"Thank you, Mr. Speaker. Colleagues, I rise today not in opposition, but in observation. I heard a bill presented yesterday in committee, HB2806. This bill offers scholarships to young women pursuing degrees in science, technology, engineering, and math at Illinois public universities. Fitting for Women's History Month. It's a good bill. It opens doors. It helps close gaps in fields where women have been historically underrepresented and underestimated. Let's also call this bill what it is: it's diversity, it's equity, and it's inclusion. And it was filed by the house GOP. It is, by its very definition, DEI. The same DEI that many in this chamber and many of our Republican colleagues have spent the last year criticizing, undermining, and trying to roll back. The same DEI that President Trump has attacked with executive orders, stripping away workplace protections, dismantling inclusion programs, and trying to take this country backwards, backwards to a time when opportunity was reserved just for a few. But here in this body, I was heartened to see that my Republican friends filed a bill… filed a bill that does exactly the opposite. That is not political theater, my friends. That is equity in action. With this new revelation of GOP support for DEI, I looked through some bills last night to see if I could find more. And I realized quickly that HB2806 isn't the only GOP DEI bill. HB2541 recognizes an underserved disability community and addresses a gap in disability inclusion. HB1729 supports career path equity by expanding access to technical training, scholarships, and removing financial barriers for diverse or disadvantaged youth. SB23… 238 expands economic inclusion by addressing veterans to… by… I'm sorry, adding veterans to Illinois' minority business enterprise law. Let's be honest, you do believe in DEI. You believe in excellence and equity. You believe in lifting up people who have been historically left behind, and I'm glad that we agree on that. Now, for me, this bill, 2806, isn't just about policy, it's personal. I don't have any daughters, but I did grow up with four sisters, and two of them earned college scholarships in science fields. I saw firsthand what happens when opportunity meets talent and when systems help people rise instead of holding them back. And I'm proud to say that I went to Morgan Park High School on the South Side of Chicago, where Leader Evans was my classmate, the alma mater of Dr. Mae Jemison, the first Black woman to travel into outer space, a rocket scientist from my neighborhood, from my school, and from the streets that I walked. She graduated from high school at 16 years old. And in 1973, she had to leave home to attend Stanford University because that's where her opportunity was. Not just for women in STEM, but for veterans in the workplace and for Black, Latino, and Asian Illinoisans trying to enter industries and institutions that have historically shut them out. Because real equity is not selective. It doesn't stop when it's politically convenient. It lives in principle. And if we're serious about building a stronger Illinois for everyone, that should be our starting point, not our exception. Now that we're on the same team, I look forward to hearing more of my Republican colleagues push back against their national party and the Trump DEI attack. I'm glad to know that, henceforth, they will be standing with us to push back against the clumsy, chaotic, and callous actions of the Trump administration on DEI. It's proof that when it comes to opportunity and fairness, we can find common ground, even in uncommon times. Let's work together. Let's make diversity real again. Let's make equity work again. "Thank you, Mr. Speaker. I have a women… woman of the history for the month. Okay? Thank you. I want to recognize Mary Ann Ball. She was born July 19, 1817. When Mary Ann was just 16, she moved to Oberlin, Ohio and enrolled at Oberlin College. One of the few institutions of higher education open to women at that time in the United States, but did not graduate. She worked as a nurse and assisted doctors at Cincinnati during the cholera epidemic. In 1847, Mary Ann married Robert Bickerdyke, a sign painter and musician who was a widower with three children, and they had two boys of their own. The couple moved to Galesburg, Illinois. Growing up on a farm, Mary Ann had the opportunity to learn about herbs and how to use them to make medicine, and she began using her botanical medicines to cure… to care for the sick in order to earn a living. Her study of botanical medicine, which stressed the benefits of clean water, inhaling steam, wet compressors, herbal teas, healthy soups, and nature's water, and fruits and vegetables, and above all cleanliness, is credited with saving more lives than inept physicians. At the outbreak of the Civil War, members of the Brick Congregational Church in Galesburg, Illinois listened as a visiting pastor, the Reverend Doctor Edward Beecher, read a letter from a volunteer doctor stationed with the Union Army in Cairo, Illinois. The doctor, a Galesburg neighbor… native, complained about the deplorable conditions of the camp and hospitals. A trustworthy, efficient volunteer who would be acceptable to the military was needed to deliver the supplies. Mary Ann, a 44-year-old widow with two young children, volunteered. Seeing the horrific conditions, Bickerdyke stormed through camp like a whirlwind, cleaning and sanitizing tents, setting up field kitchens and introducing army laundries. When she found a sick and wounded soldier bedded on filthy straw and fetid tent, she had fresh straw spread and provided clean water and air. She had barrels cut in half so the men could bathe and dress into clean clothes sent by the congregation. After transforming the camp at Cairo, Bickerdyke felt compelled to remain, realizing the work had just begun. She became hospital matron when a general hospital was organized there in November 1861 and spent the remainder of the war traveling with various Union armies. Her patients, the enlisted soldiers, referred to her as Mother Bickerdyke because of her caring nature. When a surgeon questioned her authority to take some action, she replied, 'On the authority of Lord God Almighty. Have you anything that outranks that?' For the next four years, Mother Bickerdyke continued her untiring efforts, following the armies of the western theater, led by General Logan, Sherman, and Grant. She established more than 300 field hospitals to assist sick and wounded soldiers and set up cooking and laundry operations at all hospitals. From battle to battle, mother fought continuously for the personal welfare of her boys. She was given a pass for free transportation and followed Grant's army down the Mississippi River, setting up hospitals as they were needed and later accompanying the 10400022.docx 13 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 22nd Legislative Day 3/20/2025 forces on their march through Georgia to the sea. During the battle, she would risk her own life by searching for wounded soldiers. Most times, it was after darkness. During the war, she became the chief of nursing under the command of General Grant and served at the Battle of Vicksburg. Bickerdyke continued to help Northern veterans. She provided legal assistance to veterans seeking pensions from the federal government and helped secure pensions for more than 300 Civil War nurses. On March 21, Mother Bickerdyke felt that her work for the Army was done, and she resigned. During holidays in 1899, she went to visit relatives, and on Thanksgiving Day, there was a huge family reunion. She went home around Christmastime, but had caught a cold she couldn't shake. The following year, in early November, Mary Ann had a stroke. She passed away peacefully on November 8, 1901 in Kansas. Her remains were transported back to Galesburg, Illinois, where she was buried next to her husband. I had the honor a few years ago to recognize and being a part of the dedication ceremony for the Mother Bickerdyke statue that stands in front of our courthouse in Knox County, Illinois. "Did I… sorry. As we continue to recognize Women's History Month, today I want to take a moment to recognize and thank Women in Trades. Many of you have… may have had the opportunity a couple weeks ago to meet some of these amazing women. I was so impressed speaking to them and hearing their stories. I've also had the pleasure of touring the Women in Trades' apprenticeship facility in Chicago. It was so inspiring to see and hear from women apprentices. Sometimes women, especially in trades, can face unique barriers. The unions do a great job recruiting women, but we need more. From being the birthplace of the Coalition of Labor Union Women, to being the home of many of our country's leading women leaders at the turn of the century, our state has an incredible labor heritage and a proud tradition of being on the cutting age… edge of labor rights. To our state's hardworking women who continue to be trailblazers in the trades, thank you for all that you do, and thank you for inspiring the next generation. I want to especially thank my beautiful sister-in-law, Ann Rodriguez, who is Local 399. She works incredibly hard, and she is a rockstar in my mind. Thank you very much."
