At this point, I am going to make this speech a little bit more personal. My daughter, this is her second degree, just became a nurse. And I watched how she struggled and her classmates struggled to get through nursing school. It's grueling. The boards are hard. If you're not a good standardized test taker, too bad. You take the standardized test and you pass. She is now an ICU… neuro ICU nurse at Loyola University Hospital. She sees a lot. She works very hard. All of our nurses work hard. Nurses are the backbone of our health care system. They work tirelessly, day in and day out, to provide the compassionate and expert care to the people of Illinois. And then he'd say, 'I love you guys. Let's go beat those sons a guns.' And what I now realize is that for a lot of teammates, it was probably the only time that week that they heard a father figure tell them that they loved them. We had some pretty good teams. We won a lot of games. But none of that compares to the thousands of young men who you taught how to grow up to be men, men who worked hard, men who honored their word, men who were full of compassion for their community because they knew that it was about being a part of something that was bigger than themselves. Coach Alderman, you could put the fear of God with me and in my heart better than anybody else, but I knew it at the time and I know it now, that it was done so with love. So, to any of you young guys that might be watching this, I want you to know, I love you guys. Go beat those sons of guns. "There's a popular proverb… proverb used in Croatia, bez muke nema nauke. It means without hardship, there is no knowledge. Adrian Madunic, my Croatian friend, had been the region manager of our Illinois Department of Commerce and Economic Opportunity in Northwestern Illinois for 10 years, when, in January of 2022, he began having difficulty breathing and started seeking out answers in the Quad Cities. His trail eventually took him to University of Iowa Hospital as well as the Mayo Clinic. For six months, as Adrian's condition worsened through misdiagnosis after misdiagnosis, an infection disease specialist at Unity Point in Rock Island finally was able to find that Adrian had contracted histoplasmosis, a rare and fungal infection that often leads to death if untreated. This infection's found in Mississippi and Ohio River Valleys and derives from the spores in the soil and air when breathed in and can and will attack any part of the body, in particular the lungs and blood stream. Those particular at risk are farmers, landscapers, and construction workers. Adrian eventually took leave from his job and spent a month at Unity Point being treated, followed by two months of recovery in the hospital, and then five more months in physical therapy learning how to walk and use his hands and arms once again. The road was long, but he never gave up. On March 29 of this year, Adrian was finally able to return to work, representing the citizens in the State of Illinois. I've had outreach from a lot of superintendents and school business officials and others and also from the union side that that was a little bit unclear. So, this just seeks to clarify so that everybody knows the exact inflation index that we're talking about when it comes time to set the next salary schedule."

So, what happens is if a district chooses to increase compensation to a point where it would be over six percent, then the district would be on the hook basically for those excessive pension costs. In this case, we may have districts that have to… I'll put it bluntly. First of all, most of our districts are at the 40 or, you know, will be there. This is going to impact very few districts and make change. But if because of this Act they have to raise salaries and it goes just above that six percent, instead of the district kind of being hit twice, only for those will that cap not be in effect."
"So, just… for further clarification, the state has mandated a certain school district, then raised their minimum teacher salary."

"That will cause some school districts to raise their salary greater than six percent."

"So, I had… this actually came to me from superintendents who, you know, addressed that there was… there could be a discrepancy in what inflationary number we're talking about when that number is taken, like what time of the year relative to when contract negotiations would begin. And the idea of this is this… you know, that is a floor when it comes to a negotiation on a new contract. Everyone's coming to the table with the same number as that absolute floor by making this make sense. We put it through COGFA as a neutral party, for lack of a better term."
"And the General Assembly was previously supposed to be involved based on prior legislation, and we will not be involved with that calculation in the future. Is that correct?"
"There was a very, I guess, broad term or… it just said subject to review by the General Assembly, but no direct mechanism for what that meant. And we think that COGFA being the one to certify the number meets that necessity. Obviously, everything is subject to the General Assembly because here we are making a fix to an existing structure. And if we feel that another change needs to happen in a few years, we can always do that."

It was a lot of negotiation and talk to get to this to make this all work well. So, I would say the minimum salary is in place. It was set to grow. This is clarifying how that growth is going to happen and our superintendents have had input on how that's going to happen."

Now, my concern is, I… I think that we should not only be looking at the individuals who were… the new teachers that were pushed up to the 40 percent. "So, the reason we need to address this now is because, as I said, when we first put the minimum salary into place, we had a ramp to get to 40. And we are now at the point where in the next upcoming negotiations would be the first time that this CPI index would have an impact. And it was unclear exactly what we intended to be the CPI to be used. When… is it just the timing of it and all of that. So, that's why this clarification needed to be done. And I'll be honest, this has been a discussion I have had with superintendents for the last few years, but a lot of them were, as a lot of us said, you know, building a plane, flying it at the same time, trying to get through COVID. So, we kept saying, we need to keep talking about this, we need to keep talking about this. But we were talking about much more urgent, pressing matters. And then we have finally had a little bit of breathing room time to hammer this out and to get to something that makes sense and is… so, like I said, we all know where we're starting from when we talk about the minimum."
"So, what is our standard of CPI at this point, according to this Bill?"

SB203 actually comes from a quite sad incident that happened back in 2019 where a group of more than 20 migrant farm workers were in a field in a county here in Illinois, and they were sprayed multiple times by an overhead sprayer. Many of the workers had to seek medical attention. Under the current Illinois Pesticide Act, the Department of Agriculture was limited to a $750 fine for this terrible incident involving more than 20 exposed workers. Under the current Act, exposed humans are treated like animals or damaged crops. Incidents like the one that happened in this county should never happen again, and this legislation will deter sprayers from irresponsible behaviors around humans. So, what does actually SB203 do? It sets a minimum fine of $500 for human pesticide exposure incidents. And when multiple humans are exposed, the fine will go up in a tiered manner. For 1 to 2 humans, $500 per person. These PAs are already governed by the physician committee of the FQHC medical organizations. So, this is an extra layer of bureaucracy that hurts the center's ability to hire PAs. PAs can already practice without a collaborative agreement at hospitals, hospital clinics, and ambulatory surgery centers. Lastly, it also makes sure that if a doctor leaves a practice, the physician assistant can continue to practice for 90 days without a collaborative agreement, which helps avoid problems for PAs practicing in rural and underserved areas. This Bill is agreed to by the Illinois Academy of PAs and the Illinois State Medical Society. And I would greatly appreciate an 'aye' vote."

According to a 2020 AARP report, Illinois was ranked one of the highest in the nation for unnecessary use of psychotropic drugs within nursing homes. This Bill addresses that by putting stricter limitations on the use of the drugs and requiring prescribing physicians to be forthright with the patients on the benefits and harms of medication. It also clearly defines the circumstances in which psychotropic drugs can be used. And in addition, it provides guidelines for administration of the drugs and the undue use of restraints to ensure that our residents are only using restraints when necessary. There have situations where employers terminate employees who receive a no-match letter, even though these employees could be legally working in the United States. So, Senate Bill 1515 addresses this issue by requiring that if an employer receives a no- match letter from the Social Security Administration, they must provide the documents to the employee that are deficient, according to the no-match letter; provide instructions on how the employee can correct the deficiency and an explanation of the employee's right to have representation during the verification process; and finally, provide the employee 30 days of unpaid leave to correct any verification discrepancy. This is an initiative of Senator Laura Ellman, who is a breast cancer survivor. When she was recovering from breast cancer, her physical occupational therapy nurse told her that compression sleeves were good for the control or prevention of lymphedema, but the sleeves were not covered by insurance. "Yeah, so there is one bridge that is in my district. It's not owned by IDOT, so it doesn't directly apply to this legislation. But the Chief Sponsor of the person in the Senate, Senator Ventura, who brought forth this Bill, has a bridge in Joliet in her district that has been hit numerous times, that has flipped over trucks, and has caused significant issues for the safety of people and the infrastructure in that area."

"Ladies and Gentlemen of the House, all bridges are very, very clearly marked, especially if they're under 13 feet, 6 inches. They're required to be. They're so marked that even the exits before the bridges, if you're on an interstate system, are clearly marked to let you know that you need to exit. I have driven an oversized vehicle many, many times, and there's a couple things that you have to remember when doing that. Your head has to be on a swivel, and as the driver, it's your responsibility to know the height of the vehicle that you're driving, even if it's going clear the set overpass. Any strike to a bridge is strictly operator error for not knowing… not knowing. It's not IDOT's responsibility in that case. This Bill that you're talking about is not the answer to the problem that you're trying to seek. I would suggest an extra Rules of the Road lesson or CDL driver to this nature. Adding expense to taxpayers is… is not the answer but… through this pilot program. I strongly encourage a 'no' vote. Thank you."
