I looked at the number 104, and it says that it's about new horizons, new vistas, about creating the work and the goal to create stability and peace. New horizons, new vistas, working hard toward the goal to create stability and peace. It is a special number, and I believe that number has been assigned to a special group of people. And one thing I know about this group, you all are special. You all can party like I've never seen in my life, on a Wednesday. Lord, let's pray. I have my brother-in-law, Sergei… Sergei Guschin, who came to the United States from Russia in 1997 on a student visa, went to Bradley University, met the love of his life, my sister-in- law, Carolina, and became a United States citizen in 2008. Currently, he works for the State of Iowa, the Department of Revenue. I wanted to recognize them, their daughter, Alayna, who's also here, who's studying architecture; their… their son, Alex, who works as a special ed teacher in… in elementary education in Des Moines; and their daughter-in-law, Kay, who works with foster children in Iowa. Also, I want to recognize my wife back here. And I'm not sure they'll be back here within the next two years, so want to make sure to recognize my wife and… and thank her for everything. Acceptance is hard because once you find happiness, you have to accept the fact that there's still just 24 hours in a day, 7 days in a week, and 52 weeks in a year. And that's hard to handle. It is. You have to accept the fact that your daughter loves Nabeela and Maurice more than you in the Illinois State Legislature. You have to accept that maybe the main reason she's here is 'cause she gets a couple days out of school. You have to accept, hopefully not soon, that one day she's going to call you dad and not daddy. Hasn't happened yet. And you have to accept the fact that one day you have to let them go. So, all of the women in this chamber, and Tiffany, Kylie, Jaclyn, Kendra, if my daughter or anybody's daughter in the State of Illinois grows up to be just like you, I'd be eternally proud. So, I just want to tell my daughter, I know you're embarrassed, you are, daddy loves you, but I just want you to know that you will forever hold my heart in your hands wherever you go. And from that working group, we had… have proposed 11 resolutions. Those are House Resolutions 16 through 26 that detail changes to the rules that we believe are appropriate. Our working group did the work, and we have put forward these… these changes. So, I would like to hit a couple of those for you and to ask if there was any consideration given to maybe including these changes in the rules. The first is House Resolution 16. It deals with a loophole that currently exists in the rules that allows a substantive resolution to evade the normal requirement for publication on the agenda of pending items, the daily calendar, particularly things like the Adjournment Resolution being included. "We put forward another resolution, House Resolution 18, that would provide for public disclosure of the prefiling for a Senate Bill sponsorship. The current practice is that the Members, we don't know when a bill comes over from the Senate who will be the House sponsor. It's not public. And not only do we not know, the public doesn't know. So, this is a transparency item that would inform our body, as well as the public, as to who is, in our body, is taking on Senate Bills."

"Was that considered when you proposed changes to these rules?"
"So, as… as I said, we just saw these. We'll be looking at them. I… I think that’s an interesting one to look at."
"And then there is House Resolution 22 and 25. Both of these deal with floor debate. These would require that there be a record vote when we close floor debate, not to allow just a simple motion and a voice vote. And it would also require a supermajority vote when we close debate. This is to protect our Members, that each of us has the ability to speak on a bill and wouldn't be cut off without a supermajority of our body agreeing to it. "And one thing I would like to highlight as we close this spring session, we had a situation where we waived the rules. I think we… those of us that were in the body at that time remember that, well, I would say evening, but it was early morning, where we suspended the rules and allowed for a third vote on a bill which, typically… well, it's not typical. It's forbidden by the rules. Is there any consideration given to increasing the vote threshold for suspension of the rules from a simple 60 votes to a supermajority where the rules only allow for a simple majority?"
"Well, I… I think we like the rules we have. I mean, every governing body has a mechanism for suspending rules when that is deemed necessary to complete the people's business. I… you know, I… I do recall that Members on that side of the aisle recently pointing out that the cost to taxpayers when the House is in session is… should be considered. So, in situations like the one you're referring to, I would remind you that delay tactics have real costs for the people that we serve."
"Well, I think one person's delay tactics is another person's transparency and accountability. And when you have body that can override the rules with a simple majority vote, that does create problems. I do appreciate your willingness to consider our resolutions as we put them forward. And my suggestion today would be… you know, we just were sworn in yesterday. So, we want to get ready and start doing the business of the 104th GA, and to do that, we need to set committees, and the committees are set in this… in this resolution."
"Well, I appreciate the committees being… being said, but it has been the practice in the last several General Assemblies to wait those two weeks after inauguration to pass the rules, basically, two weeks after inauguration. I think, given the fact you're willing to consider these resolutions, that will be appropriate in this situation."

I want to speak briefly here about HR24 that amends House Rule 39 that simply provides that within 24 hours of the adjournment of a committee or a task force meeting that the Clerk shall make accessible on the General Assembly's website any audio recording of that meeting that was required underneath the House Rules. Currently, in the rules, there are four different rules that cover and govern these recordings and the distributions of those. But more specifically, the reason why this is a good idea and… and I would trust that this body would consider, is the enhancement of the public's accessibility to the recordings. This amendment ensures that the general public has timely access to the audio recordings, the different committee and task force meetings. This is just providing greater transparency to the legislative process. I think it also improves the transparency of this… of our government by making these recordings available within 24 hours. It just holds all of us more accountable to the discussions, the deliberations, the decisions we make. I think it also encourages the community, or the civic engagement or involvement, to easy and prompt access to these recordings, allows our citizens to stay informed, engage more effectively in this legislative process. I think this encourages a lot of public participation. I think timely information dissemination is extremely important to our constituents, any other interested parties across this great state that might have an interest in these things. Again, the amendment sets forth a higher standard for accessibility and openness, reinforcing the commitment to transparency in our governmental… governmental operations. And, again, it's… it goes a long ways in… in the facilitation of record keeping. The prompt posting of these recordings helps maintain an accurate official record contributing to the achievements of the… the archiving, the achievements of the legislative history for future reference and analysis. Ladies and gentlemen, these points highlight the positive impact of this amendment on transparency, on accountability, and public engagement in this legislative process. "It is a standard bill, and it needs to be read three times on three separate occasions."
"That being the case, we've offered up Rep… Resolution #19, which requires a 24-hour delay between the time of Third Reading and voting on that so that what we can do is give the public the time to fully inquire as to what the actual issues are in each appropriation bill that comes out of each appropriation committee. The point is, is that all too often, even we don't see those… the budget bill until well within that 24-hour period before we're obliged to vote on it. All the appropriations bills are folded into a single omnibus budget bill that contains neither flesh nor foul, I would say. Because there are many things in it that those of us on the other side of the aisle may be willing to vote for if… are… you know, are passionate about if it was contained in separate appropriation bill for a particular appropriation committee, rather than a… an omnibus budget bill that is very difficult for anyone over here to, not only understand, but to vote on in good conscience without full knowledge of what's going on. I want to highlight the importance of filing witness slips, a crucial step in our democratic process. Witness slips are a powerful tool for civic engagement and allows those people who represent… who we represent to voice support or opposition to proposed legislation. Each slip represents a person's voice, a perspective, and a reminder that we are accountable to them. Too many times do we see the language in a bill that has thousands, if not tens of thousands, of witness slips, that language copy and pasted into another bill. Not just on our side, on your side. It affects all of us. That is the voice of our constituents, and HR20 would say that those witness slips would follow that language, rather than be… be erased just by the change of a bill number. "Okay. And in an effort to work together as… as one body, I think it would have been a great step, great first step for us to step up and work together on something as simple as the rules. Now, we understand we are in the minority, there are certain things that you are unwilling to change. The majority of our recommendations are not earth- shattering. They would not take the power out of the hands of the Speaker, but… but they are ideas that allow democracy to just work a little bit better. I want to reiterate what our… the local Representative here discussed. For those of us who are not local, when we're in session, access to the House floor, for those of you don't know, is denied prior to two hours before session and after two hours after session. That can often be difficult for those of us who have come from out of town, where our laptops are here on the floor, this is our working laptop for many of us. We have stuff that we keep in our desks that we may need access to. For instance, something that was not removed from the rules, but it was not used last General Assembly, and I want to say thank you, the consent agenda. Many of us spent the last few waning minutes before the consent agenda passed in the 102nd General Assembly going through sometimes 30, 40, 50 bills to see if we truly agree with those. And we had a couple of options. If we put a 'no' vote in committee on a bill that could've been perfectly fine, it would not be on the consent agenda. Or we can individually all go through every one of those bills to make sure that they are truly agreed. It was left in the rules that there's a maximum of 80 bills. Could you imagine going through 80 bills in an hour, two hours? It would be very difficult. So, I want to thank you for not using that last General Assembly, but I think there is a place for the consent agenda. And I would like to offer House Resolution 21, which would limit that, instead of 80 bills, which is very onerous, possibility. And… and you didn't… I don't believe we ever had one with 80, but there… there were a number of them that had a lot of bills on a consent agenda. If we could put it in the rules that we limit that to 25 bills, it's much easier for us to go through and it eliminates the need for us to have a Member in committee vote 'no' on a bill that could be perfectly fine. So, I… I do appreciate this discussion. I really do. "So, every Member is allowed to speak their minds, to vote their conscience, but, you know, we are not going to be hearing bills that are not… that do not support the people of this state."
"Well, who's making that determination that what bills represent the people of the state if those bills are never being allowed to be called in committee?"

"Okay. Okay. To the resolution. I am… I'm going to ask that you withdraw the resolution and, again, allow time to consider all the amendments we've proposed for the reasons that, you know, you've heard outlined today because passing this today isn't necessary. This is the first time I've been in the General Assembly that I believe we have passed the rules the day after inauguration. It's always come a couple weeks later. So, there is a way to function and move forward and get the work done without it. So, I would ask that you reconsider on House Resolution 18, which… I'm sorry, House Resolution 20, which we filed. It calls for use of the conference committee, which is something Representative Weber was speaking to when he was talking about witness slips. 10400002.docx 27 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 2nd Legislative Day 1/9/2025 Because right now, if people are… the citizens of Illinois are signing onto bills to let us know how they feel, and we aren't using the conference committee process and possibly with a few tweaks, even improving a little bit, that you would find in House Resolution 20, those voices quickly disappear as soon as that bill is stuffed into another number because they no longer exist. I would also ask that since we all believe working in a bipartisan manner, I believe, is important, not on everything, but on a lot of things, and since both the Speaker spoke about it and Representative McCombie has spoken about… or, Leader McCombie has spoken about it, that if a bill has five Members from each side of the aisle willing to be cosponsors that that bill should be allowed to be called in committee, whether or not it's determine by the majority party that it should be heard or not. Because that is showing a broad range of support throughout the State of Illinois to have that bill heard. And if we are truly here, truly here to do the people's business, and I believe that's what we all came here for, each and every one of us, and each and every one of us wants to do, then that should be a change we make to these rules. And I also… and that's contained in our House Resolution 17. And within House Resolution 26, it provides that each Member should be allowed to identify one bill they get to call before committee for a hearing and have it voted on. And I can't emphasize this stronger because while… this may be one of the areas we disagree on, leader. You believe that merely allowing a Representative to come here and speak about bills everyone else is passing is actually allowing their constituents to be 10400002.docx 28 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 2nd Legislative Day 1/9/2025 represented. I will tell you that a good number of the 108,000 people I represent feel like they weren't represented last time. Because in the 103rd General Assembly, despite the fact that I filed 40 or so bills, I was allowed to call absolutely zero for a committee hearing. Now, maybe I believe a little bit more in myself than everyone else and the supermajority does, maybe I think I'm a little more reasonable than everybody there does, but it's not based on the conversations I've had with you. So, I don't understand why I can't get a bill called that represents the 108,000 people that make up my district, yet others have multiple bills called, five, six, seven, 10. I can't even count some of them. So, I think these are important changes that we need to have so that everyone in this state is actually represented. And if my ideas are bad, that's fine, vote 'em down. At least give them a chance to be heard, a chance to be debated. Who knows, maybe minds would… will be changed if we actually take time to discuss them. And not just mine, but that goes for everyone else. Everyone should have a right to present bills and have their ideas heard. So, I ask again, you reconsider presenting this today, withdraw it, and let's vote on it in two weeks after you've had a chance to consider our resolutions. Thank you."

What is the process for determining which bills emerge through the Rules Committee?"
"The intent of the Rules Committee is to look at and process all legislation that comes through it. There is a process in our rules for requesting a legislative measure out of rules. Rule 18(g) requires any bill pending before the Rules Committee to be immediately discharged, one, if the principal sponsor files a motion that is signed by three- fifths of the Members of both the majority and minority caucuses, and each is a sponsor of the underlined bill; and, two, by unanimous consent of the House."

"These rules and very, very important and they affect everything that we do as a body going forward. I understand why you might make it really difficult sometimes to move forward certain bills, but these rules… and I… I hope that the ideas that have been proposed today, Mr. Speaker, can receive consideration because one of the fundamental problems with the rules is the inability of Members to allow their bill to be considered. We have a Member of our caucus who was not allowed to present one single bill in the entire 103rd General Assembly. His crime was that he won an election. And I… I think that is fundamentally wrong that we wouldn't allow someone to present a bill. Not a bill that's antithetical to the interest of the majority, but a simple honorary bill that may do something for their committee. You know, this House used to be a place, and I hope it can return to be a place, where we would celebrate with each other as each one of the new Members gets up to present their first bill. Maybe they'd get a little hard time, they'd have some questions, but it was a point of celebration. They'd receive a round of applause, and we'd all acknowledge that we're here learning together, working as a part of a team. This House of Representatives needs to get back to those days where there is an ability for us to work together. And so often, Mr. Speaker, these rules become the tools for division in the House instead of the tools to unify us. I listened to your words, which were very eloquent and earnest yesterday, and you talked about how we must work together, that the people of our state don't want division. They want us to work together and demonstrate some unity. I hope that some of the issues that have been brought forward today, earnest suggestions, can be taken under consideration so we 10400002.docx 34 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 2nd Legislative Day 1/9/2025 can work better together. We have an opportunity and an obligation to do more of that as a House. I would strongly recommend that as we move forward in these rules, we have to create different ways for Members to have bills considered. The rule of 60 is not serving this chamber well. It is a rule that facilitates division instead of collaboration. I understand the numbers here in the House. Democrats have two- thirds of the representation in this body. Republicans have one-third. You've heard me argue and take exception to that because it's not reflective of our state. But even under those thresholds, there should be a mechanism for 40 Democrats to join forces with 20 Republicans and put an item up on the board. And we can advance it for consideration and at least have the public discussion that the people of Illinois deserve. The rules as presented are a continuation of a practice that is not working and not serving us all well together on how we can come together in unification. As a result, I urge a 'no' vote to House Resolution 15."

Just a few things that I want to share about Garrett. When I first met him and… he knew he was going to be working on mental health and addiction and then moving on to human service appropriations. He was very clear with me immediately that his sibling has a disability. And so, the work that we do here on human services is not just words on a page to Garrett or line items in… in the budget, it's about real people. Garrett is whip-smart. He is here to help all the people like we all are, but he is also here to help the actual person that's in front of him, whoever it might be. And it might be a lobbyist, it might be his brand-new colleague, and it might be us, a Representative. And just to put a fine point on that, wanted to share just a… a quick story. I was connecting Garrett with one of our top lobbyists here in Springfield for a question in December. And the lobbyist responded to me and said, I emailed Garrett to see if there was anything he could share about what might be happening in… in lame duck related to one of our issues. I thought Lance Yednock's words for this floor was… his speech was one for the ages. He talked a lot about how he wished he had taken more time and how he wished he had done things differently. And I think the more we think about when things come to an end, it's always the time, it's always the time we want back. We could do something if I had more time. We have the time now to do some things a little differently. We can get to know one another. It will help with divisiveness. And I look at everyone's faces, and I'm not just looking at the Republicans 'cause, you know, I like all of you guys, but it's everyone here. We need to take that time because, lo and behold, I'm going to look up at Tiffany Moy and I'm going to say, Tiffany, where did the time go? I know a lot about Tiffany professionally, but there was never really time… I mean, I know you're from Ohio. Not that that's good or bad, I just… that's about all I know and that… that's bad? Okay, it's kind of bad. But I wish I had spent more time getting to know you personally. She's thinking, oh, thank God you didn't. But I do know that when you spend time watching people, and I'm… I'm a people watcher. Mark Walker, told me I have a high level of EI. That's emotional intelligence in case… I didn't know what it was. So, obviously, it's not IQ because I would've known, but EI that I… but I think it's because I… I really care about people and I appreciate people. And so, I've been watching Tiffany. "On behalf of the Asian American Legislative Caucus, I just want to… to recognize Tiffany Moy for her service to our communities, to our state. And I'll share a couple of things about Tiffany. When I first came in two years ago, I met with my predecessor, Greg Harris, Leader Greg Harris, and I asked him for some advice. He gave me a… a few points. He said, you know, you have two ears, one mouth, so do a lot more listening down in Springfield. The last advice that he… he told me was go talk to Tiffany Moy, she knows a lot more than I do. So, I went to talk to Tiffany Moy, and he was right. She is so, so, so intelligent, so smart, a professional, so dedicated to her work. There are many times when we had challenges in… in the district, in the 13th District, and… and I would… would rely on Tiffany for support. I would be sending her emails at 1 a.m., 2 a.m., asking what… you know, what do we do here about this challenge, and… and she would reply back within 20 minutes. So, I was… also… also do not do that to… to Tiffany. Or… but… but she was very, very professional and… and really helped me a lot in… in all of our challenges in the district. And she's really the epitome of… of Asian excellence, what we call Asian excellence. When count about the… the now number of staffers that we have in Springfield who are Asian Americans, it's… it's on one hand right now, right? And… and… but really, one of the things that we joked about is it's really to build an… an army of Tiffany Moy down in Springfield. An army. She's been an inspiration for… for my staffers. I have two young Asian American staffers and… and when they got to meet Tiffany Moy in our district office, they said to me that when they grow up, they want to be just like Tiffany Moy. So, I… I'm very sad that Tiffany's leaving. She's been an inspiration to me. She's been an inspiration to young Asian Americans across the State of Illinois. And in… on that point, in particular, you know, I… I just want to, you know, remind some of you or… or let some of you who are not aware of this know that, you know, when I was first elected to this body, I was the first Asian American to serve in the Illinois House to be elected. But when I got here, Tiffany was already here, and I think that that speaks to the importance of representation. It meant so much for me to come here and see somebody who looked like me, who was a welcoming presence in this body, who was competent, knew, you know, everything about, you know, what was going on. You know, even, you know, when I was new and I didn't know anything about anything, Tiffany was there. She always knew what was going on and would always be of assistance. So, it was just so meaningful to have that reassuring presence, you know, that person who, you know, was there and was dependable, you know, extremely competent, and… and attentive, and you could count on her for everything. I came to that first swearing-in, my daughter, my oldest daughter, was three, and my youngest had just been born that December. Now, I got grandkids and it's wonderful. Kendra Piercy and I, when she came on to staff, we began working on paid leave for all. And that was quite a sticky negotiation with labor, with advocates, with business. And, you know, any time you work on a major piece of legislation with all of those entities, you're hoping that you get the best of the best. And oftentimes the assistant coaches, they… they want to be head coach. But that difference of six inches, it's a massive difference. And when Kendra went from being the assistant coach within the legal team to being the head coach of the legal team as general counsel, that six-inch difference was a tremendous challenge. But not only did she step up to the plate, she knocked it out of the park. Kendra's wit, her smile, but most importantly, for… I love smart, kind people. Kendra is one of the smartest and kindest people I've ever met in this building. Her soul that she shows up to this work with is just incredible. There are so many young people behind the curtains running the show, and that is exactly what you all were doing. You guys were people I was talking about when I was talking about the hard work that no one sees that you all have been enduring for… throughout the past years and have been doing on our behalf. And I want to say your… you have been such an… you four have been such huge inspiration for me. This space can be isolating, but any time, I know, going into your office or speaking to you, I would be comforted and I would be around people that understand what it's like to be a young person in this space. Be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Article IV of the Illinois Constitution by changing Sections 2 as follows: ARTICLE IV THE LEGISLATURE SECTION 2. LEGISLATIVE COMPOSITION (a) One Senator shall be elected from each Legislative District. Immediately following each decennial redistricting, the General Assembly by law shall divide the Legislative Districts as equally as possible into three groups. Senators from one group shall be elected for terms of four years, four years and two years; Senators from the second group, for terms of four years, two years and four years; and Senators from the third group, for terms of two years, four years and four years. In 1982 and every two years thereafter one Representative shall be elected from each Representative District for a term of two years. Representative Districts shall be drawn independently of Legislative Districts. (c) To be eligible to serve as a member of the General Assembly, a person must be a United States citizen, at least 21 years old, and for the two years preceding his election or appointment a resident of the district which he is to represent. In the general election following a redistricting, a candidate for the General Assembly may be elected from any district which contains a part of the district in which he resided at the time of the redistricting and reelected if a resident of the new district he represents for 18 months prior to reelection. (d) Within thirty days after a vacancy occurs, it shall be filled by appointment as provided by law. If the vacancy is in a Senatorial office with more than twenty-eight months remaining in the term, the appointed Senator shall serve until the next general election, at which time a Senator shall be elected to serve for the remainder of the term.
