"Thank you, Mr. Speaker, Members of the House. What a privilege and an honor it is today to stand... and you all look beautiful from up here. I never realized that you were so beautiful people. Down there, you kind of miss it, but up here you can look right into your eyes and see the sincerity in there, and the letters that I got in the mail worrying about my illness. It shows you what a newspaper can do. They say, 'because of a recent illness.' Now, do I look sick to you today? I'm telling you, these people get you dying. I retired because I'm 78 years old. Josephine Oblinger is not going to finish her term, so we're going to work together with the senior citizens. We're not going to give up on that, and I personally want to thank the Speaker, Jim McPike, Gary LaPaille, all the staff for all that they've done for me all the years I've been here, and I don't hesitate to say that Lee Daniels is one of my personal friends, and I didn't hesitate to vote for certain Republican Bills when the Democrats raised hell with me. And our Leaders here on the Minority side, I'm going to miss you all, the House Members, Sue Leonis of the Governor's Office. What a staff. And all the other agencies, I'm going to miss you all, but I got the reassurance that, John, all is not lost. Write to us. Let us know if you have any problems. So, with that, I'm so happy that I'm able to stand up here and look you in the eye and face you and get the newspapers to correct that thing that Vitek is retiring because of illness. I've got... Since I lost Mary, and you honored me with my 53rd wedding anniversary, and believe me, that was one of my greatest days, when they surprised me with it, and when I lost Mary a year ago July, driving down here in the wintertime, I used to fall asleep. "Proclamation, Special Session, 84th General Assembly, Second. At the conclusion of the 1985 Regular Session of the General Assembly, important issues concerning the Metropolitan Fair and Exhibition Authority remain unresolved. These issues need to be addressed as soon as possible in order to ensure the timely completion of the HcCormick Place expansion project which is currently under way. Failure to promptly resolve these issues will delay badly needed economic benefit and jobs, not only for the City of Chicago, but for the entire state. Such delay would also be likely to further increase the final cost of the project beyond the overruns already experienced. Furthermore, the General Assembly ought to consider administrative changes of the Metropolitan Fair and Exhibition Authority Act, which will make the authority more cost efficient and accountable, not only with regard to the current expansion project, but also with regard to the Authority's general operation procedures. Significantly, with regard to the expansion project, the General Assembly should consider measures which Will provide the maximum possible assurance that this project will be completed in the most responsible, cost-efficient, expeditious manner possible. In addition to these issues, 11 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 72nd Legislative Day October 2, 1985 legislative action is needed to make House Bill 2472 effective immediately. Through an oversight, this important piece of legislation which, among other things, allows cultural institutions to obtain significant cost savings for financing capital improvements through the Illinois Educational Facilities Authority, would not have... would not have become effective until January 1, 1986. I have corrected this oversight through an issuance of an amendatory veto making House Bill 2472 effective immediately upon becoming a law. Accordingly, I urge the General Assembly to approve this change to House Bill 2472 as soon as possible. Failure to do so would delay several important projects which were already to proceed and put these institutions in jeopardy of losing some of the benefits intended by the Act, should market conditions deteriorate... Therefore, pursuant to Article IV, Section 5 (b) of the Constitution of Illinois, I hereby call and convene the 84th General Assembly in Special Session to commence on October 2, 1985, at 12:00 p.m. in order to consider: (1) Senate Bill 1454 and the Amendments thereto; (2) any other legislation or Resolutions dealing with the authorization of additional bonds for completion of McCormick Place Expansion Project, and appropriations needed for such project, and substansive legislations or Resolutions pertaining to the financing and operation of procedure of the Authority, and; (3) House Bill 2472 as amended... as amendatorily vetoed.
