They'll… they're honoring the Family of the Year, and I'm proud to say that they are in my district. Many of you may know that Illinois ranks number four in the country for hogs. We have 5.2 million hogs in the State of Illinois. The DeDecker family has had a long generation of hog farming in the last 75 years in Cambridge, Illinois. Mark, who's the father of the family, has been into agriculture for a long time. At a young age, he received first place in Illinois and fourth place in the nation for livestock judging. President Reagan was born February 6, 1911, just yesterday, 112 years ago yesterday, in Tampico, Illinois. The son of Jack and Nelle. In Reagan's early life, they settled in Dixon, the place where Reagan would recount his time there as the happiest times of his life. Upon graduating in 1932 with a bachelor's degree in economics and sociology, he decided to enter radio broadcasting. Reagan covered the Chicago Cubs, a job that would eventually lead to his acting career debut. Reagan led a very successful acting career, earning roles in over 50 films. In service to our country, Reagan was also commissioned as a cavalry officer in World War II. After completing his military service and winding down his acting career, Reagan continued a career in television until running for Governor of California in 1966. The public reacted well to Reagan's personality, in particular to his apparent genuineness and self-depreciating sense of humor. When asked by a reporter how he would perform in office, Reagan replied, 'I don't know. I've never played a Governor.' Reagan won the election nearly… by nearly 1 million votes. During his two terms of Governor from '67 through '75, Reagan erased a substantial budget deficit and put major forward reforms in the welfare system. Reagan first ran for President in 1968, finishing third. Nixon's resignation in '74 put Vice President Gerald Ford in the Oval Office. Unwilling to wait another 8 years, Reagan challenged Ford with a blistering critique of his policies and appointments but lost the nomination by 60 votes. But then came the election of 1980. On Election Day, Reagan would defeat Carter, becoming the 40th President of the United States. In his Presidency, Reagan accomplished many things. I believe we are a government like that today that matches that description. We can learn a lot from Reagan's leadership. Of course, all of us know that these diseases and infections impact people across Illinois, all across our country, all across the world. And as we celebrate Black History Month, as we honor Black History Month, I rise in particular to highlight the disparities amongst African Americans and to highlight that HIV/AIDS continues, continues to disproportionately impact African Americans. And we certainly want to use the month of February to celebrate our contributions, our achievements, and of course our culture. We all should know that… and can't get this stat out of my head… but blacks make up 14.2 percent of Illinois' population, but 48.8 percent, 48.8 percent, of existing diagnosis of AIDS in 52.1 percent, Ladies and Gentlemen, 52.1 percent of new HIV diagnosis. And just another interesting fact, Representative Ford and I have been talking about this all morning, and you've certainly heard this from me before, but these numbers and stats mirror our black prison population in Illinois. Fourteen percent of our population are African Americans, but fifty percent of the population in the Illinois Department of Corrections. In many ways, I think the challenge with HIV and AIDS exemplify and really are symbolic of the challenges that black communities across Illinois have with every social determinant of health, every social determinant of health, economic, education, public health, criminal justice. Our last big push from the General Assembly was in 2005… or maybe 2006 rather, with the African-American HIV/AIDS Response Act. And then in 2021, with the help and sponsorship of several Black Caucus Members, we were able to get funding dedicated to this initiative. But we need to do a lot more. We need to have more committed resources to address this ongoing challenge. Today, in the gallery just above me, by my left shoulder here, we have with us many of the leaders that are on the front lines addressing HIV/AIDS in the black community. They all represent black-led community-based organizations from across the state that specialize and prioritize HIV/AIDS programming and services. "Thank you. Many of us drive in the City of Chicago and we remember, as I grew up, driving down Congress Parkway. That is now called Ida B. Wells Drive in Chicago. And many people may have driven on this street and never knew who Ida B. Wells is. Mr. Speaker, if we can have attention in the gallery. Society thought it had her destiny predetermined. 'A light surely to be cast aside, voiceless and forgotten,' said Toni Preckwinkle on the day that they designated the street Congress Parkway for Ida B. Wells-Barnett. Ida B. Wells- Barnett is a woman who was ahead of her times. Ida B. Wells- Barnett was prominent journalist, activist, and researcher in the late 19th and early 20th centuries. In her lifetime, she battled sexism, racism, and violence. As a skilled writer, Wells-Barnett also used her skills as a journalist to shed light on the conditions of African Americans throughout the south. Ida B. Wells was born in Holly Springs, Mississippi on July 16, 1862. She was born into slavery towards the end, just before the Civil War. Once the war ended, Wells-Barnett's parents became politically active in the reconstruction era of politics. Her parents instilled into her the importance of education. Wells-Barnett enrolled at Rust College but was expelled when she started to dispute with the university's president. In 1884, Wells-Barnett filed a lawsuit against a train company in Memphis for unfair treatment of African 10300005.docx 8 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 5th Legislative Day 2/7/2023 American riders. She had been thrown off the train in first class, although she had a first-class ticket. Although she won the case on local levels, the ruling was eventually overturned in federal court. After which, Ida B. Wells began to use her journalistic skills around the issue of lynching as she witnessed a friend who was lynched. Wells-Barnett turned her attention to the white mob violence. She became skeptical about the reasons that were given for the lynching of black men and set out to investigate several of the cases. She published her findings in a pamphlet and wrote several columns in local newspapers. Her exposé about the 1892 lynchings enraged locals, who burned her press and drove her from Memphis, Tennessee. After a few months, the threats became so fierce that she moved to Chicago, Illinois. In 1893, Wells-Barnett joined other African American leaders in calling for the boycott of the World's Columbian Exposition. The boycotters accused the exposition committee of lacking… looking out for African Americans in a negative way and portraying the black community negatively. In 1895, Wells- Barnett married famed African American lawyer Ferdinand Barnett. Together, the couple had four children, and throughout her career, Wells-Barnett balanced motherhood and activism. She never stopped writing. Wells-Barnett traveled internationally, shedding light on lynching to foreign audiences. Abroad, she openly confronted white women in the suffrage movement who ignored the issue of lynching. Because of her stance, she was often ridiculed and ostracized by women's suffrage organizations in the United States. She was a founder of the National Association of Colored Women's Club, which was created to address issues dealing with civil rights and women's suffrage. And I close with, again, the words of our president of Cook County, President Preckwinkle. She said, 'Society thought it had destined… it had predetermined her destination. A life surely to be cast aside and voiceless, her name forgotten.' We didn't forget her. Thank you."
