Resolved, by the House of Representatives of the 84th General Assembly of the State of Illinois, the Senate concurring herein, that there shall be submitted to the electors of the state for adoption or rejection at the general election next occurring at least six months after the adoption of this Resolution, a proposition to amend Section 1 of Article X of the Constitution to read as follows: Article X, Education. Section 1. Obligation. Free Schools. A fundamental obligation of the people of the state is the educational development of all persons to the limits of their capacities. The state shall provide for an efficient system of high quality public educational institutions and services. Education in public schools through the secondary level shall be free. There may be such other free education as the General Assembly provides by law. The state has the primary responsibility and obligation for financing the system of public education. Therefore, the General Assembly shall annually appropriate and the state shall expend more than one-half of the total sum of all funds expended annually by the state, local governments and the Federal Government for the financing of public education through the secondary level of the state. For the purposes of this Section, funds expended by local government for the financing of public education through the secondary level in this state shall include revenues derived through or by municipalities, units of local government and school districts from whatever source, including corporate, personal property replacement taxes 6 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 7th Legislative Day February 21, 1985 which are expended for public education through the secondary level. For the purpose of this Section, funds expended by the Federal Government for the financing of public education through the secondary level in this state shall include revenues of any type derived or received from the Federal Government. The state shall, as needed, raise the rate of taxation of one or more taxes currently imposed by the state and levy and collect the funds derived therefrom or institute new sources of taxation and levy and collect funds derived therefrom to meet the public education funding obligation imposed by this Section.
