They also do a lot of farmer's markets around the states, so they might be coming to a district near you with their food truck and their… their meat options. And they just were honored on Friday for receiving a… a USDA grant, the Rural Development Value-Added Producer Grant, through the USDA, and they had Congresswoman Lauren Underwood, the USDA Deputy Secretary Torres was there. And they offer some really great stuff. We love our Illinois farmers, and we love our small businesses, and wanted to make sure that we highlighted them and the… the products that they offer are Black Angus, Wagyu, free-range chicken, Berkshire pork, lamb, eggs, and more. And Lance… or, Representative Yednock, when we were talking about it, he said the it's the best porkchop I've ever had. So, we want to make sure that we highlighted that. And they brought down some great food for us. They have braised Wagyu beef sandwiches and pulled pork over in 305. This is my first point of personal privilege since my daughter was down here five years ago, but I feel compelled to speak. Yesterday, you may have read in Capitol Fax, and it was in the news otherwise, that the Chicago Public Schools paid an expert $40 thousand to testify in her deposition, and this is a retain… this is a F3, this is a retained expert, to testify that not all sexual assault is traumatic. That was taxpayer money that was approved by the general counsel of CPS. The mayor appoints the board. The mayor appoints… excuse me, the mayor appoints the board. The mayor has the ability to have a conversation with CPS top brass. CPS's general counsel, Ruchi Verma, needs to go. Not only did she sign off on this expert, but they filed a motion, I have a filestream copy right here, to force this woman to use her real name. This has been going on for a couple years. It just got to trial. Motion in limine. Now, all of a sudden, they want her to use her real name instead of Jane Doe. Why do you think that is? Maybe it's because they had a mediation last week. They put $50 thousand on the table, and she didn't take it. So, to penalize her, to punish her, to shame her, they want her to use her own name. So, the 30-something-year-old woman now will be known as a person that had sex with a high school damn teacher. It's shameful. It's shameful. Walter Glascoff is a rapist. He's a rapist. He lied to CPS initially, but ultimately in his deposition he testified he did not have sex with her. He only had oral sex until she was 17. They allowed him to resign. So, who do you think pays his pension? We do. I want to read to you a little bit from what I FOIAed, so this is public information, so the judge doesn't get upset. 'For relevant time periods when you were a teacher at Hubbard High School during the 2001 to 2004 school year, you were involved in a sexual relationship with Jane Doe, a student at the same school, date of birth. Between January 31, 2002 and January 2003, you engaged in sexual intercourse with Jane Doe. During the spring of 2004, sexual intercourse, Jane Doe.' Took her to Navy Pier. Took her to his home. Drove her to her home and met her parents. You know what happened between 2012 and 2016? He was transporting other students. All under CPS's watch. I don't have a dog in the race. This ain't my case. It's not my daughter. But we should all care. And there's no way on God's green earth that a duly licensed attorney, who takes the same exact oath we take when we're sworn in, the same exact oath, should ever put defending a case over what's right. Now, the mayor came down here and everybody's saying Chicago is owed a billion dollars. CPS does need more money, so does the rest of the state. I'm all for public education. That's not the question. The question is, what is Jane Doe owed? And I don't mean financially. We can't even talk about justice without basic respect. One of the things that it says is that you cannot use comparative fault or contributory negligence with a minor. I don't know what happened to the Bill. It never moved. But I would hope as a chamber, on a bipartisan basis, we would look at that. Whether it needs an extension or otherwise. How do you have a defense to suggest that a child, a child, is comparatively at fault for their own being raped? I had a Bill. I'm not biased, but I had a Bill that said at least in these situations we should have a process, an administrative process, to strip the pension of individuals. You can't say, well, if you rape the kid on Hubbard's campus, we can take your pension. But if you take them to the Navy Pier or to your house, we can't 'cause it's off school grounds. So, I appreciate you all indulging me. I am beyond frustrated. It's not…"

"Thank you, Mr. Speaker. I am pleased to present Senate Bill 2788, which eliminates redundant reporting processes for DCFS. It is an initiative of DCFS. It does two main things. When a mandated reporter calls a hotline, the call floor worker gives them their name and an intake ID number, which is used as a confirmation of the report to the hotline and it makes the written confirmation of the contact an extra step. It is not based on current practice, so this Bill eliminates that procedure. And then secondly, under this Bill, DCFS will no longer be responsible for tracking if the final finding report is returned from a school if the finding… final finding report is found unfounded or overturned. So, this Bill eliminates redundant and time-consuming reporting processes, making DCFS more efficient. This passed out of the Senate unanimously and out of House committee unanimously. Senior self-neglect cases are on the rise in Illinois. This Bill accelerates the timeline by which investigators can conduct their initial assessment and more quickly implement a plan of action, meaning distressed seniors will more quickly find relief from risks to their health, their safety, and their financial security. It also creates parity for regional fatality review teams and the Fatality Review Team Advisory Council with similar review teams already at work under DCFS and regulated under Brian's Law by removing them from the Public Meetings Act and allowing for hybrid meetings. This creates a more appropriate and needs-based meeting schedule and ensures that candid and confidential discussions can take place as originally intended. I want to thank the department and members of our Area Agencies on Aging, AgeOptions, AARP, and other stakeholders who came together to thoughtfully negotiate these statute updates so that we can collaboratively work to protect our vulnerable older adults. "So, again, this creates parity with other similar fatality review teams that already exist within statute. This is… basically, we are expanding on previsions that allow them to meet remotely. After COVID, we were finding that they were having trouble meeting quorum, and it also was difficult to have some of the more sensitive discussions because information was available for FOIA requests. But now, it's time to give them more tools and support to do their job and place these young people, these children, mostly that look like me, in stable housings. We recognize that there are children who may need to be removed from their parents to ensure their well-being. We recognized that family separation is traumatic, and we need to have policies that would do whatever's possible to make that disruptive experience less traumatic for our families and children and give DCFS the tools. We also recognize that children deserve permanency and should not grow up for years in foster care away from their original family. Kinship placements are not only more stable, they are shown to reduce the time to permanency when both subsidized guardianship and adoption aren't available as permanency 10300105.docx 47  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 105th Legislative Day 5/15/2024 options. Illinois welfare system must do so, and this policy goes a long way. House Bill 4781 creates a statutory vision and authority for the Department of Children and Family Services to execute a kin-first approach to service, delivery, and direct the juvenile courts to provide necessary oversight to the department's obligations to maintain family connections and promote equitable opportunities for youth and families to thrive with… with rational permanence. House Bill 4781 is comprised of Amendments to the Illinois Child Care Act, the Children and Family Services Act, the Juvenile Court Act, the Adoption Act, and are aligned with a kin-first vision for our state. In this legislation, it maintains the children's connections with kin. It requires DCFS to identify and notify relatives when a child enters care within 30 days of entry and requires ongoing engagement so we're not just leaving the children. It's ongoing engagement. "I think to answer your first question, there is a push based off the research for kinship connections. So, that answers your first question. The second question, as… as was mentioned, this is going to open a door for more federal funding and opportunities. The biggest piece that I'm most interested in that I think is important is that those kin relatives, those individuals now will have access to resources so that, you know, they can take care of their family members. I mean, a lot of people want to take children and want to support, they just don't have resources. Now, we can tap into more federal resources, help those families stabilize so those kids cannot be under our care, but in a stable home."

But it shouldn't be one is better than the other, one is more, you know, beneficiary to either the guardian or the child. Let's make the best decision and keep… keep them even-keeled."

Nearly two-thirds of Illinois children live in a child care desert. House Bill 4491 is a practical commonsense step to address the worker shortage in the early childhood care industry. This Bill provides that the early childhood teacher would need to have worked at that facility for 2,880 hours, which is the equivalent of two academic years. Direct instruction does not occur during the first and last hour of the day, and the routine is centered around the logistics of a pickup and drop-off of children. Nothing in this legislation prevents a director from being present at these times should they determine it's necessary. However, it provides important flexibility that prevents directors from working nearly 12- hour-plus days, which often lead to burnout and additional staffing shortages. It affirms that residents who live in mobile home communities that are unlicensed are not required to pay rent. Currently, that is under… that is statute under current law. That statute exists in the Mobile Home Park Act. This legislation replicates that provision and puts it in the Mobile Home Landlord and Tenants Right Act so that there's greater awareness among residents that this is a… already existing state law. Unfortunately, we do have 60-plus communities that are regulated under the Department of Public Health that remain unlicensed. Unlicensed communities tend to have greater life safety code violations. And this legislation is not only to inform residents of their rights, but also to encourage the owners of these communities to get licensed. This Bill passed unanimously out of the Senate. So, this would require after-school programs to… that are involved with cheerleading to adopt the Sprit Rules Book, which is a national association for training and standards. This is something we've worked with… this… IHSA to do. They're getting this information out. This puts it into statute. There is no opposition. I ask for an 'aye' vote."
