"Mr. Speaker, I want to make a motion. Yes+ terday I advanced an appropriation bill to second reading without reference to committee. As I understand, there's an understanding with the Chairman and the Speaker that all appropriation bills be sent before the Appropriations' Committee. So, at this time I'm going to move that the bill be taken off of the order of second reading and be sent to the Appropriations' Committee so that it will clear the air and there'll be no no preferences, or anything else. "Ah, Mr. Speaker, I think I can explain this amendment rather simply. When we have the House Bill 3700 in the previous sessions, we 14. Bill with respect to House Bill 3602 on which the Chair recognizes the gentleman from Champaign, Mr. Hirschfeld."
"Mr. Speaker and Ladies and Gentlemen of the House, House Bill 3602 was placed in the legislature last fall and was before the late Representative Gardner's committee and because of his untimely death, we were unable to have it a committee hearing on that business, so the bill would require the Department of Mental Health to in- dicate to the legislature all the state institutions or any parts thereof that do not meet the minimums standards required and also require recommendations from the Depart- ment of Mental Health as to what they intend to do in bring+ ing their facilities up to standards. We had a similar bill in the legislature last Spring which passed this House 144 to nothing, but I was only able to get 29 Democrat votes in the Senate and lost the bill there. In light of the scandal that have recently emerged from Elgin in the Hospital, I would like to move at this time to discharge the committee and to advance this bill to the order of second reading."
