Members of the committee, for Women's History Month, I am just honored and pleased to recognize somebody that I call a dear friend, a woman who I look up to, a woman who I can call anytime, and especially when she's on her farm dealing with livestock, things those in the agriculture and farming business might know that I, as a city person, don’t really have much knowledge of. And she's a upstanding individual for the State of Illinois. So, for today I'm going to highlight the Senior Enlisted Leader of the Illinois National Guard. Command Sergeant Major Dena Ballowe was selected as the Senior Enlisted Leader of the Illinois National Guard July 1, 2019. As the State Command Sergeant Major, Sergeant Major Ballowe serves as a senior enlisted advisor to the Adjutant General, and you've met him, Major Neely. And she also advises on training, management and well- being of the Illinois National Guard's 13 thousand Soldiers and Airmen. So, Command Sergeant Major Ballowe enlisted in the Army in 1991 as a Material Control and Accounting Specialist. Command Sergeant Major Ballowe has held multiple leadership positions throughout her career. She has been the Command Sergeant Major since 2016, when she was selected to be the Command Sergeant Major for the 232nd Command Service Support Battalion. She was most recently selected as the Command Sergeant Major, 6th Battalion, 54th Security Forces Assistance Brigade, at Rock Island Arsenal, in Rock Island, Illinois. She has so many awards and decorations that include the Bronze Star Medal, the Meritorious Service Medal, the Army Commendation Medal with 3 Oak Leaf Clusters, the Army Achievement Medal with 2 Oak Leaf Clusters, the Army Good Conduct Medal, Army Reserve Component Achievement Medal (1 Silver Oak Leaf Cluster), National Defense Service Medal, Humanitarian Service Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal as well. So, Command Sergeant Major Ballowe also holds a full-time job in addition to her role in the Illinois National Guard. And she… again, I am blessed and honored to call her my friend. She will drop everything to assist anybody in the National Guard. She cares about her Guardsmen so much, and she gives so much for the State of Illinois. She is also Korean as well. So, I'm really excited to be making this speech. As the first married Korean couple to immigrate to the U.S., Lieutenant Cuddy's parents were themselves pioneers before they… before she was born in Los Angeles in 1915. Her father regularly traveled back to Korea to contribute to various freedom movements. Cuddy maintained her dad was a major influence on her life, despite his eventual arrest and imprisonment when she was just 11. And her father encouraged her not to be constrained by the idea of being a traditional lady. As World War II ramped up around the globe, anti-Asian American sentiment and distrust grew in the U.S. Despite that, Cuddy wanted to honor her father's wishes that she serve her country and enlisted in the Navy as a… as a member of the Women Accepted for Volunteer Emergency Service, also known as WAVES. Despite initial rejection due to her race, Cuddy eventually was accepted and climbed to the ranks to become an aerial gunnery instructor to help train new air crews. Cuddy faced regular racism and sexism from her superior officers and pilots she was charged with instructing. However, by the end of the war, she was teaching new pilots air combat tactics, such as dogfighting, as the first female Navy gunnery officer working with the lead codebreakers and Naval Intelligence and acting as the Naval Intelligence Office… Intelligence Office's liaison with the Library of Congress. Following the war, Cuddy joined the NSA before her career culminated when she was Chief of the Soviet Branch in 1959. It ensures that people who receive minor traffic tickets, such as speeding or not stopping at a stop sign, do not have their license suspended for failing to appear in court. A driver's license, as we all know, are vital for employment, and ending this practice of suspending these licenses will ensure the employment and well-being of many residents, particularly in my district. It's disproportionate in my district. I have about over 2 thousand people whose licenses are suspended simply because they failed to appear in court. So, we want to remove that option and allow people to get to work and go about their daily lives. So, this will simply create a task force to look at how we want to make final assessments for teachers at the end of their teacher prep program. So, this addresses a big chunk of that by making sure temporary nurses who began working in Illinois under temporary licenses over the last few years during the COVID pandemic will continue to practice in Illinois to protect those that need their health care services in Illinois. It also addresses a number of issues dealing with pharmacy and the ability to get flu shots, and COVID shots, and vaccines, and treatment. So, this is a negotiated, agreed Bill with support of the Illinois Retail Merchants Association, Hospital Association, Med Society, Nurses Association. It's a step in the right direction. And we realized when we're updating the Military Veterans Assistance Act last year that there was no formal definition of a state charter in our statutes. So, therefore, this Bill, House Bill 925, had 253 proponents in committee and it updates… and all it does is gives a definition to what it is to be a state charter. This is a voluntary process, an organization doesn’t have to go through it. But the state charter system in the legislation is pretty straightforward and simplistic. And it follows normal procedures that nonprofits in compliance have to go through. And therefore, it's not an actual extra burden on a nonprofit who serves veterans, primarily goal is to be with veterans and to support veterans. And through looking at the process, it's very simplistic. This is a voluntary procedure. Organizations do not have to go… go through it if they don’t wish to have state-charter designee. A state-chartered veteran organization would work with the Veterans Assistance Commission in their county if one exists. And I ask for your support."

We identified a regulatory lapse and gap in our… our regulations for what happens if there's a leak to protect consumers, protect them in their air, in their water, and in their soil. "Absolutely. This… when you have leak of natural gas with an underground storage tank, there are a number of state agencies involved. The primary agency is Illinois Department of Natural Resources. So, the Illinois Environmental Protection Agency is involved. The Illinois Department of Natural Resources involved. But the two of them work together. IDNR is the lead agency in the event of a leak. Right now, there's notice, sometimes it goes to the Illinois EPA. But it really allows natural gas companies to regulate and handle themselves and tell us, not tell us, do things, not do things. This came as a result of a leak that happened a number of years ago by Nicor. They actually handled it appropriately, the exact way we would want to. It just wasn’t based in statute. That's really what we're doing here."

And so, what I am trying to do with this Bill is to allow the department to really focus on our youth in care, our young adults, to make sure they have a good transition and that they are successful when they transition out of this system. And that's making sure that they get all of the resources that are available to them. And so, that is what House Bill 1293 will do. And the extension of the effective date will give the department enough time to place this structure in place. And I am open for any questions, but I do urge an 'aye' vote."

"And so, DCFS has been collecting Social Security money and… and other… they've been making some of the parents pay for their children being in DCFS despite the fact that DCFS has never ever did anything for the children in regards to the services, nor have… have they ever dealt with any of the funds that already exists that would have allowed these young people to continue their education. If anything, DCFS put impediments in the foster family's way so the kids couldn't go to school. They didn’t get the medical records. They didn’t have their shots. They didn’t have all the information to get the students registered. So, a lot of students… a lot of these kids just dropped out. But DCFS, who's suppose to be providing the services, never provided, never gave them job training. Very few has gone on to college. So, may I ask you, respectfully, what would DCFS do once they keep these kids in the system longer? How would DCFS… not the… and I just want to be clear…"

In that Bill, it says that DCFS is to put that money aside for kids who either have disabilities, collect their Social Security from their parents, or any type of funds whether they were veterans or not. So, that's already been taken care of the last General Assembly. Number two, the department's job is to make sure that this money is going to the… to the youth in care. The problem that we've seen over the years and since I've been in youth in care is that, unfortunately, the folks who are here advocating, some of them that are advocating have not addressed these issues. But I'm the only one in here who has this lived experience and that is why I'm tackling the barriers that a lot youth in care right now are facing. They are homeless. They are in a life of criminality. So, it's volunteer, and this Bill also keeps it voluntarily as well. Does not mandate them to stay till 23. And then once you agree that, hey, I want the extension, then the department helps you to find housing, but it's under certain conditions. You have to be enrolled in school or you have to have a job, one or the other. I did both. But at the age of 20 I became pregnant, which only left me with about a good 9 months or 10 months before I was getting ready to emancipate into the real world where I was not ready."

Right now, the Federal Government is pushing hard for offshore wind. And this Bill would jump start an offshore wind pilot project in Lake Michigan, bringing thousands of high-quality, well-paying jobs and contracts to Illinois. The development of a port and the supporting facilities could help revitalize the local communities. They get the opportunity to take advantage of this and help Illinois overall. We have a chance to make Illinois and potentially, specifically in my community, one of the future largest producers of offshore wind green energy, to change the history of the southeast side from being home to polluters and dirty manufactures and to make it home to sustainability and green jobs to move forth the Rust Belt to Green Belt. An offshore wind pilot project would also create thousands of jobs, again, in construction. Who knows the number? It could be unlimited into the future. And while the legislation is location- agnostic, Senator Peters and I believe that the best place to build this, again, would be in an area to revitalize our economy. And I want to tell you more about the specifics of the legislation. First, it allows Illinois Department of Commerce and Opportunity, DCEO, to seek federal funding. Again, there's federal funding available that Illinois needs to tap into these dollars. And second, it directs the rest of Illinois Power Agency and the IPA to procure renewable energy credits specifically for offshore wind projects. I think it's crucial that we make this legislation contain provisions to ensure that the jobs generated to the projects go to local communities. There's legislation to make that happen, not just a hope. And in order to win the (unintelligible), potential wind developers will need to submit a rigorous proposal that will be scored in three categories. Price overall, visibility of the applicants, and equity inclusion. The developer's equity plan, which must detail how they would create opportunity, invest in underrepresented communities, is given the most weight when scored. Not only is offshore wind the right thing to do, the Governor has outlined… laid a plan so our 2050 or 2045, or whatever you want to call it, every country and state has a different view. But in order to get to the CEJA plan, we have to take the steps. Solar, wind, carbon sequestration, nuclear, eventually water. It all pays into a play, so we must have a robust win. Development, we don’t have that. Again, this kick starts that. This is the type of opportunity that communities have dreamed about. Again, Illinois can be last or we can be first. This is an opportunity. So, I ask you to vote 'yes', let's seize this opportunity. Let's let Illinois not only join in when it comes to development of clean energy regards to when, but let's lead. And so, when I see all these Sponsors on the Bill who never even had the common decency to come talk to me either about a Bill that relates to my district, I think we need to be really mindful going forward when you have things that are important for your district. This is not something that my district wants. There are… and not to bring political implications into this, but there's an open race right now in the 10th Ward. We don’t even know who the alderman's going to be. The 7th Ward does not want this. The potential site has been talked about, the U.S. field site which has been vacant and desolate for years. The people who are looking to have a collective bargain in it, excuse me… a community benefits agreement over there, there's a million and one different things going on in that area. Everyone is well aware of that. I understand that Robert Peters is on this Bill. I will talk to him, but he's well aware as well that there are many, many issues and many, many community groups who do not want this. They don’t want it at all. Let's look at how CEJA has been thus far. Not a lot of black and brown people benefitted from that. So, we keep hearing about these overarching huge projects or whatever where particularly white male developers… and we know the developer that's pushing this Bill is a white male who wants to come to the Southeast Side of Chicago. Nobody's asking what have you done before with your prior developments. Tell us about the black and brown people there. It's always the same thing, we see it in Revenue Committee and otherwise, where people come tell us what they're going to do once we give them a tax break, once we give them the ability to come build in these communities and stuff like that. House Bill 1519 does two things. Because ISAs base payment amounts are on income, it is difficult to comply with existing laws and regulations written for conventional loans, 10300027.docx 89  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 27th Legislative Day 3/24/2023 even though we have made it every effort to do so. First, it applies to basic elements of existing lending law to ISAs, including disclosure rules, usury limits, PLPAs, servicing protections, and other regulations. Second, the Bill adds new protections that don’t currently exist in lending law. This includes minimum income under which a student has no obligation, limit on fraction of income that can go towards an ISA, and other education obligations. Obligation ends after fixed amount of time regardless of amount paid. Lender acceleration of an ISA against a student is prohibited. New APR limits beyond existing usury limits for loans for those with lower earnings. ISA obligations cease if the student dies and totally… totally and permanent disability triggers discharge. "Sure. So, it's card skimming. It's as if someone has the information to your credit card and they are using it without your consent. Most times when this happens without our regular bank card or debit card, we're able to let our banks know that that wasn’t us making the transaction and we're instantly reimbursed. Because the SNAP card doesn’t have the chip and doesn’t have the technology to track that, we have to figure out a way to stop that type of card skimming here in Illinois by putting that chip in the card. And that's why this has become such a big problem over the past couple of years."

"I am very familiar with that happening. I live in a community where people do that as well. This is only in those cases where it has been proved that their card was used without their consent. There have been multiple CBS 2 investigative news reports on rampant card skimming happening in Chicago at stores that don’t even exist. There are people who are losing their benefits and not being reimbursed for them. And I don’t know if anyone in here's ever been on SNAP, but I have. And the amount of money that you get per month is already not enough to eat off of."

Anyone who's on the precipice of taking the LCSW examine, they have an MSW, a master's in social work, or a doctorate from an accredited social work program, they've done 2 internships, then they've worked for 3 thousand hours under a clinical supervisor, and then they sit for a multiple choice examine. We brought this Bill because we have a raging behavioral health care workforce shortage and people want to get mental health support. But I think we've all heard we just do not have the providers. We consider this Bill urgent, and we also brought this Bill because data came out over the summer showing that the pass/fail rates for people that take this examine are extremely troubling because there's very high racial disparities and troubling age disparities. So, the data revealed what a lot of us already knew. This test is racially biased and not a quality measure of competence. So, with this Bill, the test will remain, but there will be an alternative pathway. Somebody could choose not to take the test or they could take the test and fail and instead pursue an alternative pathway where they could work for another 3 thousand hours in the field, another 3 thousand hours of professional supervised experience, at which point they would become fully licensed as an LCSW. And they would just have a license, not a special license with a scarlet letter, but just a license. Happy to answer questions about this Bill."

She is one of the smartest people I know. The reason… but the reason why she has not taken the test yet is because she knows of her testing anxiety. And on top of that, the cost to take this examine is a barrier as well. So, she's halted taking this examine for over two years. And that's caused her to miss out on various opportunities, not just for herself when it comes to better pay and being able to partake into the arena on her own, but she… also the people that she could've touched, the people that she could've helped. Because if you are… if you look like me, you are like me. People would like to see people and talk with people and get resources from people who understands their struggle, racially, culturally. And so, I'm really thankful for this Bill because not only does it allow her to… if she wants to take the exam and either pass or fail, but knowing that there's another alternative to ensure that she's getting the experience that she needs to be an effective social… a clinical licensed social worker. And I know when I call her and tell her that this Bill passed the House Floor, it's going to bring her to tears. And by the way, she's black. This is a systemic issue that is affecting minorities in a big way and I ask for an 'aye' vote to ensure that we can diversify our social worker pool. House Bill 2471 is the Healthy School Meals For All proposal and has been designed by a statewide coalition of education, health, and food security partners called the Illinois Alliance to Promote Opportunities for Health to ensure all Illinois kids are hunger free, healthy, and able to learn and thrive. To provide a little context of this legislation, during the Great Recession, the Illinois State Board of Education's budget for free meals was cut from over $26 million in 2012 down to $9 million now. These changes have left schools struggling to pay for high-quality, healthy school meals for the kids who need them most. Second, there's an existing federal program that pays for free breakfast and lunch for all students in a school with enough qualifying students. This reduces administrative burdens and ensures that all students have access to nourishing meals. Unfortunately, only 57 percent of Illinois schools that qualified for the program participate. This is because for some schools there's a gap between the federal funds and the full cost of providing meals to everyone. This Bill will maximize all available federal school meal funds to Illinois because schools that don’t currently participate in the federal program will enroll and the gap will be filled by the proposed Illinois program. Third, during the pandemic, the U.S. Department of Agriculture funded all schools to provide free breakfast and lunch to all students. That program has since expired and schools have gone back to having to collect eligibility information from families to determine students' qualification for free and reduced-price meals. We've all had many conversations about how essential literacy is and the work that we have to do here in the State of Illinois. I want to be clear that literacy instruction itself is incredibly complex. The Literacy and Justice for All Act honors that complexity. And there are four major components. First, it requires the State Board of Education to develop a comprehensive literacy plan by January 31, 2024 and to create tools to support teachers aligned to that plan. Secondly, it narrows the scope of the existently… of the existing currently funded Reading Improvement Block Grant Program to encourage districts to undertake local literacy instruction improvement. Three, it adds a foundational literacy assessment for certain teacher candidates, which is subject to appropriation. Candidates who pass the assessment would earn an additional credential. Fourth, it requires reading methods course work in educator prep programs to be aligned to the literacy plan. There are no mandates on school districts. The process of natural organic reduction, or terramation, or human composting, various… various labels apply to it, is heavily regulated, is conducted by licensed funeral directors, and results in a product, an end product, of compost that represents zero evidence of human DNA and allows folks to create a memorial garden. Many of the providers use the… use the material in their… in their facilities in that way. Also, interesting partnerships with cemeteries who use it who want to reduce their carbon footprint and reduce their dependency on chemical fertilizers. So… so, this is fundamentally, at the end of the day, about providing choice and options but making sure that we put proper regulations in place. I welcome your questions."

"So, I appreciate the debate, and I really appreciated the discussions that have gone into developing this legislation. This has been around for a couple of years, and I really took it very seriously in… in approaching this. I researched the other methods that are commonly used. You know, we currently allow cremation, which involves putting bodies into fire and then grinding up their bones to be mixed in with the ashes. The ashes actually are caustic and do harm to foliage. So, that's one anti-environmental approach. In traditional burial, there… the body is drained of all fluids and pumped full of chemicals, placed in a box, which is then placed in a hole that's lined with concrete. In a process called alkaline hydrolysis, the body is placed in a vessel full of hundreds of gallons of super-heated water mixed with caustic chemicals and the body is dissolved. And the results of that actually go down into our wastewater system. And again, leaving the bones to be ground up and giving as the… in the urn. We have very limited access to green burial, which would probably be the closest thing to that dust to dust that Representative Weaver mentioned. The safeguards are in place to ensure that… that the process is done in a healthy manner. It is incredibly respectful. The funerals involve the body being placed in a vessel, not unlike a casket, with other dry organic material like flowers. Honestly, the photographs of these funerals that are occurring in six other states do not look very different from an open casket with flowers. And ultimately, within 30 days, we are returned to the earth, as Representative Weaver mentioned. I pointed it out that there is no human DNA detectable in that… in that compost. There are regulations in place that regulate the use of the product. There is a prohibition on using the product in commercial food production. There is a prohibition on the sale of the compost. And as I mentioned, many of the providers have found really beautiful ways for families to memorialize their loved ones by building conservation spaces where very often they're taking land that is otherwise unusable, restoring it to health, and creating a really lovely, beautiful place where people can go and meditate and… and be with their loved ones without the carbon footprint involved in a traditional burial. I think it was Mark Twain that said, 'Buy land, we're not making anymore.' That's been… that's an issue with cemeteries running out of space. We are finding ways to be more thoughtful about how we handle our remains after death. A couple of you may have seen in recent news reports that I actually changed my own will to… to reflect my wishes to have this process be what's applied to me. It provides for the creation of a position within IDFPR that would assist with the navigation of the licensure process for internationally trained and previously licensed health care professionals that have found themselves in Illinois and need to reestablish their licensure. It is a complicated and difficult process with many barriers, and we are currently in the position of looking to these individuals as a source of workforce in the health care field that we are greatly in need of because there is a shortage. And so, this position would help to navigate these individuals through a process and get them into the Illinois professional health care provider workforce much more quickly and… and assist in their employment. And I ask for an 'aye' vote."

"HB3230 is a Bill that further builds out our 9-8-8 crisis response system, which hopefully everyone in this room has heard of 9-8-8. And this is something that we really are at the beginning of in Illinois. And the 9-8-8 crisis line just came online in July 2022. So, the ultimate goal of the entire 9-8-8 response system is to reduce our overreliance on 9-1-1 and law enforcement as our response to suicide and mental health crises and to instead connect our residents to the mental health professionals. So, in short, what this Bill does is directs the Department of Mental Health to engage in entity to do a cost study of what it will actually cost to build out our entire crisis system. The Bill also directs DMH to look at what this will require of our behavioral health care workforce.
