And to top it all off, we have the highest, the highest property taxes in the country. And now we're talking about a $56 billion budget, a record budget. While Illinois families are struggling to make ends meet and struggling to afford the high cost in the state of Illinois, what is our governor doing? He's going on podcasts and talking about how the next Democrat, which he wants to be the next Democrat president, must hunt down and put conservatives who work for the Trump administration in jail. Sheridan and her friends were out enjoying an evening to view the Northern Lights when, out of nowhere, a masked gunman murdered her in cold blood as she attempted to run away. I want you to let that image sink into your mind. An innocent girl murdered in the street right in front of her friends. I don't know how you ever reconcile that. Murdered by someone who had multiple prior arrests and encounters with the immigration police under the Biden administration. This young lady lost her life because the state of Illinois and JB Pritzker failed her. Yesterday this chamber had the privilege of welcoming hundreds of FFA students, young men and women in blue jackets who represent the very best of the next generation of agriculture. As I visited with them, something struck me in a way like it never has before. For years, I've spoken with FFA students whose faces light up when they talk about their family farms: the early mornings, the long days, the responsibility and the pride of producing food and fuel that sustain our nation and our world. There has always been a deep-rooted desire to go back home, to carry on what their parents and their grandparents started. But this year felt different. Now, more than ever, I heard hesitation, I heard uncertainty, and, in too many cases, I heard a quiet acceptance that going back to the family farm may not be possible. But why? It's not because they've lost their love for agriculture. It's not because they lack work ethic or vision. It's because the system we've created is working against them. Many of us stood on the floor yesterday, took pictures with those students and shook their hands, and told them how much we value agriculture and their future in it. But words are not enough. If we truly mean what we say, if we truly care about the future of agriculture, then this body must repeal the estate tax today. This is not a partisan issue. Members on both sides of the aisle have acknowledged the problem. Bills have been filed, conversations have been had, but the time for conversation is past. The young people we welcomed here yesterday are watching. They are listening. And whether we act or fail to act will determine whether many of them ever have the opportunity to return home and carry on their family's legacy. Let's do what they need us to do. Let's preserve the family farm. What this body should be doing is repealing the estate tax in its entirety. The very least we can do is reform the estate tax by passing the Family Farm Preservation Act immediately. That's the only way that we can ensure the next generation of Illinois agriculture has a farm to come home to. Thank you."

"March is National Cerebral Palsy Awareness Month, and today, March 25, we recognize Cerebral Palsy Awareness Day. This year also marks the 20th anniversary of this important observance. For the past eight years, my family and I have walked through this journey alongside my daughter, Ashlynn. She has shaped our lives in ways I could never have imagined, showing us daily what strength, perseverance, and joy truly look like. This week, I watched with tremendous pride as she reached for her own cup and was able to take sips all by herself. I know it seems simple to us, but for her it takes a lot of patience and a lot of practice. I obviously was so excited, but it was her smile and her joy that I take with me when days are tough. Watching her struggle from day to day is so hard, but watching her celebrate her wins is what makes it all worth it. Because of her, this day is deeply personal. It has led us, in a CP community, to be fierce advocates for greater opportunities in education, health care, and the workforce for individuals living with cerebral palsy. We've seen encouraging progress, especially in more inclusive and accessible community spaces, but there is still more ahead of us. I also filed a House Resolution to recognize this month and to reaffirm our commitment to those living with CP. This is about making sure that every individual is seen, valued, and given the opportunity to live a full and meaningful life. This day marks the beginning of the Greek pursuit of independence in 1821, when the people of Greece rose and fought for their freedom, identity, and future. On March 25, 1821, Bishop Germanos of Patras raised the flag of revolution, a call that united the Greek people in their pursuit of independence. This led to Greece securing its independence in 1829. Today we recognize the profound contributions of Greek civilizations, which have helped shape the foundation of our modern world, from democracy and philosophy to science, medicine, and the arts. And here in Illinois, we are fortunate to have a vibrant Greek American community that continues to enrich our state through its culture, service, and civic engagement. "I rise today on a point of personal privilege to celebrate Women's History Month by honoring a historic moment for the Illinois cannabis industry. It's my privilege to introduce a trailblazer, the first African American woman to lead the Cannabis Business Association of Illinois. She hails from Sun River Terrace in Kankakee County, a true testament to the talent and leadership growing right here in our state. Please join me in recognizing Portia Mittons, the newly elected chair of the Cannabis Business Association of Illinois Board of Directors. A principal of Bridge City Collective, Portia has been a force in the cannabis industry since 2017, first operating in Oregon before bringing her expertise back to Illinois in 2019. She has helped build a remarkable operation here, securing adult-use dispensary, craft grow, and transportation licenses and opening the company's flagship dispensary earlier this year. Her journey from Sun River Terrace to leading one of the most important trade associations in our state, combined with her previous experience, embodies the spirit of excellence we celebrate this month. "Thank you. As we are aware from the speeches in the last couple of weeks, March is Women's History Month, and many of our colleagues have highlighted accomplishments of amazing, courageous, ingenious women down through history. But today I'm really excited because I'm going to honor somebody who is a trailblazing woman working her magic right now, as we speak, and not too far from where I represent to boot. Dr. Adrienne Adams, M.D., M.S., earned her bachelor's in biology from Oberlin College, followed by a medical degree from Wayne State University School of Medicine. She completed her residency in psychiatry, specializing in child and adolescent psychiatry at the University of Illinois Chicago, and then went still further, earning a master's degree in clinical research from Rush University. Dr. Adams is board certified in addiction medicine as well as psychiatry and child and adolescent psychiatry. She is a member of the Illinois Psychiatric Society, American Psychiatric Association, American Academy of Child and Adolescent Psychiatry, Illinois Council of Child and Adolescent Psychiatry, American Medical Association, American Association of Directors of Psychiatric Residency Training, the Black Medical Association, and more. And she's received too many awards and distinctions for me to read all, but I'll highlight a few of the biggest: an inductee to the honorary American College of Psychiatrists, the American Academy of Child and Adolescent Psychiatry Outstanding Mentor Award, the 10400084.docx 35 STATE OF ILLINOIS 104th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 84th Legislative Day 3/25/2026 Illinois Psychiatric Society Community Service Award, and both the American Psychiatric Association and the American Academy of Child and Adolescent Psychiatry Designated Fellows Awards. Dr. Adams currently serves in several key positions: training director for general psychiatry at the University of Chicago as well as clinical associate professor in the psychiatry department at the University of Illinois Chicago, among others. But I've saved the best for last. Dr. Adams, who I, along with Chair LaPointe, had the chance to meet just a few weeks ago, is the first-ever Black woman to serve as the president of the Illinois Psychiatric Society. Women are making progress everywhere in our society, and that is really important at a time when so many are trying to drag us backwards. But Women's History Month is about the fact that women have faced resistance and pushback from the start, and Dr. Adrienne Adams is a testament to the hard work, intelligence, grit, determination, and resiliency that has kept women moving forward and that will continue to do so as long as we decide to keep pushing together. For these reasons and more, please join me today in honoring Dr. Adams. A formal resolution will follow. We are so proud of her stellar career so far and anticipate many more achievements to come.
