Also, the University of Illinois this year was number 6 seed. And they ended up beating Xavier in the first round, but fell short to Kentucky on Sunday after a valiant fight. So, I want to congratulate Brad Underwood and the players there as well. But the tournament's not just about the men's. There's also a women's tournament going on, and the Fighting Illini women's basketball team made the tournament and actually won their first-ever tournament game in 25… well, their first game in 25 years. So, I really want to give a shoutout to Shauna Green and the players there for their great accomplishment in the victory. And it's not just the four-year college and universities. There's also the NJCAA, the National Junior College Athletic Association. So, the Division II basketball championship has been held in Danville the last couple years. And this year, Parkland, which is a community college in Champaign, ended up making the final… the championship game, but fell one point short against Kirkwood. So, I really want to give a congratulations to John Bowler and the players there for their great accomplishment. And all the players throughout this tournament, you know, they're doing a great job. We owe it to those with CP to create a world where they can have the same access and opportunities we all have: to learn, to work, to travel, and play. As the son of a Vietnam War veteran, Trump's executive order to remove the history of our nation's heroes angers me greatly. Last week, Trump, Elon Musk, and Pete Hegseth tried to erase African American history, Native American history, and Asian American history, history that honors some of the most decorated heroes of America's past, to comply with Trump's stupid and racist attacks on our values disguised as war on wokeness. Heroes such as the Harlem Hellfighters, a World War I unit composed of Black men who spent more time in the trenches of Europe than any other American regiment. Or the Navajo Code Talkers, who's Navajo language was critical to developing secret wartime codes during the Second World War that helped propel us to victory. And finally, and finally, the… the 442nd Regimental Combat Team, whose Japanese American service members made up the most decorated American unit of World War II, awarded more than 14,000 Purple Hearts while their American… Asian American counterparts were sent to internment camps across the country. These attempts to erase the public knowledge of these heroes' legacy are dumb, racist, and patently un-American. Un-American. But I wanted to take a brief moment to acknowledge the passing of my former colleague and our dear friend, Representative Cynthia Soto. Mr. Chair. Just a… a brief moment. When I first came to the General Assembly, Representative Soto was one of the people I was nervous to meet. I had… I got here by running against an incumbent legislator who was a friend of Representative Soto. So, I approached her with… with some trepidation, but I quickly learned that I was wrong to feel that way. She represented an area immediately adjacent to my district, so we shared a lot of constituencies, represented a lot of the same neighborhoods. And I very quickly learned what an impressive person she was, what a respected person she was in our community, and what a kind and loving person that she was. When I was looking for a place to stay down here at my first session, she took me back to that back elevator behind the chamber that I didn't even know existed, took me up to the fifth floor because she knew a staffer in research and appropriations who was also looking for an apartment, and she wanted to make sure that I met him to try and find a place to stay. She was that kind of person who would go out of her way to look out for you. She served in this General Assembly for nine terms from 2000 to 2018. When I met her, she was chair of the Health Care Licenses Committee and shepherded a tremendous amount of important legislation through that committee. And she was the kind of person who you couldn't meet without immediately finding out the love in her heart for her family. She always talked about her family, her kids, her grandkids, and… and her love for her community and her mentorship of another generation of leaders behind her. "Thank you, Mr. Speaker. Congrats up there. Today, I rise to discuss House Resolution 170, which declares March 25, 2025 as Equal Pay Day in Illinois. In 1996, the National Committee on Pay Equity created Equal Pay Day to raise awareness of the gender wage gap. Twenty-nine years later, while it has shrunk, we are still facing that gap. Census data reveals that even now, women earn on average 83 cents for every dollar earned by a man. We also know that the gap worsens as we break down the data. Moms' Equal Pay Day won't arrive until May 6; LGBTQIA+, June 17; Black women, July 10; Native Hawaiian and Pacific Islanders, August 28; Latinas, October 8; disabled women, October 23; and Native women, November 18. We have done amazing work through this Legislature to help close these gaps, making it illegal to ask about an applicant's prior salary history, requiring employers to include pay scales on their public job postings. But there is so much more work to be done to make sure that women can enter the workforce, stay in the workforce, and be paid fairly for that work. As we confront a White House that is eagerly dismantling equal pay protections, declaring the importance of our work to erase these inequities and the valuable work women do every day in support of our economy is more important than ever. The appropriate thing to do is to stop what you're doing and listen to the citation. If you're busy on the phone or something, you can step outside, but that's the appropriate thing to do, and just stand up if you're able to. So, again, that's not to chastise anybody. That's just letting you know. You might not be aware of what the appropriate thing to do. So, during Women's History Month, it is my distinct honor to recognize an extraordinary, accomplished woman who made history right here in Illinois, Illinois Supreme Court Justice Rita Garman. Illinois Supreme Court Justice Rita Garman of Danville made history on October 26, 2013 with the swearing-in ceremony in Vermilion County Courthouse, becoming only the second female chief justice of the Illinois Supreme Court in our state's history. Chief Justice Garman was not only the longest- serving female in our state's history in… in the judge in this state, but also the first chief justice who has served in virtually every judicial capacity in Illinois. She was the longest-serving tenured judge in Illinois, serving over 48 and a half years total, retiring in July of 2022. Chief Justice Garman grew up wanting to become a lawyer, a goal that was strongly encouraged by her late parents. She was one of eight women in her law school class. Some law school professors, however, admonished her for taking up a seat in the class that could've gone to a man, but that didn't deter her. Many firms and even the Vermilion County State's Attorney's Office declined to interview her, noting that clients do not want a woman lawyer. However, she persevered, becoming the first presiding judge in Vermilion County in 1987. She did not stop there, however. In 1995, Chief Justice Garman was assigned to the Appellate Court, making her the first woman to serve on the 4th District bench. And in 2001, she became the second woman to sit on the Illinois Supreme Court. During her career on the Illinois Supreme Court, she actively participated in hundreds of opinions as well as the court's administration, including establishment of Special Court Committee on Child Custody to ensure that children's best interest are the primary focus for child custody cases. To commemorate her efforts and remarkable career of service to her community and to the people of Illinois, my friend, former Representative Chad Hays, sponsored and led Illinois House passage of Illinois House Resolution 627 in the 98th General Assembly. Throughout her efforts, Chief Justice Garman has left a mark on Illinois that… and the justice system, pioneering through many first-to-become in both her career and Illinois history. She has paved the way for many aspiring young women who wish to enter the legal field. "Thank you. I rise today in honor of Women's History Month to honor a woman from Alton who is instrumental in the success of libraries throughout the Alton community. The Alton Library Association began in 1852 and was supported through private funding. Through poor management and fiscal decisions, this library association fell into debt and was looking to close its doors. A group of concerned ladies, spearheaded by Jennie Hayner, band together to purchase the association in 1866 at auction. Together, they rallied the community to raise funds to pay off the library's $165 debt and purchase $300 of new books for the community. The city hall let these ladies run this library from a small corner room, and led by these women, the library's prosperous history began. This library offered free literature to Altonians, and their goal was to enhance their city's social life through culture and intellect. Jennie Hayner's group sponsored dramas, concerts, fairs, dinners, and more. Horace Greeley, George Alfred Townsend, and Ralph Waldo Emerson were some of the lecturers who attended who bore national recognition. By 1988, the ladies' library group had grown so much, and the small room at city hall was no longer sufficient. That same year, Jennie Hayner passed away, leaving the Alton Library Association without a major director. Jennie Hayner's husband saw her vision and purchased a lot and built a library to bear the name of his wife, an Alton library legend, the Hayner Memorial Library. Hayner's legacy lived on through the years. In the early 1900s, Andrew Carnegie came to Alton with a proposal to build a Carnegie library, but it was declined because the new Carnegie library would charge a tax on the 10400024.docx 41 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 24th Legislative Day 3/25/2025 citizens, and Jennie Hayner's vision for the Hayner Memorial Library was to offer a free library for all Altonians. Over the years, the library grew rapidly and costs to maintain the library escalated. In the 1950s, the city council unanimously voted to acquire the Hayner Memorial Library as a public library. In the 1970s, the voters chose to create the Hayner Public Library District ran by its own governing board. Today, the district includes the original Hayner Memorial Library, now known as the Genealogy & Local History Library, as well as the Downtown Library and the Hayner Library at Alton Square Mall.
