The short stubby fellow will be my introduction. If he looks like Ulysses S. Grant, he's only...he only has three stars on. I understand finally he earned a fourth. If he looks like Ulysses S. Grant, he is. And I gave him the test of proof. We were in the Speaker's office a few moments ago, and the test of proof was a bottle of Jack Daniels almost empty. And, he said sometimes he can get lost in the crowd, but not always. He has some words that he would like to pass on, so, at this point, we'll give you General Ulysses...excuse me, the 18th President of the United States, General Ulysses S. Grant."

"Thank you. Can you all hear me? At ease. That means sit down. Can you all see me? Most people think that Grant was eight feet tall, rode a stallion charger everywhere. Not true. General Grant was a very short individual; my stature, only five, eight. At his very own reception and becoming the General and Chief of the Army in Washington, D. C., he was inside the reception room for five minutes before anyone could recognize him. I first came to Springfield in April of 1861, for much the same reason as many of your constituents come to Springfield to see you. I was out of work and looking for a job. There was a war going on. I was a college graduate. I was able, available and looking for work. And my Congressman pulled the classic line for me. He pointed me out to the Governor and said to the Governor, 'If you give that man a job, I'll owe you one.' It turned out to be one of the greatest political appointments in history for, in three years, I was running half the country and, in seven years, the whole of it. People have acclaimed to me as a great military genius for my victories at Shiloh and at Vicksburg. I intended to capture Lynchburg, Tennessee and drain the South's economic reserves, personally. As many of you may know, Lynchburg, Tennessee is the home of the Jack Daniels distillery. Governor Thompson would appreciate that. My adjutant says I smoke too many cigars. I actually am a pipe smoker; however, a newspaper man - are you familiar with newspaper men - from Cincinnati, reporting on the events of the battle of Shiloh, saw me calmly sitting on my horse, chewing on a cigar. And so, it appeared in the headlines across the country, after the battle that General Grant won Shiloh calmly sitting on a horse chewing on a cigar. And, a grateful public sent me thousands upon thousands upon thousands of cigars. After 120 years, I still have three boxcar loads left. In your next campaigns, if any of you would wish to have some cigars, buy me a drink and I'll share them with you. Do you read newspapers? I read newspapers all the time; follow them regularly. They always tell me what I'm supposed to be doing. They have all my strategies published well in advance, so that my army knows exactly where they are going and what they are supposed to be doing when they get there. You too should follow newspapers' advice. Look what it did for me. If you have been following newspapers, you will know that President Lincoln and I are here today to invite all of you to attend Lincoln Fest, Fourth of July Weekend, Saturday and Sunday, here in Springfield. I'll be in my old second-floor office at the Old State Capitol Building on the courthouse square. I'll be shaking hands, kissing babies, having my picture taken, electioneering in general, you know. "Fellow Members, I'm very proud to present to you, the 16th President of the United States. However, I've had a lot of similar experiences. As County Clerk of Sangamon County, the office I occupied was the previous office of our 16th President. In my keeping was the original application of his marriage license and Mary Todd's. And finally we have him to thank here in Springfield, for bringing us the state capitol, I think. One thing I would like to say, I'm proud to represent, and I'm sure Mr. Smith and Mr. Kane are too, the same district that Abraham Lincoln represented in this General Assembly. I take great pleasure in presenting to you, the Honorable Abraham Lincoln, 16th President of the United States."

And as such I think it would be a mistake to go ahead and spend that money, and I would request that the Sponsor withdraw the Motion to recede from Amendment #1."

"Representative Matijevich on Senate Bill 1669."

"Mr. Spe...Mr. Speaker and Ladies and Gentlemen of the House, on the Motion to recede, I would plead with all of the Members, Democrats and Republicans, to vote against the Motion to recede. And I...I make that plea on what I think are very logical grounds. Next week the Appropriations Committee is considering the appropriation for the Department of Mental Health. We...We're going to go in to those issues of the closures of Dixon and Bowen. The court is going to, soon, have an order with regards to Bowen, we're sure of that. We have the matter of the closure of Dixon right now in litigation with regards to keeping Dixon open. If we vote to recede, we are ratifying the closure of those facilities. I don't think that it's logical to do that at this time. Also I would urge the Members, many of you are aware I know that there...there is no program where these young people at Dixon, for example, are going to be placed in what we would call suitable facilities in certified beds. That I think is a great mistake to...to those individuals. This week in the Appropriations Committee...next week I should say, we are going to hear from the President of the Dixon Parents Association Group, for ex...example. For us to take this action with only three weeks in the end of the Session 12  STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 123rd Legislative Day June 10, 1982 where, with only the Fiscal Year '82 coming to a close, when those monies really can't be obligated in that short time that we've got in this fiscal year, I think, is really nonsense. So, I would urge the Members on both sides of the aisle to vote against this Motion to recede, and we can go to a Conference Committee and, probably by that thing...by that time, some of these issues with regards to closure may be a little clearer. But really the only logical thing to do at this time is to vote 'no' on the Motion to recede. Thank you."

"Yes, Mr. Speaker and Ladies and Gentlemen of the House, I voted for these Amendments when this Bill passed over to the Senate. And I would suggest that we follow the lead of Representative Wolf, and we do recede from the Amendments and put this Bill in the proper posture so that the money can be made available. Now the Governor's gone up relative of the Dixon situation, the Governor has gone, Monday of this week, to the City of Dixon and made a...had a very formal announcement there. And they're going to have a medium security prison, 750 beds, and another one for 450. And it involves something like 30 million dollars, give or take, and that's all part of the appropriation process. I think the appropriate thing to do at this particular point in time is to follow the lead of Representative Wolf, and put this Bill in the proper posture so this money can be made available immediately. And I would think that we would vote with Representative Wolf on this particular situation. Thank you, Mr. Chairman (sic - Speaker)."

"Thank you very much, Mr. Speaker and Ladies and 13  STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 123rd Legislative Day June 10, 1982 Gentlemen of the House. I stand in opposition to rescinding this Amendment, as well as the following Amendment that I sponsored, on the same question. I think you will find that the existing Amendment addresses the Adler Center. The following...the other Amendment, on the recision, is the Dixon Developmental Center. What you have in this situation is capital funds that will be used to duplicate the existing services at the facilities. The Governor did come to Dixon, but he said at Dixon, he does not have any funds available for a correctional facility. He made that public. He also said that he only has a portion, probably three to four months' worth of funding, in the Mental Health and Developmental Disability Budget. By keeping this Amendment in, we are following the judicial decree of Judge Staniec, at the Dixon Developmental Center, which is a composite of the same situation under Mr. Wikoff. I respectfully request a 'no' vote on this and the following Amendments for recision."

"A year ago, in the appropriations process in one of the probably...special presentations, people and parents, personnel and others who've worked and been benefitted by Adler over the years, made their presentation to the appropriate Subcommittee and Committee, and convinced both Legislators and the Administration that Adler's own clinic serves a unique purpose with unique resources for unique kind of people at a very low cost. The Governor, as I understand it, this afternoon is on his way to both Meyer and Adler for a tour of the facilities and, without trying to prejudge what the Governor would do in response to that, I think he has shown as he did a year ago, an interest in at least looking very carefully at a situation that seemed once decided. Adler - I can only speak for Adler because 14  STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 123rd Legislative Day June 10, 1982 it's in the area that I represent, and I think there are probably other Legislators who will tell you with respect to the other two facilities, the same thing - is a very special and probably...absolutely unique institution whose preservation I think is essential to supplying services to the people of Illinois, the parents and others...children who really need it. And for those reasons and for the reasons that I think Representative Matijevich and Wikoff and Mautino and others have alluded to, I would urge very careful consideration of this Motion, and a 'no' vote on the Motion."

"Ladies and Gentlemen of the House, last weekend I had the opportunity to be with the Association of Retarded Citizens. There are a great many people that are very concerned about Adler and the Dixon closings. The biggest beef is that the Department of Mental Health and Developmental Disabilities had no plan in order to transfer these people away from Adler and Dixon. In other words, Ladies and Gentlemen of the House, there is absolutely no plan to make this transfer. What will happen is, they are 15  STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 123rd Legislative Day June 10, 1982 taking recreation rooms of other mental health facilities throughout the State of Illinois; they're putting arbitrary dividers between them. And if it had not been for the untimely transfer, had nothing to do with the closure of people of the Tinley Park, none of us would have known about that. Now, the Governor has set up a...a task force of sorts, to try to monitor these transfers. But it is not a good program. It is not well thought out. It is not planned. It is not with the input of the Association of Retarded Citizens, or the parents, or the staffs. So this is a very poor management for both the residents, the staff and in terms of just good government. And for that purpose, in terms of those people which we ought to be concerned about, you ought not to be voting 'yes' on this Motion to recede."

"First, I don't see this as a vote to ratify the closure. The Governor is going to Adler. If he changes his mind, as I personally hope that he will, there's plenty of time to deal with that. In fact the work at Meyer is almost done, and this simply appropriates the money. The work at Meyer will be very valuable to that facility, whether or not Adler closes. On the one hand, they tell us that we shouldn't make the decision to cl...or that we shouldn't be voting this capital money until the decision is made definitely to close the facilities. But then, when we talk about closing the facilities, which everybody on this floor knows that we've got to close some of these mental health facilities, when you talk about that, they say, 'Oh my gosh, you can't close the facility because the receiving facilities are in such lousy shape'. Now you can't have both ends of the pipe at once. We are simply dealing here with a couple of things. This Bill provides grant money, which your local community mental health agencies need, and indeed the checks are a couple of weeks overdue. Number two, it provides capital money for Shapiro and some other facilities which have nothing to do with the fact that Dixon or Bowen or Adler may close. And number three, it provides the money to pro...put the receiving facilities to which the kids would move, into decent shape. You keep reading in the newspapers about how you can't make the move because the receiving facilities are in such bad shape. All in the world we're dealing with here is an attempt to put them in decent shape. The money will be useful to those facilities whether or not the decision finally is made to move. You all know that at some point we've got to deal with the fact that we have too many state mental health facilities. The system is over-built for the number of people currently in institutions or who are ever again going to be in mental health facilities in this state. I would strongly urge 'yes' votes on this Motion. I know it's not easy. I know the other side has an emotionally appealing case. There is still some room for maneuver when we deal with the FY'83 budget, particularly in my opinion on Adler. Now, a Bill that is much different than the one that's sent to the Governor has been put forth. The Bill in its present form, 26  STATE OF ILLINOIS 82ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 123rd Legislative Day June 10, 1982 is strongly opposed by the AF of L-CIO and by working men and women throughout the state for the simple reason that President Reagan has already given away the store. Most corporations in the country next year and by 1985 will be paying no federal taxes. And the intent of this Bill is to allow them to pay no state taxes. Everyone knows the condition of the state economy right now. We could...we desperately need 100, 200, 300 million dollars more just to provide adequate services to our constituents. And this Bill in any form is simply going to provide more tax giveaways to large businesses. There is nothing in this Bill that is going to stimulate the small business. There is nothing in this Bill that is going to alleviate the burdens on the small business man. There is nothing in this Bill that is going to help open financial markets to the entrepreneur or to the small businessman that wants to finance a risky business. This is simply going to allow ongoing businesses to further deduct taxes from their...from their state tax obligations, and leave the state with less money than it has now. If we really want to address the business, if we really want to address the tax climate, what we should do is decouple from the federal tax; use some of that money to rebuild our inter...intra-structure in the cities to rebuild our streets and our bridges and our sewer systems, refund our educational system. And that way, we can attract a large and small businesses. But, to simply continue down the line of Reagan, to continue to bankrupt not only the Federal Government, but the State Government and the city and county governments and the school districts, is no answer to our economic problems. I don't think that this Bill deserves a hearing on the House floor. "Mr. Speaker, on page four of the Calendar, there's a House Resolution 212 of which I am the Chief House Sponsor. It passed the Executive Committee last spring, and the Speaker has failed to call that particular Amendment. My purpose in rising today, Mr. Speaker, is to inform you, particularly, and other Members of the House that we've had further problems with the Kaleidoscope Program in Bloomington that you, not too long ago on the floor of the House, when we passed DCFS Appropriation Committee, made the statement that they're doing a fine job. On May 14th, we had another case where an employee of Kaleidoscope raped one of the wards of the State of Illinois, a 14-year-old girl. This is the second time, Mr. Speaker, and I particularly wish you would listen. This is the second time that that has happened. We've had one person that a ward of the state, who robbed a bank in Bloomington, who was a ward of Kaleidoscope of which DCFS is so proud of that particular private organization, that they place these children in these homes. We've had two of those wards of the state, Mr. Speaker, burn down one of the local lumber yards, and I could go on and on. Finally, Mr. Speaker, even though you have defended this Department explicitly on many occasions, finally, under House Resolution 776 that passed in 1978, the Illinois Legislative Investigating Commission has asked for the police department report on the last rape case on May 14th in Bloomington. My purpose, Mr. ... really, Mr. Speaker, is to ask you and ask the real Speaker to reconsider their position on DCFS. We're having our own Investigating Commission, under our child abuse investigation Resolution, investigate the R Wards of the State of Illinois, and we continue to fund and say that DCFS is doing a great job. And we continue to fund Kaleidoscope. My point, Mr. Speaker, is that I will be asking you and the Speaker, George Ryan, to call that Resolution next week at any time you want. Today, obviously, is not a very good time to be doing that, but I will be asking you to call that Resolution because we just cannot continue to be responsible, if we're responsible Representatives, to fund that Department that, in turn, funds Kaleidoscope Incorporated that does not - and I drive by one of their homes every day, Mr. Speaker, does not provide supervision. It's very evident that they don't provide supervision. It's time we quit funding that organization, and I hope that you will call that Resolution for consideration. I'd just as soon put my name, and I hope one person would join with me, and Representative Giorgi says he will, as a dissent and journalize that dissent on the floor of the House. What I objected to yesterday and what I object to today is the feeling that, as a Member of this House, that this issue is being made sort of a circus, and the Chair sort of, quotes, 'stretched us out'. That's what bothered me. The Speaker of the House, yesterday, knew that he had to make a ruling of germaneness. Knowing what his ruling was going to be, he stretched us out. He made a mockery of the process by calling probably on a dozen persons on the main issue. That made a mockery of it. If he really was going to rule the matter nongermane, he should... or germane, he should have done it right there and get to that issue; but, no, he chose to make the whole issue a type of circus atmosphere, and then ruled on the germaneness. And I thought that was very cruel to all of us, as individual Members, and now I felt the same thing when Diana got up; that you were, quotes, 'stretching it out' and sort of making it a joke, and I dissent to that. And I'd ask that my dissent be recorded, and now I'd ask that the issue, the Resolution be moved."

"Mr. Speaker, I will keep my comments as brief as Representative Matijevich, but the fact that we do have a process going on here of some historical significance I think requires that the record be set correct each time somebody makes an allegation about the fairness or the lack of fairness of the procedures in this House. What the Chair has been inquired of is when there will be a vote on whether it takes a Constitutional Majority or an extraordinary majority to ratify the Equal Rights Amendment. That is something that can only be brought to this floor from the Rules Committee of the House of Representatives. It seems to me extraordinarily unfair for anybody to suggest that something other than a majority of the Rules Committee should dictate whether that should come to this floor. If majority rule is what they seek, then they have to accept the concept of majority rule when it runs against them. The Speaker has consistently given them every opportunity to amend, to vote on those issues, and they've lost. I think that he has extended fairness again today through you sitting in the Chair trying to move this thing to Third Reading so that it can be considered whenever the Sponsors choose to consider it. I wish every time the ERA issue came up that those on your side of the aisle would quit making it a partisan issue. I would like to see it passed. What you are doing, in the long run, is going to harm the issue to the point that nothing will be accomplished. I would appreciate, and a number of us on this side of the aisle would appreciate your remarks staying on the issue and refusing to enter into this charade of constantly haranguing us about your rules that you voted for."
