Want to seek out a plan to ensure that we're doing the best with the resources and tools we have to increase awareness and access to cancer education, screening, treatment, long-term survivorship, decreased death, and elimination of disparities in cancer outcomes are great. The Department of Public Health will be working with the Illinois Cancer Partnership and outlining of various recommendations. Again, fighting the good fight. We know that cancer is tough. Cancer is still around, but we know that we will continue to fight cancer and we will win the battle. I, myself, am a cancer survivor. "You know, there's an opportunity for us to come together as a Body, and it's pretty rare we're able to unite fully against a common cause. It's disproportionally hurting middle-income and lower-income people. Last time I checked, lower-income people aren't the ones with Teslas. I introduced a Bill, I know there's a similar one introduced in the Senate, House Bill 5723. What it would do is, we charge a sales tax percentage on gasoline, and as the price goes up on gas, the state actually is incurring a windfall that is unexpected. This simply caps the sales tax we get on gas at the level that it was January 1. And this could mean 10 to 20 cents a gallon for consumers. Like I said, this is disproportionately hurting the poor. And I would urge anybody to jump on as a cosponsor to House Bill 5723. We have to do something. We have to do something now. People back home are hurting. Thank you."

And I was wondering why we really needed this Bill because I was told the department had put rules into place that would make certain what happened at the beginning of COVID, which was two years ago, never happened again. And that problem is the continuing emergency declaration of our Governor in which he can invalidate statutes, look over rules, and impose his will upon the people of the State of Illinois. March 13, 2020, which was just two days ago in two years, was the start of this pandemic. Schools were closed. And the order at the time was schools would be closed through March 30. On March 15, all bars and restaurants were closed through March 30. It's now 2 full years later, 27 emergency declarations. Where's the emergency, folks? Where is the emergency? We are going about our lives. We are going about our businesses again, as we should. The actual emergency that one person needed to control, where the Legislature didn't meet to do their work, ended a long time ago. Normally, 'cause I've spoken about this before, I would sit back and say we should be ashamed of ourselves. But I'm not going to this time because I have stepped up to try and change this, my caucus, the people on my side of the aisle have. There's only one group refusing to change the current situation, which somehow allows an emergency to go on for two years. And that's the Supermajority, the Democrats, the party in power. You're dictating it. I've had a rule, it's been hung up… a Bill. It's been hung up in Rules and then Executive Committee for a couple years now. The Governor should be ashamed of himself for continuing to make emergency declarations. I hate to say it, but all of those who haven't joined on this Bill should be ashamed of yourself. Better yet, Article II, Section 1 of the Illinois Constitution, our own Constitution, says, 'The legislative, executive, and judicial branches are separate. No branch shall exercise the powers belonging to the other.' What are we doing? Why are we letting this go on? Why won't you join me? What is it going to take? Shouldn't we be concerned about protecting our form of… our system of government as we go into an election? Shouldn't we be concerned that we have a Legislature that should be able to speak on all issues? There's time to change this. I know there's time. Although committees have had their deadlines and Third Readings had their deadlines, I know how things work. I've watched it far too long. This can get out and get done if you want. "I have the honor of presenting today's women's history moment for the House chamber. In honor of today's history moment, I want to recognize that today, March 15, is Equal Pay Day. Today is an important… it's important to reflect on how far we've come in lessening the pay gap but also to talk about how much more work we still need to do. Back in 2019, with a Bill that I sponsored here in the House and that Governor Pritzker signed, our state took a great step forward for equal pay, making it illegal for an employer to require an applicant's pay history as part of the hiring process or in determining a wage offer. And just today, President Biden's administration announced a similar measure that would prevent federal agencies from using prior wage information in the hiring process. Here in Illinois, we are ahead of the curve, setting the standard for other states and the Federal Government, but more needs to be done. Women have been fighting an uphill battle for equality in the workplace since our nation's inception. And this has been an even greater struggle for black, Latina, indigenous, and trans women, with the pay disparities even greater and opportunities even fewer. And this pay gap persists across industries and occupations, even in occupations where women make up the majority of the workforce. As we look to the future, let us consider how we will once and for all achieve full equality. The pandemic has laid bare the inequities on our system, with women suffering 60 percent of pandemic- related job losses due to disproportionate representation and hard-hit industries and the loss of child care and the need to leave the workforce to stay home and take care of their families. As we repair our economy, let's strengthen our resolve in removing the systemic causes of pay inequity. "Thank you. I also rise today in honor of Women's History Month. Three years ago, I rose on this floor to talk about Women's History Month, and I highlighted the first spacewalk that was all women. And today I rise to recognize another leader in space, a woman from Illinois, Janice Voss. She attended elementary school in Rockford and in 1975 got her engineering degree from Purdue. Voss earned her doctorate in aeronautics and astronautics from Massachusetts Institute of Technology in 1987. Voss then became an astronaut in 1991 and flew her first mission in 1993. She was a crew trainer in the late 70s and helped develop the Mars Observer in the early 90s. She was assigned as a mission specialist and she orbited the earth 779 times between 1993 and 2000. This makes her the leading woman to have five flights into space. She retired from space flight and remained active with NASA, serving as the Science Director for the Kepler Space Observatory which… while searching for other solar systems for planets similar to earth. Her work with Kepler was especially noteworthy as it coincided with a period of time at NASA where space flights were grounded after the crash of the Shuttle Columbia in 2003. She kept the process of exploration and discovery going during a time of terrible tragedy at NASA. This is a quote about her. 'Her boundless enthusiasm for getting as much research done was contagious and especially welcome in the challenging time after Columbia. Her experiences from flying science missions as an astronaut were invaluable and optimizing our on-board research.' Janice passed in 2012, and in all she flew five shuttle missions, making her the record holder for an American woman in space. NASA has calculated that she flew 18.8 million miles in space, which is more than half the distance from here to Mars at Mars' closest point. It's a long way from her starting point in here in Illinois and what a great, great example for all of the young women looking to go into science careers today."

"Mr. Speaker, today I rise to honor the Glenbard West boys basketball team. This remarkable group of young men won state over the weekend, the first ever in our school's history. They went 37-1 and that 1 was a buzzer beater to a school out in California. These young men have exemplified what team work really looks like. While there are many superstars on that team who are going off to play college, they played together like a team. And in honor of those young men, I'd like to… that are Caden Pierce, Kent Buchholz, Logan Brown, Andrew Dauksas, Luuk Dusek, Michael Glover, Declan Scheck, Louie Amabile, Paxton Warden, Jack Cardwell, Benji Zander, Geo Esmalla, Bobby Durkin, Braden Huff, Jack Oberhofer, Luke Gadomski, Graham Pierce, Ryan Renfro, Joe Enright, and Owen Reifel.
