We've seen paintings showing members of the first Continental Congress with heads bowed and some kneeling on the floor during the Session in Carpenters' Hall in Philadelphia in September of 1774. We've all seen the paintings of men like George Washington and Abraham Lincoln kneeling as they prayed for God's help. Our Founding Fathers wanted to ensure that government would not restrict the practice and expression of our faith in the public square or in our personal lives. Today, a small group of us met in Room 115 to relaunch the Illinois Prayer Caucus. The goal is to continue to protect these religious freedoms and to cover the State of Illinois and its government in prayer. "Thank you so much. As a Republican, I rise today to acknowledge real climate change in Illinois. For over 40 years, the General Assembly in Illinois has been run by Democrats, with just a brief period of Republican Majority. The policies that have been put into place in our state during the Madigan years are causing significant problems for residents across the state. I wanted to acknowledge, over the last three months, I've heard in many committees and on this floor that we have growing deserts in Illinois, health care deserts, housing deserts, food deserts, hospital deserts, and on and on. I think we should acknowledge what's causing these deserts, possibly climate change. Could it be that the poor policies have created disincentive for small businesses and services in the state? I will agree that, yes, climate change is responsible for these deserts, but perhaps not in the way my Democratic colleagues believe. Anti-business policies that are brought to this floor have been the main reason. We need to take a significant look in the mirror and acknowledge anti- business, workmen's compensation, wage, tax policies are creating problems for our communities as businesses close and service businesses shut down. Let's make sure that Illinois doesn't become Death Valley for small business entrepreneurs in our once great state. That's simply, are we ready and are you sure? This morning, I received a couple of texts asking what happened in Minnesota. The fireball in Minnesota is not unlike the other fireballs we've seen recently, not unlike the other derailments. And in trying to quickly attain information that would help me be better informed of what happened in Minnesota, I realized that there were three other derailments around our nation last night that took place in Port Allen, Louisiana; Hettinger, North Dakota; and Slippery Rock, Pennsylvania. There isn't even a briefing yet for the fireball in Minnesota. Galena happened. We had a rail derailment there. Plainfield happened. We had a rail derailment… derailment there. Illinois is the rail hub of our entire continent. "Thank you, Mr. Speaker. If I could have the Body's attention, please. House Joint Resolution 17 designates Illinois Route 150 from Galesburg Main Street to the intersection of U.S. 150 and Illinois Route 17 in Alpha as the 'Deputy Sheriff Nick Weist Memorial Highway'. Back on November 30, we had Deputy Weist's family, sheriff, and many of his colleagues he served within the Knox County Sheriff Department here as we recognized his service. We're just about to the annual anniversary of April 29, 2022, when Deputy Weist, on his way home from pulling a shift at work, was heading home. He had performed duty on third shift. As he was heading home, he heard on the radio call of police in pursuit of a suspect who'd been seen with a gun and other illegal activities in the City of Galesburg. When the city police and sheriff's department tried to talk with this individual, the suspect jumped in the car and took off down Route 150 heading north out of Galesburg at a high rate of speed. As he was driving, he was firing at the officers behind him. Deputy Weist, as I said, on his way home to his family and children, heard this distress call. So, he turned around and tried to lay some stop sticks on Highway Route 150. Unfortunately, he was not able to deploy those sticks and the suspect ran over him, killing him immediately. The story goes on just beyond that. Just a mile away from where the incident took place, 10300030.docx 12 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 30th Legislative Day 3/30/2023 which was a mile from my house, when I saw the sheriff car… or when I saw all the red and blue lights within a mile from my house, my first instinct was to call my son. He answered the phone because that's a farm he farms. I thought something had happened to him. My son answered the phone. A mile further north from the incident site was the AlWood Elementary School as children were crossing the road going to school that day. I like to believe that Nick Weist sacrificed his life in saving many of those Alpha elementary school children, not only helping his friends, his other deputies and colleagues, but saving the lives of many children. It could've been a more terrible sight then what we had to go through at that time. Deputy Weist always wanted to be a police officer. And as he was serving his community and many other volunteer services, on fire departments and other volunteer services at school, he was recognized by so many of his colleagues for all he had contributed to his community and many of his community members. So, I think it's with great honor and humbleness that we as a Body can recognize his sacrifices for his community, his county. And every time I think of this incident, I think of those children walking across that road going to school, what their lives could've been like. So, I would ask for a moment of silence in honor of Deputy Weist."

"Thank you, Mr. Speaker. Today, I'm presenting House Resolution 21, a memorial highway naming Resolution, which names Illinois Route 40 as it travels through Meadowbrook as the 'Cpl. Tommy N. Miller Memorial Highway'. Bethalto native Corporal Tommy Neal Miller was born in 1949 and began his tour in 1968, serving his country in the United States Marine Corps during the Vietnam War. On February 25, 1969, while serving as a radio operator at Fire Support Base Russell in South Vietnam, Corporal Miller's unit came under assault by a large Vietnamese sappers unit. The sappers unit mission was to take out the fire base artillery pieces to make the fire base ineffective. During this attack, Corporal Miller unhesitatingly maneuvered across the fire-swept terrain in search of an undamaged radio. After locating operable equipment, he again exposed himself to hostile fire to assist with restoring communications. He then went to the aid of his fellow Marines to free them from entrapment and debris. As he attempted to free his comrades, he was mortally wounded by fragments from an enemy grenade. Corporal Miller's heroic and timely actions inspired all who observed him, contributed greatly to repelling the enemy's assault. He received numerous commendations due to his ultimate sacrifice for our country. I have the pleasure of knowing Corporal Miller's younger brother, who was about age seven when his older 10300030.docx 14 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 30th Legislative Day 3/30/2023 brother died. He has vivid memories of his cool, older brother who was beloved. Tommy was a drummer in a band and loved music. In fact, just before the enemy attack, he made a tape for his family from that base in Vietnam where he sings and plays the guitar in the tape for his family. They received it and loved it, not knowing yet that he had already died because back then it took days and weeks to be notified. After Tommy's death, his family changed forever. No Christmas would ever truly be happy again and his parents were destroyed. Even 55 years later, his younger brother's emotions are raw and fresh when speaking about Tommy. To his family, he will be forever 19 years old. Corporal Miller gave his life and service to our country and is no doubt a true hero deserving of this Resolution. And he and his family have waited a long time for this honor. I ask for your 'yes' vote and a moment of silence in his honor, please."

Our diverse caucus membership claims women from all corners of the state and all walks of life. I am proud to serve with them, and I genuinely enjoy spending time with them. Although we do a lot of work on behalf of the people, none of what we would do would be possible without the hard work and dedication of our staff who help us serve the residents of Illinois. Let us all pause for a moment to honor and give thanks to the intelligent, dynamic women who work at our Capitol. "As we near the end of Women's History Month and start the beginning of the Holy Week for many of our religious denominations, I want to take a minute to recognize a great woman that truly lived in God's word. The work that she did impacted millions of lives of… and she was someone we could all look up to and learn from. That woman is St. Teresa of Calcutta, also known as Mary Teresa. Though she was small in stature, she was very much large in heart. Born in Macedonia 10300030.docx 18 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 30th Legislative Day 3/30/2023 in 1910, Mother Teresa dedicated her entire life to serving the sick and the poor. In 1950, she founded the congregation Missionaries of Charity with only a handful of other members. The congregation grew rapidly and established a leper colony, a nursing home, an orphanage, and many family medical clinics. When she died in 1997, the Missionaries of Charity were numbered over 4 thousand, with thousands of more lay volunteers, complete with 610 foundations located across 123 countries. For her extensive humanitarian charity work, Mother Teresa received the Nobel Peace Prize in 1979. She passed away in September of 1997 at the age of 87, and she became a Saint in the Catholic Church in September of 2016. Her famous quotes are timeless and everlasting, such as, 'Life is an opportunity, benefit from it. Life is beauty, admire it. Life is a dream, realize it.' So, again, I am honored to remember and speak about Mother Teresa, an incredible woman that made life's mission to serve others. So, in her memory, let's all have a blessed Holy Week and I wish everyone a happy Easter to all."
