The Federal Congress and the Federal Tax Reform Act of 1986, among other things, reduced the corporate income tax rate from 46 percent to 34 4 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 16th Legislative Day percent. The public utility companies in... March 12, 1987 that operate within the State of Illinois are such corporations that will be directly... favorably impacted by that Act of Congress, SO that public utility companies that are now basing their utility rates through approval of the Commerce Commission on a... an expense item that had been in their rate base because of a 46 percent federal tax rate, will now only have to pay 34 percent of their corporate income to the Federal Government. As a result, there's a windfall or reduction in the amount that public utility corporations operating in the State of Illinois will have to pay to the Federal Government. For that reason, it would make sense that the savings ought to ... to the benefit of consumers. And in that spirit and with that thought in mind, House Resolution 17 as amended would provide for three things: number one, it would call upon the Commerce Commission to conduct a study to determine what exact savings will the utility companies receive as a result of the Tax Reform Act of 1986; number two, it would require the Commerce Commission to report those findings to the Economic and Fiscal Commission and to the Illinois General Assembly; and number three, that if, in fact, the study indicates that there will be a windfall in savings to the utilities, then in that event, the Resolution calls upon the Commerce Commission to implement proceedings whereby those savings will be passed along to the consumer, the people who pay for their natural gas, for their electric use, for their telephonne service. I would ask that the Body join me in supporting this House Resolution, and I would at this time, Mr. Speaker, vote for its favorable consideration."

He was one of the greatest speakers that we've had in this Body. He always had humor in his message, but he was always able to convey his point, and he was a very effective Legislator, and he would... will often be remembered for one of the greatest speeches that was given on this House floor, that being about the mosquitoes in southern Illinois, but he is also remembered for many others. And the people from Southern Illinois, they will long remember C.L. McCormick as they travel throughout the area, whether they are visiting a state 11 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 16th Legislative Day March 12, 1987 park, driving down the highway, or maybe passing by a correctional center or a mental health center. He had friends on both sides of the aisle, and he was a hard fighter, but one that was always willing to work out a compromise. C.L. McCormick will long be remembered in the State of Illinois and in southern Illinois."

"Speaker, Ladies and Gentlemen of the House, I'm not from Southern Illinois, but I served with C.L. McCormick. If you didn't know him, you really missed somebody, and as I happened to turn around. I noticed his district mate - as you know then, we had three in a district - Clyde Choate is back there, listening intently to what we're saying about C.L. McCormick, who is his friend and our friend. You really missed probably the best orator I've ever seen in my lifetime here in this Legislature. He was just a marvel to listen to. I mean to tell you I remember his speech on the state income tax, and everybody knows what type of issue that was back in '69. I mean, he would get to shouting to a point... to a fury, and then all of a sudden, he'd come down to a whisper. And when somebody just called his name out from the podium, C.L. McCormick, everybody just was quiet. They just waited to hear C.L. McCormick. His mosquito speech on the biggest mosquitoes ever in the world in southern Illinois, his love for everybody. I mean, he would tell people from Chicago, 'I vote for all your Bills.' And then he would go on to why he needed your vote for downstate Illinois. I think there's probably more rest 12 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 16th Legislative Day March 12, 1987 stops in southern Illinois than there is anywhere, and they... they can contribute that to C.L. McCormick. C.L. McCormick would like to know that everybody loved him, because he shared that love for every single person, and I just appreciate the fact that there were people like C.L. McCormick representing districts in the State of Illinois. I, for this side of the aisle, would like to naturally extend our deepest sympathies and condolences to the C.L. McCormick family. God bless you, C.L. You gave us some good times, here. You had us listen to you. You were both humorous and serious. You were one of the most effective Legislators I know, and may God eternally rest... his blessings rest with you eternally."

"Thank you, Mr. Speaker. C.L. McCormick was a guy who was all the things that all those people have said about him. It's difficult to say enough about what kind of Representative he was. There are not many of us around that remember or was here when the mosquito story was told on the floor of the House, but many, many of us who were not here know about it. C.L. didn't look upon us as Democrats and Republicans. He looked upon us as Members of the House of Representatives. He was a very effective Legislator. He not only represented his own district, but the one thing he did was vote in such a manner that made him proud to be a State of Illinois Representative. He represented the entire state from Chicago to Cairo and all included. He will be sorely missed, not only as a human being, but far and few between come Legislators such as C.L. McCormick. I think it can truly be said that this little man, short in stature, was certainly a big power in the State of Illinois, and truly represented his district, one that I think all of us can emulate in terms of what it means to represent the people of one's respective district. And I can recall any number of times when the Session would be a little bit draggy near the end of June, I don't think there was ever a time that anyone was ever asked to repeat his story on the mosquito as he did. And it was kind of an uplifting kind of a story that everyone really ravished in and enjoyed it. And certainly, we will... we will not miss him, we will long remember the activities that he provided for us in terms of leadership, but he was a person that had a unique ability to always know exactly where he stood on any issue. And it's true, he did have a compromising spirit, and certainly, I think it can truly be said that the State of Illinois is a better place to live because of C.L. McCormick being in the Illinois General Assembly."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House. To know C.L. was more than to just be an acquaintance. He would make you be a friend. That was typical of his character and his personality and his attitude and his love for his fellow man. I was honored, my brothers and I, to be a part of his program on his retirement in 1974 when he and the Honorable Clyde Choate retired. His love for gospel music brought us close together, and as I shared last week, a week ago today at his funeral in Vienna, the program for the funeral ended He was more with the congregation singing 'Amazing Grace'. 14 STATE OF ILLINOIS 85th GENERAL AS SEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 16th Legislative Day March 12, 1987 than just a community leader and a governmental leader recognized throughout the State of Illinois. C.L. McCormick, as I characterized his service, emerged during a time that I view as a renaissance of leadership for southern Illinois, the great Paul Powell years, Clyde Choate, and of course, C.L. McCormick. Those are the years that I envy and hope to follow in the right footsteps to become and, in just a small portion as effective. But to say that we have lost him is not correct, because his influence is still all around us. If he's touched your life in any way, you will remember him. And to this day, I believe the people of southern Illinois would join us all in saying that they sent their very best to Springfield. Thank you."
