House Joint Resolution Resolved by the Senate and the House of Representatives of the United States of America in Congress assembled, two-thirds of each House concurring herein, that the following Article is proposed as an Amendment to the Constitution of the United States and shall be valid to all intents and purposes as part of the Constitution when ratified by the Legislatures of three-fourths of the several states therein... within seven years of the date of its submission by Congress: Section 1 For the purposes of representation in Congress, election of the President and Vice President, and Article V of this Constitution, the District constituting the seat of government of the United States shall be treated as though it were a state. The latter shall therefore become Acting Governor with the duties and powers of the Governor. When the Governor is prepared to resume office, he shall do so by notifying the Secretary of State and the Acting Governor. (d) The General Assembly, by law, shall specify by whom or by what procedures the ability of the Governor to serve or to resume office may be questioned or determined. The Supreme Court shall have the original and the exclusive jurisdiction to review such a law and any such determination and, in the absence of such a law, shall make the determination under such rules as it may adopt. Section 7 - Vacancies In Other Elective Offices.
