There's a long list of reasons detailing why Israel has been such a trusted ally since 1948. Her commitment to civil rights and equal treatment of LGBQT+ community. Her multiethnic society, where multiple races and religions are represented in government. Her advances in technology and agriculture. And her security relationship with the United States. This is the fifth championship for the Panthers, along with their 2016, 2017, 2018, and 2019 championships. Only four other wrestling programs in Illinois have more state titles. This teaches me that there's no time to allow the pieces to fall as they may in our lives because we do not know what the future holds. We must always be intentional, seize every moment, and be selfless. Nathan is a son to the 815 region and a hero to many in our state. "We hear all the time here from the Leader of our Caucus that winners do the work. We see it every day here in the gallery and here in the chambers. I have a group, special group from the Quad Cities here who exemplify that right up here to my right. It's the Moline Maroons basketball team. For 71 years, Moline basketball has tried to get to the top of the mountain here in Illinois. And this year, in the 72nd year, they finally did it, and they didn't take any shortcuts. I know Coach Taylor, Coach Rangel, they made sure that this team took on all challenges. And if you follow along, you can see that they did just that. They built momentum. They took on every single challenge. They got better. They did the work. And by the end of the season, they were an absolute machine. I'd like to point out that this team, they won their last 9 regular season games by an average of over 26 points a game and that's competing in the Western Big 6. In my opinion, the best conference in 4A basketball here in Illinois. Any of us that got a 92 percent on a paper in school would think that was pretty darn good. Well, these young men had a 92 percent winning average. They were 14-0 in conference play and had a 16-game winning streak. Sixteen games, that's hard to believe. Sixteen times being the top scorer, top team after every game. One individual I would like to recognize especially is Brock Harding, who was named Illinois' Mr. Basketball for the '22- '23 basketball season. The first Moline player to achieve such recognition. He's going to the University of Iowa. Although, I did remind him there are some great schools here in Illinois. This week in committee, the House is reviewing several Bills 10300036.docx 18 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 36th Legislative Day 4/26/2023 dealing with soil health and soil conservation. As a farmer, I can tell you soil health is vital to family farms like mine. However, this same House is responsible for policies that encourage and incentivize installing solar panels on thousands of acres of prime farm… farmland in Illinois. This is a profound contradiction. Illinois is home to some of the most fertile farmland in the world, which we use to feed the world as top producers of soybeans and corn. Covering thousands of acres of fertile farmland with solar panels disrupts the soil, causes drainage and pollution issues, as well as the irreparable loss in production. Solar panels contain hazardous materials that can leech into the soil, which is why some landfills refuse to take solar panels. Covering green fertile farmland with Chinese-made solar panels that contain hazardous material does not benefit the environment. I would encourage everyone to use a little common sense and remember that if we replace fertile farmland with Chinese solar panels that we have no way to produce the food that we need to feed our state, our country, and our world. Unfortunately, a lot of people that have been exonerated didn't know about the scholarship or did not take the opportunity to take advantage of it, but they had family members that wanted to or wished they had the opportunity to do so. House Bill 1097 is setting forth those scholarships that's not being used by the exonerees to be able to pass on to their families. "Okay. And I see that two Amendments have been filed… or three Amendments have been filed, and I don't see any of those on the board. Can you talk to me about the status of those and where we might be proceeding?"
"Well, there is Amendment #3 that deals with the FAFSA part of the Bill. I'll be more than happy because I promised my colleagues that I would add that to the Bills, if the Amendment is ready. And so, we could automatically assume that they would qualify for the scholarship. But I do have that Amendment ready, and please forgive me for… it's the Clerk's fault because they didn't call it."
"Okay. So, I'm also being told that there's a Senate version of this same proposal and that the Senate proposal…"
"No."
"…has a little bit closer…"
"Nope, nope, nope, nope, nope. There's a… there is a Senate version that addresses exonerees…"
"Okay."
"…but is totally different. I cannot… the only thing that's similar and/or the same is the word 'exonerees'. Other than that, it's totally different."
"Okay. Can you share with me a little bit about the population this might serve? How many numbers we've got in that general grouping?"
"You know, currently, I don't know how many people have been exonerated. These are people who have served years in prison and their lives have been destroyed. They were falsely incarcerated. So, therefore, they lost their jobs, their homes, their families. And so, this is a way of the state giving back for the livelihood of the families that they destroyed. And so, to give you a number, I think the number is growing every day. Every day in the newspaper, we read about new people getting certificates of innocence because they were truly, truly innocent. So, therefore, they were entitled to the certificate of innocence. But more importantly, when we did the Bill back in 2008, and this has nothing to do with the current Bill…"
"And the Bill in 2008 was the original exoneree?"
"Yeah, in 2008."
"Okay."
"And so, back then I included housing, which has not been implemented, job training, which has not been implemented, as well as education. And so, when I looked around the landscape and I realized we haven't done anything for the family. And so, I figured with this Bill, House Bill 1097, it's the least we could do to… it's just the least that we could do for these family members to be able… if they so choose to."
"I like and understand where you're heading. I'm told by my staff that Senate Bill 2426, which it seems like a Representative on your side of the aisle might be carrying, does also extend that to the dependents of exonerees and is much more reflective of the ease of ISAC to implement the program. So, here's what I would ask. Would you mind pulling this for today, conferring on Senate Bill 2426, and we reconsider later today or tomorrow on this same measure?"

"But… but let me explain the difference. I see that the Sponsor is not here, and she and I have talked. So, what that Bill… what the Senate Bill does is… it was really rather concerning to me. What the Senate Bill does… and you have your staff there. So, he could, if he would like, prove me wrong. But that Bill… that Senate Bill says, any part of a scholarship that's not used could be passed down. Now, I was really insulted when I saw the Bill drafted like that, you know, because why is it that an exoneree's child have to have a hand-me-down?"
"Did you talk to Senator Villivalam about that? Has he proposed the language?"
"I did talk to him when… yes."
"And what was his response?"
"He was standing right in front when we had Mayor Johnson down… Mayor-Elect Brandon Johnson. Yes. I talked to him that day, and I have spoken to the Sponsor in the House a few times. And she knows and she realized the concerns of the Senate Bill as well and how it would conflict with 1097. But it was really our intention because 1097 was stuck in Rules, and it was our intention… I was going to put my language on her Bill, but then I realized that her… the Senate Bill is not germane to House Bill 1097. So, it just wouldn't fit."

"So, that's the reason why I'm hesitant about taking it out the record.
