"If you look up in the Speaker's box, you will see a group of special students and their chaperones that have come here all the way from Martino Filetico High School in Ferentino, Italy, which is a sister city of Rockford. They come to Rockford as part of the sister city program earlier this week in order to learn how we live, and they have come to Springfield to see how our government works. The sister city program pairs cities from across the world in order to learn each other's cultures, foods, and tradition. Rockford has been a sister city with Ferentino for almost 20 years. The relationships stem from the fact that many of the 10 thousand people of Italian descent in the Rockford area trace their roots back from Ferentino, including me, through my great- grandfather Gabriel. In those 20 years, kids have come back and forth between the two cities. And I am proud to host these kids today. And with your indulgence, I will say who they are. A little over two weeks ago, I placed an op- ed on the desk of everyone in the chamber talking about opportunity deserts in our state and the three primary causes: high taxes and over regulation, crime, and lack of access to quality education for all. The end of the op-ed, I invited the Democrat side of the aisle to work with the Republican side of the aisle and let's fix these problems together. To date, I have not heard and assumed it was due to it being Veto Session, and we'll wait till Spring Session. Because what we have been doing is not working, and that's evidenced by the WalletHub study that's contained in that op-ed that shows Illinois is worst in the nation in economic racial equality. But there's one thing that we need to do before we leave Veto Session that we… that cannot wait, changing the sunset on the Invest in Kids Act. We still have time. We're about to go to our separate caucuses. You, as Democrats, are the Super Majority. You have control, as do your counterparts in the Senate. You get to determine whether or not we will pass some type of legislation that will remove this sunset. "Thank you, Mr. Speaker, Ladies and Gentlemen of the House. I move that we accept the Governor's Amendatory Veto to House Bill 2878. This underlying Bill has to deal with the issue of procurement. There were 19 Bills that were contained in the underlying Bill, which was contained in Senate Floor Amendment #2. We ultimately concurred to that Amendment. They included issues such as House Bill 2878 concerning giving preference for former coal mine employees preference. It talked about additional ideas regarding ensuring that Illinois bid preference is given to Illinois companies. It would award not-for-profit agencies, persons, and significant disabilities, would give them… that was a Costa Howard Bill, would give them preference. It provided for additional veterans' preference, which was Representative Rosenthal's Bill. It provide also Representative Smith's Reimagining Hotel Florence Act. Representative Tarver's request for waiver… concerning waiver of aspirational goals and tightening that up as well as public institutions of higher education. The only thing that the Governor took issue with was a sentence concerning the issue of private-public partnerships. And that sentence, I believe, was inadvertently added in which it would've allowed these private-public partnerships, not only for the tollway and IDOT, but also for county and municipal governments. "I wanted to take this time to say thank you to all of you. I promised I wouldn't cry. That was a very difficult call a few weeks ago. But what I wanted to say is, some of you don't know this, is that when you were texting and you were sending your prayers and your thoughts and your well-wishes, sometimes I didn't have my phone and my daughters had my phone. And so, as much as you were sending strength to me, you sent strength to them because, for the first couple hours, we didn't know. And that was hard. And I couldn't process as a wife because I had to be a mother and I had to make sure I went through a check list, 'cause unfortunately there's a check list in these situations, and I had to make sure everything was checked off. And so, your continuous prayers and well-wishes and road to recovery, I can't explain it, but by God, you made me get through this so much. And I thank every single one of you for your emails, your calls, your prayers, the flowers, everything that you sent out. I really, really do say thank you. I'm happy to say that at some point my husband will walk again. We truly believe that he will walk again. It'll take some time, but he's in good spirits and it's thanks to all of you and everybody who supported him during this last few weeks and will continue to do so. And I just wanted to say thank you. I know I don’t have to say that, but it's important that I do because you really helped my daughters. And as a mother, I can't thank you enough for that."

And this Assembly can help those people, even if it's not your district. My father passed away suddenly, and we had to take care of him and bury him with dignity. And many of you helped us do that.
