"Ah, last week W.C.I.A. in Champaign-Urbana on television our esteemed Superintendent of Public Instr- uction proceeded to call all of our newly elected school board members, three of them, and the people elected them paranoids. I want to bring to your attention that this newly elected set of re-elected members were re-elected by the people of our community by a very good majority, they had against them, and incidentally, of course, I include myself, on the point of personal privilege, as one of those who is paranoid, because I voted and supported the newly elected school board and I want to point out that these people are re-elected, over the opposition, all the liber- als of our community, the black militants, the W.C.I.A., the Herald and Review newspaper, whatever you call it a newspaper, and they opposition of the League of Women's voters, for one, you have the kind of opposition and you still win by an outstanding majority to continue the pol- icies of our school board, I think that's indicative of the rights of the people are being expressed by the election. Now, Mr. Bakalis has taken us to court and our people to court. We have 13 suits against us, all have been in court GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES 11. at one time or another, and so far they haven't won one single round, but I think it's time that Mr. Bakalis keeps his nose in his own affairs and stop trying to dictate to the Decatur School Board, his right or his assumed right to dictate to us the policies of our school board unless it is teachers hours, salary, etc. etc. Anyway, I think as a matter of personal of personal right, that I should point out that there's a gentleman here involved that the same gentleman can through his policies accept to control your school boards and your policies, he's accepted ours, going so far as going to court, and I think you should be- ware of such a gentleman who wishes to assume powers beyond his likes, and thank you."

I would like to talk to whoever has an objection, but I would like to ex- plain this resolution. All this does is ask provides that we shall secure the assistance of the federal Congress and the necessary officials to proceed with the Hillside Drain- age Program in St. Clair and Madison counties. This is a program that there is some discussion about since 1930 and recently in 1970 we appropriated $18,000.00 here in the Gen- eral Assembly to pay for some engineering studies and so this would be commended. It is now time to proceed with the work and try to get the federal government to fund their share so that the State of Illinois and the federal govern- ment can proceed. I don't know why there was an objection to this resolution, and I would be happy to discuss it with anyone. When this bill was drawn by the Division of Water- ways, this resolution, and is their proposal as well of course as my own. Ah, therefore, I would like to ask leave of the House to waive the provisions of Rule 53 (a) and have this House Joint Resolution advanced to the order of second reading without reference to committee, or whatever other appropriate rule is necessary here, Mr. Speaker."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House, House Resolution 564 a copy of which has been placed on your desk, embodies changes in a rule that are very important. Now, I want to point out that these chan- GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES ges have been agreed upon by the Rules Committee unanimous- ly and also agreed upon by the Senate, and the first change is in 32 (b) which says that all bills except appropriation, constitutional implementation, reapportionment and revenue in order to be considered by June 30 of this year have got to be introduced no later than Monday, April 24th and any bill other than those accepted by this exception that is introduced thereafter will lie upon the Speaker's table and will not be reported on the daily calendar, but will be referred to the appropriate committee after June 30. The change in rule 32 (c) is the time table for House bills and as I stated April 24, that's Monday, is the last day for introducing House Bills except appropriation, con im- plementation, reapportionment and revenue. May 5th will be the final date for standing committees of the House to report on House Bills except those House Bills that have been rereferred to another committee and May 12th is the final date for third reading and passage of House Bills, June 2nd will be the final date for standing committees to report on Senate Bills. The next change is 32 (d) which is a time table for all resolutions that propose changes in the constitution of the State of Illinois or the United States by amendment or by constitutional convention. And Monday will be the last day for introducing House Joint Re- solutions that proposal of a constitutional amendment. May 5th will be the last date for Committees to report on these and May 12th will be the final date for passage. Now, House GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES Joint Resolutions proposing final proposing constitutional amendments is June 2nd will again be the final date for committees to report on Senate Joint Resolutions proposing constitutional amendments. Excuse me.. An important change is Rule 51, a bill passed after June 30th, now we're talk- ing only about bills that are passed after June 30th, shall not become effective prior to July 1 of the next calendar year unless an earlier effective date is specified in the bill and the bill was approved by three-fifths of the mem- bers elected to the House. If such a vote occurs and we don't get three-fifths, then the vote will be deemed a the bill will be deemed reconsidered and the bill subject to amendment by striking out the part thereof that expresses an earlier time of taking effect and the bill then shall be under consideration upon third reading with the earlier time stricken out, provided that the amendment striking out the earlier time shall be printed and placed on the desks of the members before the bill is again considered on third reading. 53 (b) the change concerns changes to the con- stitution of the State or the United States byamendment and it merely says that they shall be so designated and number- ed consequently and they shall be listed on the House cal- endar before they are called and have three readings on separate legislative days before consideration. No such resolution shall be advanced without reference to committee All such resolutions proposing changes in the constitution of Illinois shall require three-fifths constitutional maj- GENERAL ASSEMBLY STATE OF ILLINOIS HOUSE OF REPRESENTATIVES ority. All resolutions proposing changes to the United States constitution shall require three-fifths constitut- ional majority. Notwithstanding Rule 93 (a) this rule may not be suspended except upon vote of two-thirds of the members of the House. Four by the Minority leader, I didn't look at that figure in there, Mr. Speaker. House that the Speaker and I have discussed the contents of House Resolution 542 and we share in the same opinion that it is a prerogative of this legislative body to dis- cuss this all important question and to research this all important question as far as the financing of the school systems of the State of Illinois is concerned and I'm happy to say that the Speaker and I agree that it should be approached on a by-partisan basis and I'm happy to say to this House that I also agree with the Speaker in the sus- pension of the appropriate rules for the immediate con- sideration and adoption of this resolution, so that future sessions of this General Assembly can possibly find a more adequate way of the financing of the public schools in the State of Illinois.
