this requires more local services, more police coverage, better roads. We need to have a serious conversation about it going forward. We need to work with other like-minded states to end the race to the bottom and work together to attract companies by having better roads, having better infrastructure, having cheap energy, all the things that we have here in Illinois, skilled workforce. So, although we're supporting this Bill today, it's time to have a different conversation about where we're going to go from here as a country. Thank you."

"Thank you, Mr. Speaker. To the Bill. I want to echo what my colleague just said. I think we continue to find ourselves, over and over again, in a race to the bottom. We all, I think, on this floor, understand the importance having electric vehicles and also the importance of having electric vehicle suppliers and electric vehicle battery manufacturing here. I think these are important elements, and I think we are recruiting them already without giving away the store. We see that in places like Rivian. So, we have seen examples in Illinois where our institution, our foundation is actually a pretty good place for a lot of businesses to locate, despite the dystopian future of the State of Illinois echoed by some of my friends from the other side of the aisle. We actually have a lot of reasons why businesses already locate here. I want to specifically thank my colleague who sponsored this Bill, Representative Vella, who worked with me and the Governor's Office, who heard my concerns. But once the Bill came out and manufacturers came forward, and I believe it was Representative Kifowit who brought a motorcycle out for us to see, we were able to get electric motorcycles in the Bill. I think it's going to be a great growth industry. It's my understanding that ABATE is in favor of this Bill. "Excellent. Thank you. To the Bill. There are more issues that need to be addressed on the electric motorcycle front. I appreciate that, as we've developed this Bill, we've made sure that the manufacturers are included. And I've had some very good and encouraging conversations with the Governor's Office about ensuring that, where they were left out in the rebate discussion and CEJA, we're going to do our best to get that taken care of in the spring. So, I appreciate everyone coming together on that. This is an unusual situation for me, and I appreciate what my colleague Representative Halpin said and Representative Morgan. I tend to not be a fan of corporate subsidies. I'm not a fan of this race to the bottom, incentivizing, poaching from other states, and all of that. And it is problematic, and I am glad to hear more of us start to discuss the need to end this competition that we're doing. Make our state a more attractive environment, make our facilities more attractive and they will come, and I'm grateful that we are getting there. In this case, I think the ends do help to justify the means. I think that we do need to incentivize better manufacturing and better businesses. And so, I'm grateful that this Bill is one that I can embrace. And I look forward to doing the work to ensure that we stop these really cynical efforts to poach from other states and to… the giveaways to profitable corporations as we move down the road.
