Not a week go by that bills aren't filed, presented in committee, and sent to this chamber for consideration that concerns some type of taxing issue. Whether it's special exemptions or carve outs for a particular population, a TIF district extension, a sales tax, income tax, or real estate tax matter, someone will attempt to move bills that get them a great press release in their district, maybe a regional or statewide media attention, and ultimately a photo opt with the Governor that says look here, we are doing a great thing. Let me draw your attention to recent op-ed in the Chicago Tribune concerning the activity in and around the Cook County Assessor's Office. Concerning these staggering… consider these staggering numbers. 70 West Madison Street, once valued at over $375 million just over 10 years ago, recently sold for 85 million. The former Groupon headquarters was valued at… at 600 West Chicago Avenue was valued at over $510 million and now has a sales price of $89 million. And now, 311 South Wacker Drive, once worth over $300 million, may sell for a little as $70 million. Yet, despite these market realities, Cook County's Assessor clings to outdated evaluations. 70 West Madison is still assessed at $317 million, almost four times its actual sales price. This disconnect doesn't just reflect four… poor fiscal management, it actively harms businesses struggling to survive in a challenging economic climate. These businesses are forced to appeal their property tax assessments, creating legal battle that cost time and resources. But the damage just doesn't stop at the Chicago city limits. It narrows the scope of education and limits the development of critical analytical skills in our children. Today's public school curricula in Illinois are rigorous explorations of the United States and the world. Students are not… are not taught what to think, but rather how to think. Today's students examine primary historical documents from multiple viewpoints to learn how to read and to think critically so they understand the complexity of our great nation through facts, not fear, justice, not jingoism. I can't think of anything more frightening than a generation of impressionable children taught to see through the lens of fear and ignorance. In schools and in clubs they were taught not to think critically but to love Hitler and to be obedient to the state. I am proud that our students in Illinois are taught to consider the whole history of our nation's history: Its achievements, and its failures. Its proudest moments, and its most shameful. That is how we truly build a society that values all of its people. We do not yet have to give into this censorship. President Trump's executive orders are being challenged in court because it is illegal for the United States Department of Education to attempt to direct curriculum at the local level. I urge teachers, parents, and district leaders in the strongest possible terms to follow the laws of our nation and our state by continuing your normal operations. In a world where students, where all of us are inundated with so much misinformation and disinformation, we must stand up to those who would prevent us from seeking truth. We must demand that this executive order be rescinded. After sharing this deeply personal news, I was overwhelmed with the thousands of text messages, comments, calls, and emails from many of you in this chapter as well, people across the state and even across the country. I want to thank… thank you all from the bottom of my heart for your words of encouragement, prayers, and kindness. Today, I am 17 treatments into my radiation and it is going well. I still plan to get through this bump in the road and get back to my old self in a little while. Cancer affects every single one of us in this body and across the state. All of us know someone who has been touched by this disease. I've learned that cancer is deeply personal. Whether you're living with cancer right now, in private, a caregiver, an advocate, your experience matters. I urge you to share it and become part of the movement to improve cancer care and one day irradicate it forever. Secretary Austin is a retired United States Army general, who served as the 28th United States Secretary of Defense from 2021 to 2025 in the administration of President Joe Biden. Before retiring from military in 2016, Austin served as the 12th commander of the United State Central Command, beginning in March 2013. Prior to that, he served as the 33rd vice chief of staff of the Army from January 2012 to March 2013. He was also the first Black to do that. As a commander of United States Forces-Iraq from September 2010, also to December 2011, he is the first African American to hold each of these positions. Very accomplished guy here. After retiring from the Armed Forces, Austin joined the boards of Raytheon Technologies, Nucor, Tenet Healthcare, and Auburn University. On December 7, 2020, he was nominated for Defense Secretary by then President-elect Joe Biden and was confirmed by United States Senate on January 20… January 22, 2021 by a vote of 93 to 2. "Introduction and First Reading in full of House Joint Resolution Constitutional Amendment #9, offered by Representative Dan Ugaste. 10400005.docx 50 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 5th Legislative Day 2/4/2025 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Article V of the Illinois Constitution by changing Sections 1, 3, 7, and 18 and by repealing Section 17 as follows: ARTICLE V THE EXECUTIVE SECTION 1. OFFICERS The Executive Branch shall include a Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller and Treasurer elected by the electors of the State. They shall keep the public records and maintain a residence at the seat of government during their terms of office. SECTION 3. ELIGIBILITY To be eligible to hold the office of Governor, Lieutenant Governor, Attorney General, Secretary of State, or Treasurer, a person must be a United States citizen, at least 25 years old, and a resident of this State for the three years preceding his or her election. SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES If the Attorney General, Secretary of State, or Treasurer fails to qualify or if the office becomes vacant, the Governor shall fill the office by appointment. The appointee shall hold office until the elected officer qualifies or until a successor is elected and qualified as may be provided by law and shall not be subject to removal by the Governor.
