"Mr. Speaker, I don't know if you recall it, but when last when we were in Session, and as we were adjourned, a number of Republicans were trying to get the attention of the Chair and we wanted to make an inquiry about certain procedures that had taken place in regard to Senate Bill 242, a Bill that dealt with school consolidation. And the Chair refused or neglected to recognize any of those Republicans in his rush to adjourn and run away from a Conference Report that had been placed on Members' desks on 242. The questions we sought to discuss in regard to school consolidation and Senate Bill 242, Mr. Speaker, were how it could be that a particular Conference Committee Report had been placed on Members' desks, signed by six Members of the Conference Committee - one of them was Mr. Sangmeister, one of them was M.J. Madigan, I presume that's the Speaker - and no Republican Member on either side of the rotunda had been notified of a meeting of a Conference Committee, Mr. Speaker. No notices had gone out. No notice had been posted. Nobody knew that such a Conference Committee had been called. As a matter fact no Conference Committee Report had been circulated among Republican Members of the Conference Committee. It just went to Democrat Members and then, amazingly enough, the Senate Sponsor of the Bill had'nt even requested that a Conference Committee be appointed and we get this thing signed by Mr. Sangmeister and a fellow by the name of Madigan. I think you are aquainted with him, Mr. Speaker. He's the campaign manager for a fellow named Stevenson, Adali and I just wanted to know, I just wanted to inquire whether this particular Conference Committee Report or punitive 2 STATE OF ILLINOIS 84th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 90th Legislative Day March 4, 1986 Conference Committee Report signed by Mr. Sangmeister, who I also understand has some relationship to the Stevenson Campaign and Mr. Madigan, whether that Conference Committee Report is an actual campaign document of the Stevenson Campaign and whether you continue to embrace that as the Stevenson Campaign position on education."

That has been the practice of this House all the time that I know about for years and yet I have a Bill, House Bill 12...1573, in Elections Committee. I have repeatedly asked to have that heard in Interim Study basis so that I could have it heard in this Spring Session. And with all respect to the Chairman Alexander, she called me and said, 'Well I'm not going to do that. We're going to hear the subject matter and you're not going to have any Bill.' Well whether the Bill passes or not I think I'm entitled to my rights and I think that other Members of this House are entitled to rights under the rules to have their Bill heard in Interim Study so it can get regular consideration.
