"Well just briefly, Mr. Speaker, Ladies and Gentlemen of the House. I would like to express my gratitude to a whoever is responsible for these programs. The NCAA Tournament in New Orleans was only completed Monday evening and I don't know who rushed down there and got the Syracuse University Brochures and recycled them to be used as covers for our Rule Book here in the House. But in this day and age when we are really concerned about saving money, I think it is just wonderful, that somebody drove down to New Orleans and got these blue and orange books to be used as covers for our Rule Books. And I for one want to express my gratitude to whoever is responsible for this wonderful act on behalf of the people of not only this Body, but the entire state of Illinois. It's just a wonderful thing, and I hope we all are grateful for the effort that went into this. Thank you."

It applies to those vehicles that are produced after that date. So this didn't affect that at all. We just changed the word 'at' to 'on' and struck 'prior to introduction date' in line 15."

He are talking about the general public that buy masses of the light weight pickup trucks so we didn't feel it would be necessary to include the light weight commercial trucks so by raising from eight thousand to eighty-five hundred would clarify that. So we decided to do it."

"No Sir, it has nothing to do with the death penalty. In cases where there was not a death penalty... in cases where a death penalty was not indeed rendered by the court, the court at the present time, can sentence the offender only to 40 years imprisonment. What this would allow is that the court could extend that sentence to an additional 40 years. So allowing for a potential 80 year sentence."
"Okay, I was under the impression that a... well, maybe this is not appropriate. Do you know whether or not this offense, constantly or currently would be subject to a natural life penalty? Would that be an available option if the person were found guilty of this offense?"
"I don't believe so. I think, under the present statutory scheme, it's either death or 40 years imprisonment. At least, that's the incident that we had related to us in Committee, by Representative Ropp's witnesses."

"Thank you, Mr. Speaker. To clarify the last speaker's question. As I read the statute, where a defendant is 19 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 25th Legislative Day April 1, 1987 charged with a murder of a police officer or fireman, he may get the death penalty under a... Section 9-1, which is part of the murder statute. He may also be sentenced to natural life, pursuant to Section 1005-8-1(a)l, of the sentencing code. But he may not with that factor alone be sentenced to an extended term. And the Bill that Representative Ropp introduced said that there would be a mandatory extended term, where the victim was a police officer or fireman. Representative Slater's Amendment says the Court may sentence that offender to an extended term. So, I think what it's doing is allowing all of the options. It's allowing the death penalty, natural life, extended term or no extended term, with the passage of the Amendment. So I think it is in order and I would a... I would agree with the Sponsor to Amendment #1."

I just had a conversation with Representative Hojcik. I just wanted to put it on the record, as to what that conservation was about. So I don't know that there is any need to object, I just wanted to verify an understanding that I was planning on filing a Fiscal Note with regard to this Bill. I indicated to Representative Wojcik that I would not file the Note, and the Bill could go to Third Reading as long as there is an understanding that she would not call the Bill on Third Reading until a similar Bill, dealing with the same subject matter, also reached Third Reading, and the two could be called at the same time. I believe that she agreed to that. I just wanted to verify that."
