"Mr. Speaker, Amendment #1 offers to include the word 'stenomask' in this Bill. And, basically, the purpose of it is, it is to permit in the State of Illinois the use of a gadget which you cover your mouth and speak the words of the court proceedings onto a recording. Presently, shorthand is taken, and the words are then repeated later 11  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 on in dictation and then typed out. Many times there are errors or omissions, and this system has been proven as to be very efficient - efficient to the extent that its endorsed and used in the State of Missouri, the State of Florida and several other states. The armed services use it in their court proceedings, and it eliminates one step of the recording of court proceedings. And I would ask for adoption to Amendment #1 to House Bill... Senate Bill 239."

"Gentleman moves for the adoption of Amendment #1. On that, the Gentleman from Cook, Representative Cullerton."

"Thank you, Mr. Speaker and Ladies and Gentlemen of the House. I reluctantly rise in opposition to the Gentleman's Amendment. As the Chief Sponsor of the Bill, I can tell you that the Sponsor in the Senate I have conferred with in regard to this Amendment, and he also is opposed to the Amendment. The Bill concerns the regulation of shorthand reporters. The Amendment deals with stenomask. It's the position of many that stenomask is not a legitimate form of court reporting. They are just simply people who tape a proceeding then type the proceeding, as opposed to a court reporter. This is a very controversial subject matter which perhaps should not be argued under these circumstances. Perhaps if this was proposed as a Bill, it could be considered by a Committee, and the arguments could be brought out from both sides in a Committee. But here we have a Senate Bill which is over in the House for our consideration on the House floor. It would be, in my opinion, a much wiser procedure to defeat this Amendment which, I might add, a similar Amendment or identical Amendment was proposed in the Senate and, with the support of the Sponsor, was taken off. "Well, Mr. Speaker, the Amendment, if it's attached to the Bill, would not force the courts of this state to use the stenomask. It would permit the use of the stenomask. As I mentioned previously, it eliminates one of the steps in the court recording proceedings, and it eliminates the possibility of errors or omissions in the court proceedings. And the courts themselves could decide whether or not to use it. Right now, the state law does not permit the use of it, and all we're trying to do is to put the Amendment on the Bill so that it would be permissive. I would think that if we put the Amendment on the Bill and the Senate Sponsors wanted to argue about it, maybe we'd get in Conference Committee and get the two sides together. It would then be back up before the public to be discussed again, and we could at least hear some of the benefits of the argument that the Senate has heard. The Senate actually put the Amendment on the Bill in Committee and took it off on the floor. So, I would ask again for your support for this Amendment."

They have the building. They have the company. They have the staff ready to go, and I think it might be a good idea to let them go ahead and see what develops out of this, instead of spreading out the program to all the universities in the state which are not prepared. Southern Illinois University was there, and they said, well they thought it was a good idea. They didn't have any company they were ready to work with. They didn't have a building. They didn't have a staff. So, I think, at least temporarily, it would be well to delete SIU from this program until we've at least had a chance to see how it works with the University of Illinois on a one-shot deal. So that's my Amendment. It merely deletes SIU."

"Mr. Speaker and Members of the House, I reluctantly rise in opposition to the Amendment. The Bill, as it left the Senate, provided for the possibility both for the University of Illinois and Southern Illinois University to participate in programs of this sort. The legislation really comes about in the hopes that we can provide research park developments throughout the state to help to link industry, education and business so that we can have a more productive economy. One of the studies that was done indicated that there ought to be three centers in the state; one in southern Illinois, one in central Illinois and one in Chicago. With the two university systems coming under this Bill, it would put the mechanism in place for those three centers to be 20  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 established, even though there may not currently be an active project under consideration in one of those locations. "Thank you, Mr. Speaker, Ladies and Gentlemen of the House. I, also, rise in opposition to this Amendment, and I certainly concur with the previous speaker for the... and the reasons that she has given. But Senate Bill 713 has a simple and clear purpose. Its passage will make it easier for the University of Illinois and SIU to work closely with other universities and with business and industry to accelerate economic development. The legislation would encourage the university to take the lead in developing productive partnerships through industrial or technology parks. Such parks could have a major impact on the economy in the Chicago area where the University of Illinois has immediate plans. SIU's plans are not quite that definite, but there is a distinct possibility that high technology parks will be proposed in central and southern Illinois and perhaps also in the metro-east area. In any event, this Bill... what this Bill does is to encourage the university and business and the industry to work more closely together in the cause of economic development. I don't quite understand why my friend from across the aisle would want to eliminate the possibility of having this program be a part of our efforts to improve the economy of southern Illinois, and I urge a 'no' vote on this Amendment."

"Thank you, Mr. Speaker and Ladies and Gentlemen of the House. I've been in the chamber now for nine years and about six of them I sat beside the distinguished Gentleman from Centralia who is my good friend and my buddy. But on this issue I do have to disagree with him. He probably does have good intentions in why he's offering the Amendment, but I think those of us who are in the SIU region happen to believe that giving the just substantive legislation to allow SIU, later on down the road if they find it necessary, to set up a high technology industry type program to help high technology industries in the southern part of the state. There is no appropriation Bill for Southern Illinois University. There is for the University of Illinois, but not for SIU. This is merely substantance (sic) substantive. It says that two years, five years, ten years, six months down the road, if SIU chooses, if the timing is right, everything is right, then the legislation is on the books to allow them to go into the area of high technology education. So, therefore, I would respectfully urge the Membership to vote against my colleagues Amendment here and help us preserve the legislation as it came out of Committee."

"Thank you, Mr. Speaker. I would encourage the Members of the House of Representatives to vote for Representative Friedrich's Amendment and the effect of that would be take SIU out of this Bill. As I listened to or I heard - I was not in Committee - but the reports of the testimony that were given in Committee showed that SIU really is not interested at this time in going ahead with a research park, and it would be much better to have an institution downstate that has an active interest in pursuing this subject matter than to place an institution in this Bill 22  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 that really does not want to do this category. "Mr. Speaker and Members, I think Representative Vinson knows where we are on this Amendment and the next Amendment, and it's clear that the people came before the Committee from both the U of I and Southern to express their interest in this Bill. It's clear that Southern does have an interest, at this time, that's ongoing in this Bill. They testified, on the Bill, for the Bill. They answered very complex questions, I might add, for quite a period of time. Representative Younge was not there, as she indicated. I would indicate, too, that East St. Louis, all be it in the next Amendment, I think is somehow intertwined with this one. I think SIU should stay in the Bill for the reasons aptly cited by Representative Winchester. The Bill had a fair, extensive hearing in 23  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 questions in Committee. I think this Amendment and the subsequent Amendment ought to be defeated; number one, because this Amendment I think is, while possibly conceived in the mind of the Sponsor as a good idea, I think it causes us a problem. Because of the reasons cited by Representative Winchester, it ought to be defeated. The Bill ought to be kept in the shape it's in now without any changes, and I would ask for your 'no' vote on Amendment #1."

In some point in time we might want to do it. We don't have building. We don't have a staff. We don't have a company.' I think, at some point in time, we might want to open it up to all universities and I think broaden it that way. But I think, at this point in time, we ought to go with the University of Illinois which has a program, a staff and a building and see how it works. I think it has an excellent of chance of surviving. If it does, certainly there's no problem putting SIU on it next time. I hope you'll support this Amendment, and I would appreciate a Roll Call."

"Thank you, Mr. Speaker and Members of the House. 25  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 Amendment #2 would give the Sangamon State University and State Community College in East St. Louis the right to establish a research park along with the University of Illinois. The State Community College... or the community college systems ought to be a part of research and development in Illinois, and Sangamon State has agreed to make some of its scientists available, along with Washington University, to establish a high technology capacity in the East St. Louis area. The State Community College staff and its President have been working with private industry with McDonnell-Douglas and Monsanto Chemical to lay the groundwork necessary to use some of the land in and around State Community College for industrial park development. The St. Mary's Hospital, which is interested in medical scientific research, has agreed to make one of its buildings available for the site of the research park. And I believe that the factors are in place, and the parties are in place to proceed immediately with a scientific research effort in the East St. Louis area, therefore, capturing the market in reference to this subject matter in downstate and in the southwest metropolitan area. Therefore, I ask for the approval of this Amendment."

"Over the last several years, Representative Vinson, on our side, and Representative Matijevich, on the other side of the aisle, have advised me that I'm most effective when I don't... when I don't overreact to things. So, I'll try to be low key in my response to this Amendment; but, frankly, trying to equate and put Community College... State Community College of East St. Louis in a Bill with 26  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 the University of Illinois and SIU that have the facilities, or at least U of I does, to operate these institutions, where the mechanism is already set with the recommendation of the Governor's Commission is such that those two institutions are the proper institutions to carry these on. And to try to add this other institution to this concept just doesn't make any sense at all. And with all due respect, I know, to the well intentions or the good intentions of the Sponsor, again as we said on the last Amendment, the Bill came out of the Senate in a form that everybody feels will be productive for the state, for the universities involved and for private industry. If the program works well, certainly the opportunities exist in the future for expansion, but right now to change the whole thrust of this Bill and to put a community college in where no facilities exist and where there wouldn't be any basis, whatever, for including that institution under the arms of this Bill just doesn't make sense. And for that reason and as a hyphenated Chief Sponsor of this Bill with Representative Satterthwaite, we would respectfully urge a 'no' vote on the Amendment."

"I mentioned that Sangamon State University has agreed to assist, as a four-year university, the State Community 27  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 College in its efforts to develop an industrial park and in its efforts to develop a research park. I am... What I said was that I have that understanding with them, and they have agreed as a... They do have staff there now in various capacities, and they have agreed to pursue a high tech research opportunity and thrust in the East St. Louis area with the State Community College."

"You mean that Sangamon State would take its research people and go to East St. Louis for their indust... for their research park?"

"Yes, Sangamon State has agreed to make available three PhD's who will help to develop a high tech research capacity along with the State Community College in conjunction with the St. Mary's Hospital at a building owned by St. Mary's Hospital."

"It... However, it does not say that anywhere in the Amendment."

"The Amendment seeks to give the State Community College the authority to own and operate industrial parks, just as the rest of the Bill seeks to give the University of Illinois that authority. The point being that creativity exists and scientific capacity can exist at our community colleges along with the four-year institutions, if we would adopt the policy of permitting the four-year institutions to join with the Community College to make those opportunities available to the regions where there is an opportunity to join with private industry to have a research park and a research capacity. And I think that you should look upon this as a great opportunity for the State of Illinois, in particular, the students in Community College. There are magnificent things going on in the various community colleges all over this state. For example, Triton is doing robotics. State Community College 28  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 right now is doing computers. There are other examples where various types of biological research are going on, and the only request in this Amendment is that you permit this State Community College, this community college, to join with a four-year institution that has asked to join with them to develop an industrial research capacity in the East St. Louis area."

"Representative Younge, not to belabor the point any longer, but I represent the Springfield area where Sangamon State is located. I have never heard Sangamon State express an interest in this, although I'm sure that they have discussed it with you. Is there authority for Sangamon State to cooperate with the Community College without us giving them the authority in law?"

"There is authority. The Sangamon State is cooperating with State Community College in other subject matter areas. They hold seminars, and they hold courses. What is asked here is for the permission to develop industrial parks and research parks. That is an entirely new category. And just as the University of Illinois is coming in for a specific authorization, it is necessary for the Sangamon State and for the SCC people to come in for that authority."

"Yes, Mr. Speaker and Members of the House, I wish to rise in opposition to the Amendment. The Committee that this Bill came through has heard a number of Amendments and Bills from the Lady from East St. Louis, given her many hours of consideration. Now we come to a Bill that's worked out - a Bill, I think, that has merit that's all the way through the second House to Second Reading and only now do we see this Amendment. It could have been introduced earlier as a Bill. I also think, if you look closely at the Amendment and the Bill, you will see that while the Bill provides specific authority with regard to the powers and duties of SIU and its Board and, as well, paralleled to that, U of I, that this Amendment does not make that sort of power and duty provision for Sangamon State. There may be some agreement between Sangamon State and the East St. Louis Community College, but clearly this Amendment only grants authority, in addition to the U of I and SIU, to East St. Louis. It does not at all amend, in any way, shape or form, the Sangamon State powers and duty Section. It does not extend even to them the ability to cooperate with regard to the program, in any way, shape or form. This Bill is in good shape now. This Bill ought to stay in the shape it's in now. This Sponsor has had ample opportunity to present her own Bill in Committee. Time and time again we've heard her Bills, some very meritorious, I might add, that we put out. This doesn't happen to be one of them. We ought to defeat it."

"Mr. Speaker and Members of the House, I reluctantly rise in opposition to this Amendment, also. I know that the Sponsor of this Amendment has tried in many ways to do things to enhance the life of her district and 30  STATE OF ILLINOIS 83RD GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 59th Legislative Day June 8, 1983 be able to provide employment for her constituents. I think there are other pieces of legislation going through the process that more appropriately address that. Again, I tell the Members that this Bill was introduced as a result of the Governor's Commission on High Technology which specifically recommended the three locations where it was feasible for this kind of a research park development to occur within the State of Illinois, and I would ask for the Members' cooperation in keeping the Bill in that appropriate form responsive to that study by voting 'no' on this Amendment."

I believe that it is appropriate for community colleges to be involved in industrial and research parks in those instances where private industry has indicated an interest and the fact that it will cooperate. I believe in those instances, too, where the assistance and the help of four-year universities that have a graduate capacity, if that help can be along with the research people, if that help could be available to our community colleges, I think that what we ought to do is to expand the thinking and let things happen in other places other than just the University of Illinois. Our effort and goal should be to develop all sections of our state. Our efforts should be to develop those areas that are severely depressed. I think that you ought to think carefully about the possibility of putting into place a vehicle that will bring research to community colleges that have land around them and have in place the intent for private industry to join with them to help to develop research. If we allow our school district to go on a four-day week, we will find either that children are not being appropriately supervised on the fifth working day of the week, or people who otherwise would be on the job will be absent that fifth day of the week in order to stay home to take care of young children. I don't think either of those consequences is desirable. I don't think that we should be permitting this kind of option to our school districts, and I would oppose the Amendment."
