Y'all, this kid is nine and can recite the Gettysburg Address, the Preamble of the Constitution, and can name all the presidents. I don’t know anybody in this chamber else that could do that, except for maybe Representative Severin's page. Unfortunately, some Members of this General Assembly are trying to wrap homeschooling in red tape. Nobody wants this. Parents don’t want this. Kids don’t want this. Teachers don't want this. Instead of scapegoing home… scapegoating homeschool families, who do an amazing job of preparing the next generation for success, let's get real about how in Quincy only a quarter of white students read at grade level. In Waukegan only 11% of Hispanic students read at grade level. In Decatur only 1% of Black students are proficient at reading. Think about that. There's a hundred people in this room right now. Imagine if only one of us was proficient at reading. That's a problem. Homeschooling isn't the problem. Homeschooling is part of the solution. If we're serious about helping kids, let's support our teachers and get kids back on track. We can do things that will help this. One, daytime curfews to address truancy. President Trump, in his executive order renaming the Gulf of Mexico to the Gulf of America, stated the reason was, 'The area formerly known as the Gulf of Mexico has long been an integral asset to our once burgeoning Nation and has remained an indelible part of America.' The intent of the proclamation is to honor the greatness of our nation and to restore national pride in our country. What exactly about this concept does the Democrat Party oppose? It seems the Democrat Party's hatred for President Trump supersedes love of country, which is sad. As Americans, we should take pride in our nation, our heritage, and our values, but the modern left is more interested in focusing on the things that divide us rather than the things that should unite us. "Thank you, sir. I wanted to do my Black History Month on the… on Lewis Lemon, who was the founder of the City of Rockford, where I reside. Once a slave, forever a founder. Born a slave in North Carolina in the year 1812, like most child slaves, he did not have much hope for his future. But after 17 years, his life was about to change and his whole destiny as well. Lewis' master, Orrin D. Lemon, moved him to Alabama, and there he was selling Lewis as a slave for life for about $450. This would equate in today's money as… for over $13,000 for his body. A businessman by the name of Germanicus Kent purchased young Lewis to most likely be a house servant. Lewis Lemon was then known as Lewis Kent, traditionally taking the last name of his master. Shortly after purchasing Lewis, Kent's brother told Germanicus that Galena, Illinois is a place of opportunity. Germanicus Kent then decided to them move to Illinois with his family and Lewis Lemon. Arriving in Galena, Kent and Lewis met a man by the name of Thatcher Blake. Blake and Kent grew into friends and decided to travel to the Rock River Valley together. The men stopped at a junction with the Pecatonica and Rock Rivers, reaching a small stream that… it is now known as Kent Creek, named after Germanicus Kent, and decided that this was the place to live and started his lumber mill. On August 24, 1834, the men began the start of the City of Rockford. Lewis Lemon and Germanicus Kent had an agreement that Lewis Lemon would work for Kent until he… until he had paid $800 with a 10% interest for Lewis' freedom. It would take Lemon about six years and two months to earn enough money to pay for his life back. Lewis Lemon was a slave in Rockford, Illinois from May 1835 to September 1839, making him now a free man. Lewis is now recognized as one of the official three founders of the City of Rockford, later having a local elementary school share the same name. Additional recognition for Lewis Lemon came to light when an eighth-grade class in 1995 from Wilson Middle School discovered his empty gravesite and placed a gravestone reading, 'Born a Slave-Died free.' Lewis Lemon is one of the amazing stories last… lost in history. He conquered so much as an African American man, once a slave, then starting over as a free man with barely anything to show. Lewis Lemon worked hard for Kent and for… and for Rockford, but, more importantly, for his freedom. This is in honor of Lewis Lemon, the founder of the City of Rockford. To the extent practicable, a public body that determines the borders of Legislative Districts, Representative Districts, or voting districts of any other unit of local government shall favor competitive voting districts and avoid the creation of voting districts that favor a particular political party or coalition when doing so does not violate any other provision of this Section. RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Article III of the Illinois Constitution by adding Section 9 as follows ARTICLE III SUFFRAGE AND ELECTIONS SECTION 9. DATE OF ELECTIONS Following the consolidated election on April 1, 2027, all elections under this Constitution, except for special elections, shall be held in even-numbered years on the first Tuesday after the first Monday of November. All persons elected to office in the 2027 consolidated election shall hold that office until a successor is elected and qualified in the 2032 general election. RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Section 2 of Article VIII of the Illinois Constitution as follows: ARTICLE VIII FINANCE SECTION 2. STATE FINANCE (a) The Governor shall prepare and submit to the General Assembly, at a time prescribed by law, a State budget for the ensuing fiscal year. The budget shall set forth the estimated balance of funds available for appropriation at the beginning of the fiscal year, the estimated receipts, and a plan for expenditures and obligations during the fiscal year of every department, authority, public corporation and quasi-public corporation of the State, every State college and university, and every other public agency created by the State, but not of units of local government or school districts. The budget shall also set forth the indebtedness and contingent liabilities of the State and such other information as may be required by law. Proposed expenditures shall not exceed funds estimated to be available for the fiscal year as shown in the budget.
