Last year, she and other colleagues in her profession received almost no notice when their insurance reimbursement rate was threatened to be reduced by a significant amount by their contracted insurance provider. They were able to organize and push back on something that would've been devastating to their business and harmful to their patients, who have experienced interruption in access to their health care providers and therapeutic treatments. What they have proposed is legislation that requires 90 days prior notice before any rate reduction, no waivers of the right to receive notice, and no retroactive rate reductions. House Floor Amendment 1 was negotiated with the Insurance Council and brings them to neutral. I know of no other opposition, and I request an 'aye' vote."

"House Bill 4988, as amended, is an initiative of the Alliance to Prevent Legionnaires' Disease. And would require private and governmental water distribution entities to alert their health care facility customers if there is a planned or unplanned disruption in their water supplies. Disruptions in water supplies often result in the releasing of large quantities of harmful bacteria into the water and disturbing the normal innocuous biofilm found on the inside of the pipes. Health care facilities are emphasized since they are… they serve the most vulnerable among us, the elderly and the infirmed. These facilities also have water management plans in place to address their disruptions and safeguard their patients. Most of them do. We worked with the Illinois Hospital Association, the Illinois Health Care Association, the American Water Works Association, so forth and so on, Illinois IEPA and IDPH. We addressed their issues in House Amendment 1. The IHA supports these changes, and I know of no opposition."

In particular, those who are 18 to 22 who are part of the transition program in high schools. "Thank you. I'm proud to bring this Bill to the House. It is about criminal sexual assault. It amends the Criminal Code of 2012 regarding the definition of consent. This was brought to me by a… an intern in my… in my office, a young woman who was the victim and now survivor of assault, who was frustrated with how this had to be handled in the legal system. And uncovered through… partly through her own research, shortcomings, and the legal code related to it. So, let's get to the point here. The current definition in the law is, 'unable to give knowing consent' includes when a victim has taken an intoxicating substance or any controlled substance causing the victim to become unconscious of the nature of the act, and this condition was known or reasonably should've known… been known by the accused, but the accused did not provide or administer the intoxicating substance. You know, that's… that's the Amendment. The current… the current law is if the accused provided the intoxicating substance that rendered the victim unconscious, then… then that is in… that is a crime. The Amendment expands that to include if the person is being attacked took the substance herself or himself depending. This… the reason this is so important is that it removes one of the many vestiges in our law where, somehow, we make the victim of sexual assault, by their own action, somehow share in the guilt of that assault, which to me is absurd. And this has bipartisan support. It came out unanimously. I ask for your support."

And unless they're able to regain their license, they work survival jobs and do not contribute their talents to our society. "House Bill 448 is an attempt to deal with what is low- hanging fruit on controlling the increase in property taxes across the State of Illinois and, hopefully, causing some reduction working in concert with the local taxing bodies. To keep in mind, the local taxing bodies set the tax levies, the state does not. But the state can play a partnership with that in setting the playing field, deciding when voters get to go to referendum, various other things. PTELL is the Property Tax Extension Limitation Law that determines when we require a taxing district to in fact go to referendum due to an increase. It is a benign law on its surface, but what we've discovered in looking at this over the years is that it has an unintended consequence. Many taxing districts take the max allowed by PTELL so that in future years they can use that as a base to recalculate what their maximum levy could be. So, this is a very complex law, but that's the gist of it. I'm trying to remove the incentive to always take the max to protect future increases. So, how do we do that? The proposal in… this is a universally liked proposal, is that if you do not take the max levy allowed by PTELL in any given period, in future years you can calculate the formula as if you did. That is the concept. The specifics are, this will occur… you can look back three years in order to determine the areas where, if you had taken the max, you can use that as a base to calculate the future. We have focused this on where more than 85 percent of the taxes are in the state, and that is on school districts, park districts, library districts, and community college districts to affect the most property taxes that affects individuals. We have done another thing. We thought about, okay, we're trying to solve an unintended consequence. Did we just cause more unintended consequences? Well, one unintended consequence we have in the Bill that we're going to avoid, we don't want to send substantial flexibility in terms of our tax dollars through school funding to school districts that are suffering bad fiscal health and have them turn around and not tax. So, if they are in the watch list or close to watch list in the school funding formula, then they don't get to take this flexibility because we expect their increase school funding from the state to go to education, not to affect their tax calculation. But the bulk of school districts do get this flexibility. The other thing we did is we want to avoid the unintended consequence of sticker shock. In a year where you're recapturing the tax rate of previous years, you can only cause your tax levy to go up a max five percent. And then if you need to… another year to recapture the rest, you can take up to another five percent the following year, and then on. So, you always get to go back to the rate that you would've had. But the thing to recall about this is, this is about lowering taxes. The taxpayer that pays lower taxes because the local bodies choose to lower their taxes, that savings is always there. What this is about is changing the future rates. It does not recapture or claw back any of the taxes not previously paid. So, that's the proposal. I think it's a good start. I do think it's low-hanging fruit, and I hope that you support this."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House. House Bill 4500 is an initiative of the Secretary of State's Office regarding its Department of Business Services. This is a very important department. Its critical duties include incorporating corporations and organizing limited liability companies and partnerships and being the filing office for annual and other reports that need to be filed to keep businesses in good standing in our state. House Bill 4500 amends the Business Organization Act to make consistent and to clarify certain provisions with the intent of streamlining and facilitating business transaction operations within the department. These changes are technical in nature. We did discuss in committee a provision regarding interrogatories. House Bill 4500 harmonizes the interrogatory language throughout our Business Organization Act and makes it consistent with existing language in the Business Corporation Act, the Not For Profit Act of 1986, and the LLC Act of 1994. The Floor Amendment reduces the amount of time a registered business agent can serve and operate after dissolution from five years to three years. Again, this is at the request of a couple committee Members on the other side of the aisle. I don’t believe the Bill ever actually had opposition, but there was discussion.
