Members and guests are asked to refrain from starting their laptops, turn off the cell phones, and rise for the invocation and the Pledge of Allegiance. Mr. Padget."
"Let us pray. Dear heavenly Father, we thank you for the opportunity to meet together today. As we start our work in the Capitol, please surround us with your love. Lord, allow us to see your beauty, feel your love, know your wisdom, and experience your power. May we find the comfort we desire in you and the strength we need in your name. Surround us with your presence and be with us in every hour of the day. May your love be the passion in our hearts, your joy be the strength when times are hard, and your presence be the peace that overflows in our lives. These things we pray, Amen."

"Ladies and Gentlemen of the House, I wanted to just make you aware that our very good friend, Leader Tom Bennett, is on the road to recovery. He had a very tough car accident a couple days ago. I spoke with his wife, Kathy, yesterday. I think Leader Batinick spoke with her earlier today. He's up and moving around now. Has some vision issues to correct, so… but on the right road. I just want to give a big shout-out to our good friend. Tom, we love you. Can't wait till you get better and look forward to seeing you, my friend."

Today, the Illinois State Capitol is honored to host the Darshana exhibits. Until 5 p.m. today, I would urge all Members to visit the rotunda to learn about 24 different topics, including yoga, mathematics, architecture, arts, and sciences. And everybody, please give a very warm welcome to the HHS (sic-HSS) representatives joining us today. Thank you."

"Welcome back, Charlie. Representative Barbara Hernandez seeks recognition." Hernandez, B.: "Thank you. Point of personal privilege."
"Please state your point." Hernandez, B.: "I don’t know where to begin. I do want to say thank you. I have a long list of thank-yous. I want to thank, 10200103.docx 4 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day 11/15/2022 of course, all of you for helping me during that hard time. As many of you are aware, March 1, I was perfectly normal, working my Bills, and all of a sudden, I suffered a minor stroke. I didn't know I needed brain surgery until March 3… or March 2, and then March 3, that's when it happened. The surgery was long. It was for 10 hours. But I do appreciate everything you have done. Both sides. Both sides. Thank you for helping my family. Thank you for making sure that they were at home during this difficult time. Thank you for asking for me. Thank you for the text messages, the emails, the flowers, the food that you were able to offer my family as well. The support, even after the recovery. I was at home for two months and not being able to do anything, not being able to come back for Session. I practiced this speech, honestly, on March 1 because I was like… I had this idea that I was going to come back the next week. I thought it was going to be that quick and simple. And then I realized it wasn’t, and that was very hard for me. I do want to thank, also, staff for the homemade breads, for visiting me at the hospital, for even driving me to the hospital. Thank you to the Speaker for making that happen. I did not know what a… what was going on. I know Tiffany asked me, do you want a wheelchair? I was like, no, I want to walk out here. Hopefully, nobody noticed, and I don’t think a lot of people noticed during that timeframe. But I grabbed my stuff, walked down the aisle, and the next thing I see is the hospital. So, it was very difficult, of course. I am a workaholic, so I was still working in my hospital bed. That was what kept me motivated, kept me going. I do want to also thank the… the Governor, the Lieutenant 10200103.docx 5 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day 11/15/2022 Governor, and the Comptroller for offering their space, offering food for my family during this hard time, for calling me. It was a surprise. Part of me was still thinking politically, like, mom, I made it. The Governor called me. And it was one of those moments that I… it was really hard. I… my parents did not know exactly what was going on until it had to… we had to tell them. And they drove down. I do want to thank my colleagues, of course, of all of you for being there. But as well, I have two colleagues that came to the hospital with me and they were there for… every single day. Representative Avelar, thank you for being there since the beginning. You were the one that came to the breakroom, and I told you, 'Like, hey. I don’t feel okay. I need some help.' And after that, she stayed with me, even in the deadline week was still happening. Senator Villa, she was back at home in West Chicago and she drove down to come and help me as well. Thank you to my Latino Caucus family for helping me, making sure my Bills stayed alive. Edgar did a great job. I heard he got some push back from my Bills. I understand we don’t agree on all, but I would hope that everybody was respectful to him because that was my Bills. He was just doing me a favor. I did not want those Bills to die. So, thank you. I do have special guests with me today, and it means the world that they're here. They're very busy individuals. I have the doctors here with me who performed surgery on my brain, if they can stand up. I have Dr. Dayoub, Dr. Kierbs with me. They performed surgery. Their staff, as well, were able to take care of me. And I'm still in recovery, but I'm here. Trust me, a few months ago I couldn’t stand up, I couldn’t 10200103.docx 6 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day 11/15/2022 feed myself, I couldn’t do certain things. So, to be here with all of you, it's a great pleasure. We might not get along in some aspects on certain Bills, but I saw a different side of everybody. And I do appreciate the humanity that you guys brought. I felt loved during that time. I was not aware… I know the doctors were not aware of my situation either, that I was a State Rep. until we had to tell them towards the end. They were surprised, and they are appreciative we didn’t tell them during surgery. But it's… it's a great pleasure to be back, and I'm ready to work, ready to do more roll calls. A little… maybe not running around as much, but I'm just grateful, once again, for all of your love and support. And I also want to thank the media. Most media respected my privacy, and I appreciated that. Some bloggers, journalists, I know they are the first ones to put it on… on a few Web sites, but they did… decided to give me my privacy when I needed it. And when I was ready, I was going to tell the story. And I thank them for that. I know it's not easy. They want to make sure they share all the scandals that is going on. But I do appreciate. And I heard that some of you were able to help during that time, so I also want to appreciate that. From a family and from me, once again, thank you. I look forward to working with you. I do want to come by and say hi to a few people that I haven’t seen in a while. And I'm happy to be back. Thank you, doctors, as well."

In fact, nestled in amongst the brilliant medical team of Representative Hernandez is a special intern who's been helping me, Daveeion Calcote. Please stand up, Daveeion. In addition to Representative elect Hoan Huynh, who will be the first Vietnamese American Member, we also have here with us Representative-elect Kevin Olickal, who will be the first South Asian male Member, Abdelnasser Rashid, who will be the first Arab American Member. Not with us today but who will be coming to join our General Assembly family, we have Sharon Chung, who will be the first Korean American Member, and Nabeela Syed, who will be the youngest Member as well as the first South Asian Muslim Member. "I'm here to introduce the next Representative for the 108th. No, I'm kidding. Ever since… ever since we adjourned, this little guy has asked, 'When do I get to go back to mommy's Capitol?' So, I picked him up early today from day care, and he wanted to say hello. Marshall DeGroot."
"Hi."
"Representative Meier."
"I would… I'm not going to be near as elegant as Representative Hernandez was. But to the whole General Assembly, I want to say thank you. I want to apologize for the Zoom in meetings when I got my feet higher than my head trying to balance an iPad in one hand and an iPad on the other hand and keeping the feet higher. So, I know those were not good pictures, they were not easily done. Four months to escape the basement. But I am back. I'm back to do the… the work for the residents of my district. I'm back to work with everybody. I hope we can get a lot done. My… my volleyball career is now officially done and any other sports. But I'm back to do the… the work of the people, for the people. And it sure feels good to be back in Springfield, which some days I really never wanted to say that, but I'll say that today. And then also, we have future Rep. Kevin Schmidt standing up here in the gallery to the right of us. And I'd like you to welcome him also. Thank you." 10200103.docx 9 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day 11/15/2022

"Charlie, it's always good to be back in Springfield. Come on now, you know that. So, it's glad to have you and Representative Hernandez back. You know, on September 1… and I'm sorry, Wayne. I'm wearing a hat on the floor. On September 1, Representative Keicher and I had a little bet on the EIU Panther-NIU Husky football game. And the lowly little lower division Panthers almost beat the mighty Huskies, only losing by a touchdown. But I told Representative Keicher that I'd wear a Husky hat on the floor and take him to dinner at Fatty's in DeKalb, which will be coming up. So, by the way, Jeff, EIU did outscore NIU in the second half. So, a moral victory. So, congratulations. It was a great way for the two of us to highlight our regional universities in Illinois and a great… great work that they do. The second thing I'd like to say and a point of personal privilege to my legislative assistant, Courtney Ausmus. It's Courtney's last day for me. She's going to work for the Senate. I don’t know why anyone would want to go to work for the Senate. But Courtney will go work for the Senate. She's been a great member of my staff for several years now and has kept me on track. So, Courtney, thank you for all the work that you've done and best of luck at your job in the Senate."
"Representative Ann Williams." Williams, A.: "Thank you, Mr. Speaker. I just wanted to acknowledge that today is the birthday of a couple of our colleagues.
