Senate Bill 1021 as amended transfers general revenue funds from several operation lines to contractual and travel lines for medical management, information services, from various lines to distributive grant lines. It is for AFDC, aid to the aged, blind, disabled, Indonis...Chinese programs, funeral, burial expenses, and hospital in-patient services. It is...it is just a transfer and there is no net increase in dollar amounts. Senate Bill 1022 transfers a total of $1,504,000 in GRF within the FY '81 budget to the Department of Children and Family Services, and it transfers $629,000 between regional 8 STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 54th Legislative Day June 2, 1981 operation lines and $875,000 between grants and aid lines. There is no dollar change or net increase in this as well. Grants and aid takes care of counselling services, homemaking...homemakers' service, foster care, institutions and group homes, children and personal and physical maintenance. No dollar change or increase. Senate Bill 1031 transfers a total of $1,248,916 with $1,085,916 of this amount moving from the Senior Citizens Circuit Breaker Fund which is money left over there to various personal service item lines. The remaining $163,000 is acquired by making transfers between personal service line items. Again, this one also passed the Senate by a vote of 54 to nothing as a Supplemental transfer. No additional money is being appropriated. And finally, Senate Bill 1163 adds a total of $20,000 in Federal Agricultural Marketing Service Funds to the FY '81 appropriations to the Department of Ag. In addition, there is $23,100 in Ag Premium tranferred from a personal services line to a contractual services line to pay for the services of a federal employee. Again, this one likewise passed out of the Senate with no Amendments or opposition."

House Joint Resolution Constitutional Amendment #5, resolved by the House of Representatives of the 82nd General Assembly of the State of Illinois, the Senate concurring herein, and there shall be submitted to the electors of this state for adoption or rejection in the general election occuring at least six months after the adoption of this Resolution. A proposition to amend Section 10 of Article 6 of the Constitution to read as follows: Article 6 Section 10, Terms of office. The terms of office of Supreme and Appellate Judges and Circuit Judges shall be six years, and of associate judges four years. Schedule. Any Supreme or Appellate Court Judge elected or retained at the general election at which this Amendment is adopted or at any earlier election, shall complete the 10 year term for which he was elected or retained as provided for before the adoption of this Amendment. Section 2, Due process and equal protection. No person shall be deprived of life, liberty, and property without due process of law nor be denied the equal protection of the law; provided that nothing contained herein or elsewhere in this Constitution imposes upon the State of Illinois, its political subdivisions, agencies or instrumentalities, nor upon any unit of local government or school district, nor upon any Board, Commission, or official thereof, any obligations or responsibilities which exceed those imposed by the Equal Protection Clause of the 14th Amendment to the United States Constitution with respect to the use of public school assignment or public transportation. In enforcing this Section or any other provision of this Constitution, no court of this state may impose upon the State of Illinois, its political subdivisions, agencies, or instrumentalities, nor upon any unit of local government or school district, nor upon any Board, Commission or official thereof, any obligation or responsibility with respect to the use of pupil school assignment or public transportation, (1) except to remedy a specific violation by any such party that would also constitute a violation of the Equal Protection Clause of the 14th Amendment to the United States Constitution, and (2) unless a federal court would be permitted under federal decennial law to impose that obligation or responsibility upon such party to remedy the specific violation of the Equal Protection Clause of 17 54th Legislative Day STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE June 2, 1981 the 14th Amendment of the United States Constitution. Except as may be precluded by the Constitution of the United States, every existing judgment, decree, writ, or other order of a court of this state, whether rendered, which includes provisions regarding pupil school assignment or pupil transportation, or which requires a plan including any such provisions shall, upon application to a court having jurisdiction by any interested person, be modified to conform to the provisions of this Section as amended, as applied to the facts which exist at the time of such modification. In any actions or proceedings arising under or seeking application of the Amendment to this Section, all courts, wherein such actions or proceedings are, may hereafter be pending, shall give such actions or proceedings first precedence over all other civil actions therein. Nothing herein shall prohibit a school district from voluntary contributing or commencing a school integration plan after the effective date of this Amendment to this Section. In amending this Section, the General Assembly and the people of the State of Illinois find and declare that this Amendment is necessary to serve compelling public interests, including those to make the most effective use of the limited financial resources now and prospectively available to support public education, maximizing the educational opportunities and protecting the health and safety of all public school pupils, enhancing the ability of parents to participate in the educational process, preserving harmony and tranquility in this State and its public schools, preventing the waste of scarce fuel resources, and protecting the environment.
