Seventy-five years ago, the Jewish people returned to their homeland after two thousand years of exile and in the aftermath of the Holocaust. Jews from around the world reunited to establish the State of Israel in the land of their ancestors. My wife, Ayelet, is the descendent of Holocaust… Holocaust survivors from Europe. All four of her grandparents survived the inferno of genocide that stole the lives of 6 million Jews. After centuries in the Arab world, my grandparents left their Jewish communities in Yemen, Iraq, and Egypt to form a part in the nation-state they always longed for. The story of my family is the story of Israel. Israel is a vibrant democracy with a diverse society. Its Jewish population alone is made up of Jews from Europe, from the Middle East, from Ethiopia, to name just a few. Israel is also home to Muslim and Christian Arabs, the Druze community, and Bedouins, who are integral part of our country. We see the Arab community, about 20 percent of our population, represented in leadership positions in both public and private sector. They serve as Supreme Court Justices, government officials, CEOs of high-tech companies, and as fellow diplomats. Israel is dedicated to building equity across its institutions. Last year, the Israeli government committed $10 billion to our Arab community in affordable housing, access to higher education, and universal health care. Tikkun Olam, the Hebrew word… the Hebrew phrase for 'healing the world', is a common refrain in Israel and Jewish congregations around the world. Israel was also the first country to establish a field hospital in Ukraine to support civilian refugees fleeing from Russian aggressions. We also see Tikkun Olam proactively applied with our partners in Africa. Our priority on the continent is to partner in both civil society and physical infrastructure. As one of the most arid countries in the world, Israel has developed innovative water technologies that now also give millions of people across the African continent access to clean water. Internally, Israel spends the highest percentage of its budget on research and development than any other country in the world. Couple that with Israeli grit, this has given us the global reputation for being 'The Start Up Nation'. "Mr. Speaker, if we could have some order as we honor the life and celebrate the birthday of our nation's first President, George Washington. Thank you. Ladies and Gentlemen of the House, George Washington was born February 22, 1732, 291 years ago today in the colony of Virginia. Washington finished his education in his early teens and showed an aptitude for mathematics. He became very successful surveyor, and his surveying expeditions took him into the Virginia wilderness and earned him enough money to acquire his own land. In 1752, after the death of his brother Lawrence, Washington inherited his estate, Mount Vernon, which is on the Potomac River near Alexandria, Virginia, a place now toured and loved by people all across the world. In December 1752, Washington, who had no previous military experience, was made commander of the Virginia Militia. By 1759, Washington had resigned his commission, returned to Mount Vernon, and was elected to the Virginia House of Burgesses, where he served until 1774. By the late 1760s, Washington had experienced firsthand the effects of raising taxes imposed on American colonists by the British and had come to believe that it was in the best interests of the colonists to declare independence from England. Washington served as a delegate to the First Continental Congress in 1774 in Philadelphia. By the time the Second Continental Congress convened a year later, the American Revolution had begun in earnest and Washington was named Commander in Chief of the Continental Army. Over the course of the grueling eight-year war, the colonial forces won battles… won few battles, but consistently held their own against the British. This Resolution designates the fourth Wednesday in February as Hypertrophic Cardiomyopathy Awareness Day. HCM is a chronic disease involving thickening of the heart muscle, which can cause stroke, heart failure, and sudden cardiac death. In the most common form of genetic heart disease in… 85 percent of people with this disease go undiagnosed until a severe health issue arises. HCM is more prevalent in the black and brown communities. Black and brown patients can easily be diagnosed at a younger age if screened. Screening helps better understand their risk profile and seek potential lifesaving treatment. HCM is also seen in young athletes who face increased risk associated with HCM, as it is the most common cause of cardiac death in young people and competitive athletes. We have… I'm proud to recognize Itedal Shalabi and Nareman Taha, the fearless Palestinian duo who, recognizing the unmet need for support services in the Arab American community, rolled up their sleeves and started Arab American Family Services to serve the fastest growing Arab American population in the Southwest Suburbs. With a staff of two, and a great deal of dedication and commitment, they opened their doors in 2001 and began providing culturally and linguistically responsive services to Arab Americans. They provide comprehensive case management, domestic violence and sexual assault services, behavioral health services, senior services, parent mentor programing, immigration legal services, housing and rental assistance, utility assistance, and health education prevention and navigation. As one of Illinois' welcoming centers, language is never a barrier for a family to get the help they need to stabilize during a crisis and create a plan for a sustainable future. They distribute hundreds of backpacks during back-to-school celebrations, hundreds of toys and coats during Christmas, and thousands of food baskets and clothes during Ramadan. When the COVID-19 pandemic struck, they sprang into action, providing critical assistance and partnering with health providers to vaccinate the community. But they didn't stop there. Seeing that there was no data collection on COVID-19 incidents, death rates, or vaccination rates for Middle Eastern and North African individuals, Arab American Family Services worked with the Department of Public Health to begin tracking rates for this ethnic category. "I think we all know that there's a lot of problems over at the Department of Children and Family Services, and I'd like to focus on one of them today. The Family First Prevention Services Act was passed back several years ago, and Illinois' application to participate in that plan was also approved several years ago. What the Family First program does is, it allocates federal funds under Title IV-E of Social Security Act to provide services to families who are in need of things that might ultimately help… might ultimately result in the family devolving into a situation where we end up with abuse and neglect of children. The Act was never meant for it to be done or administered by an agency that already has those kids in its care. The way the Act was written, a state could apply for it, for the services, under… under a variety of… of agencies, depending on the service that was going to be given. For instance, I just heard a story this morning about a gentleman who couldn’t get a hot water heater 'cause he couldn't afford it. Somebody called DCFS. His kids ended up in care, all for the want of a water heater. That's not the intent of this law. And I also found out today that even though Illinois' plan has been approved for several years… and it's completely administered by DCFS, which means that 10300012.docx 15 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 12th Legislative Day 2/22/2023 nobody qualifies for Family First programs unless they have a case in DCFS. Somebody has shown up at the door and started an investigation. But come to find out, that wasn't the way it was supposed to be done. It was supposed to be a broad range of agencies that didn't necessarily result in children being put in care before families could get this sort of thing. And then I also found out today that the Illinois Department of Children and Family Services has not yet published its application for us to see. They got it approved, but we can't see it. It's long past time for the department to get back to its core function of… of helping kids in care, not engage in mission creep, acting upon its own initiative to take on responsibilities that it's not its own. I'm calling upon the department today to release the application it made to the Federal Government for the administration of Families First. It's long past time for us, in this room, to look at that application and see if there's a better way for these services to be provided without a hotline call to the Department of Children and Family Services. This plan was meant for them to be kept out of DCFS' clutches, not within. So, I'm asking the… the Members of this Body, please put the pressure on DCFS. Let's see that application. Let's see how they did. Let's see they did to make this entirely within their own control. It's wrong. And these services are not being provided, except when there's a case that is front… in front of them. That's not the way this is meant to be. These services were meant to be provided before we got to the point of them having be… to be within DCFS care. "Thank you. This week is National Grain Safety Week. Now, to a lot of people in here in the chamber that doesn't mean much because it's just about farmers. But farming is a very dangerous occupation, and this is to draw attention, to help families never have to live through what we had to experience right there in my neighborhood with one of my classmate's sons. Nick was 26 years old, had been to the pumpkin patch to get his son a pumpkin that was only about 5 months old. Came home that day and started loading grain. During that time, the bin quit flowing, and they thought they had every precaution in place so that Nick could safely get into that bin. Within 5 seconds, Nick was under the grain, and at 26 years old, Nick was dead. These… these are the problems that farmers face every day. This family lost a father, a son. I lost a friend. This shouldn't happen anymore. So, in honor of Grain Awareness… Safety Awareness Week, everybody think about that. And if you see your fire departments and different emergency management groups asking for money for grain tubes and other things to help prevent this and for training, please back them up so this doesn't happen again. Because it happens in Illinois every year, and it happens in America. "So, last week, Representative Jacobs and I, we had the privilege of having a Agreed Resolution passed here on the House floor, and also a certificate that I had the honor of presenting this last Sunday at the Our Savior Lutheran Church in Carbondale. It was their 40th annual Southern Illinois Chapter of the American Guild of Organists Great Lakes Region. And what was kind of special about that day was also the Clerk of the House, Mr. John Hollman, was one of the musicians that performed that afternoon. And so, I wanted to recognize the Guild of the Organists in the State of Illinois, and also John and the talent that he has. Many of you may not know, we actually have a couple of people that play this instrument. Representative Maurice West, and also John Hollman. So, again, John, I want to recognize what's gone on in Southern Illinois for this Guild for the last 40 years and recognize your talents and abilities. Everyone sees you as this quiet person. They don't realize you can make some serious noise with that instrument. So, thank you very much for the opportunity to share this, and congratulations on 40 years of the organization. Thank you."

"Thank you. I would like to bring to the chamber our black history moment for February. I will be speaking on Billie Holiday. She was born Elenora Fagan Gough, April 7, 1915 in Philadelphia, Pennsylvania. Having grown up in the jazz-soaked atmosphere of Baltimore during the 1920s, Billie Holiday first rose to prominence in the 1930s. Holiday was spotted by producer at the age of 18 and released her first record as part of a studio group that was led by clarinetist Benny Goodman. Holiday's career exploded exponentially from 1935 to 1941, when she recorded consecutive hits with pianist Teddy Wilson. In 1936, she began to collaborate… collaborate with tenor sax player Lester Young. Holiday joined the Count Basie Orchestra in 1937. In 1938, she became the first black woman to work with an all-white band, when she fronted for the Artie Shaw's band. It was during this historic run in the 1930s when Billie Holiday began to perform Strange Fruit, a song that had a significant and lasting impact with regards to the civil rights movement. Billie Holiday had a stellar run in the 1950s, singing with Norman Granz's Clef/Verve label for five years and then signing Columbia Records in 1958. It was with Columbia Records where she created her acclaimed album Lady in Satin. Her final studio recordings were made with MGM in 1959 and released posthumously. Billie Holiday passed away at the age of 44, leaving behind a legacy that would last for generations. Despite her lack of any technical training, Billie became a staple of the jazz world and set a new standard with her uncanny phrasing and ability. Holiday is also credited with writing an autobiography, as well as staring in a Hollywood film with her musical hero, Louis Armstrong. Thank you."

I would be remiss if I didn't mention that Billie Holiday, though she was very instrumental during a time in our history where a lot of things that were happening with the lynching of black men, she really… that song Strange Fruit really told the story of what was going on in the South. And that is why she played a very vital role back in the civil rights movement. So, I just wanted to make sure I mentioned that because a lot of people probably don't know what that song was about. But it was really good to tell the story of what was happening in the South that people were putting a blind eye to. And so, that's it. Thank you."

REFERENDUM ON STATUTES (a) The referendum is the power of the electors to approve or reject statutes or parts of statutes, except urgency statutes, statutes calling elections, and statutes providing for tax levies or appropriations for usual current expenses of the State. RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Section 9 of Article IV and Section 1 of Article IX of the Illinois Constitution as follows: ARTICLE IV THE LEGISLATURE SECTION 9. VETO PROCEDURE (a) Every bill passed by the General Assembly shall be presented to the Governor within 30 calendar days after its passage. The foregoing requirement shall be judicially enforceable. If the Governor approves the bill, he shall sign it and it shall become law. (b) If the Governor does not approve the bill, he shall veto it by returning it with his objections to the house in which it originated. Any bill not so returned by the Governor within 60 calendar days after it is presented to him shall become law. If within 15 calendar days after such entry that house by a record vote of three-fifths of the members elected passes the bill, it shall be delivered immediately to the second house. If within 15 calendar days after such delivery the second house by a record vote of three-fifths of the members elected passes the bill, it shall become law. (b) The General Assembly shall pass a balanced budget that is based on funds estimated to be available by the Commission on Government Forecasting and Accountability, or its successor agency, and that makes appropriations for all expenditures of public funds by the State.
