I participated in the Edgar Fellows Program in 2014, meeting great colleagues now that I'm proud to serve with together. I know that Leader Mah was part of that program before being elected to the Legislature, Leader Castro in the Senate side. All of us have these same stories and experiences of great relationships that we've made in the State of Illinois that were brought together by one very special person, Governor Jim Edgar. And yesterday, we learned of Governor Edgar's diagnosis of pancreatic cancer. And so, on behalf of all the Edgar Fellows, all of us as Members of the General Assembly, I know that we wish to extend our thanks and appreciation to Governor Edgar for building this great program, for serving for eight years as a strong and able governor, someone that is well respected. "Last week, Governor Pritzker introduced his budget proposal for Fiscal Year 2026. The governor's budget proposal would spend $55.2 billion, nearly $2 billion more than last year and another record-breaking spending level. One thing is for certain, the majority party has proven time and time again that they cannot live within a reasonable budget. Since Governor Pritzker took office in 2019, state spending has increased by more than $15 billion, $15 billion, from $40 billion to $55.2 billion, a 38% increase since 2019. We've seen no structural reforms to cut spending, to lower the tax burden on hardworking families, or to improve our economy. The House Republicans want to make it perfectly clear: We will not negotiate a budget that includes any tax increases. State government desperately needs structural reforms and to learn to live within our means. Despite the 2020 election results, which saw Illinois voters soundly defeat a progressive tax increase 53 to 47, Democrats have once again introduced an amendment for a progressive tax increase. We will stand with the hardworking families of Illinois against any attempt to increase their taxes. "If I could have everybody's attention, please. Thank you. I appreciate that. Last week, St. Clair County sheriff's deputies were assisting in a DCFS wellness check of a… a child. And for some of the new Members here on both sides of the aisle, I want to reintroduce you to Pam Knight, who, the month of February, the anniversary of her death, was brutally attacked and killed by a deranged father in 2018 in Carroll County while doing a wellness check on a child. And, again, unfortunately, it happened with Deidre Silas, who was brutally murdered in 2022 in Sangamon County during a home visit. Last week's incident in St. Clair County is a terrifying reminder of the real dangers that our DCFS and frontline workers go through every day. We, here in the House, did our part and passed Pam Knight's bill April of 2019. But we must go further. It must just not be words of admiration. We must pass the Knight-Silas Act. Today, in the House, we have two bills to accommodate whatever will work, HB1550 and 1551. And Senator Turner has SB81 in the Senate, and that has been assigned to a committee. So, it gives me a little bit of hope that we might have a chance for this to go in the Senate. Today's moment is extremely personal to me in that I am acknowledging today the very first Black chancellor of the SIU Carbondale campus, Chancellor Austin Lane. Dr. Austin Lane became chancellor of Southern Illinois University Carbondale on July 1, 2020. Under his leadership, SIU Carbondale launched its strategic plan, Imagine 2030, focusing on student success, diversity, branding, research, and sustainability. Despite the pandemic, freshman enrollment at SIU Carbondale has increased and more local students are choosing SIU Carbondale. Chancellor Lane introduced the Saluki Commitment and the Saluki Transfer Commitment, ensuring financial aid covers tuition for qualified Illinois students. He also started the Saluki Step Ahead program for community college graduates and formed partnerships with school districts and youth organizations, including Chicago Hope. He revitalized the Dr. Seymour Bryson Future Scholars program and the Chancellor's Task Force on Diversity and Inclusion. He is married to Loren Lane and has three children, Lauren, Chase, and Lance. And, again, I chose this opportunity as we talk about history… and I know history often reflects on people that some are still living, but many have passed on, and we're acknowledging the place that they have in Black history. But I wanted to do something just a little different and acknowledge what I think is a history maker here in the State of Illinois, the fact that Dr. Lane is the first Black chancellor of the Carbondale campus. And I'd be remiss if I didn't acknowledge Chancellor Minor, who was the first Black chancellor of the SIU Edwardsville campus as well. So, SIU is cementing its space in history, in Black history, in the State of Illinois with those two choices. And as always, and I've acknowledged him before, the Alexander Lane scholarship program, which is an internship-style program through the Carbondale campus, has placed five individuals, five individuals here, working in various capacities here in the Capitol. And let me just tell you how serious he is about recruiting the Illinois students. When he… he said he's not going to phone call a high school to check, he actually goes personally to the schools, talks to the kids, and he gives out his personal cell phone to the high school students when he goes and visits them. So, he's a man of integrity. He does a fantastic job. And if you look at what's going on at SIU, he's part of the answer for the problems that we've there. So, I just want to give shoutout to him.
