"Mr. Speaker, point of information. Representative Cowlishaw had a Bill before the Aeronautics Committee this morning and was not allowed to present that Bill as a Republican Bill. The Chairman, earlier this week, told Representative Cowlishaw that her Bill was a good idea and that he was willing to amend it or incorporate it into a Bill of his which had to do with the DuPage County Airport Authority. The gist being, Mr. Speaker, and the Chairman telling Representative Cowlishaw explicitly that you had ordered that no Republican Bill would come out of Aeronautics; that is that a Democratic Sponsor had to be the Chief Sponsor of any legislation coming out of Aeronautics. The Chairman offered to incorporate Representative Cowlishaw's Bill in an effort to co-op some Republican votes, but, Mr. Speaker, as we have said before, we are not going to allow you to continue collapsing votes in furtherance of what has been a long standing policy of putting your foot on the Minority. By changing the rules to controlling Sponsorship in terms of the Chief Sponsor, by offering to amend Republican Bills onto those Bills, the Republican Sponsors are co-opted into giving up all authority over those matters, over those Bills and as to the Committee on Aeronautics in particular, Mr. Speaker, what are you afraid of? The Committee on Aeronautics is charged, among other things, with studying 2 38th Legislative Day STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE April 30, 1987 the safety of the aeronautics in northern Illinois in particular. It's not necessarily limited to the DuPage County Airport Authority. O'Hare Airport is a much more pressing and legitimate issue, an issue of safety documented by the FAA reports which we hear of continually. I submit, Mr. Speaker, that the reason you have changed the rules to Chief Sponsorship. the reason that you are co-opting Republicans into incorporating their Bills into Democratic Bills, the reason you told Chairman of the Aeronautics Committee that you would allow no Republican Bills out was because you are afraid of O'Hare Airport being an issue, a fair issue of debate in the General Assembly where all of the state and all of the state's airports and the safety of all of the citizens of Illinois is at issue. You are ducking the issue of O'Hare Airport, Mr. Speaker. You do not need to do that. You have nothing to fear. Let us consider that issue and not keep ourselves amused with the DuPage Airport Authority and whatever political advantage you can make out of it. Let us deal with the O'Hare Airport issue. Let Republican Bills out of all the Committees so that we can deal with all of the issues confronting the citizens of the State of Illinois."

Are you aware that we have a Subcommittee in virtually every Committee that has met, with maybe one or two exceptions? Were you aware of that activity, the creation of these Subcommittees?"
"Well, Mr. Tate, I know that the House of Representatives, upon recommendation of the Rules Committee, has provided for the creation of Committees and Subcommittees and Special Committees to treat the issues that are presented to this Body."
"Mr. Speaker. could you have some attention? Members on this side would like to hear the explanation of the creation of those Subcommittees."
"The only problem. Mr. Tate, is that the Members on this side aren't particularly interested in your comments."
"We understand that, Mr. Speaker. Mr. Speaker, I'd like to just bring to your attention a couple of things. In the Committee of Registration and Regulation yesterday, the Chairman of the Committee filed 44 Bills in a Subcommittee to be deferred for action next fall. The vast majority of those Bills are with Democratic Sponsorship, Mr. Speaker. Yesterday. there were over 500 nurses that had come to lobby Springfield to hear the Nurses' Practice Act Bill heard in Committee that had been posted. This process, Mr. Speaker, has circumvented this process by not allowing public input. There are many Members... for the six years I have served in this process, Mr. Speaker. we have provided a forum in this process to allow for public input. We have allowed people to travel and come to Committees and hear their Bills on a regular basis. This process, Mr. Speaker, is a process that no one knows how it works. We come, we schedule it, we have Bills posted, we have people - the public - travel down to Springfield to hear their 4 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 38th Legislative Day April 30, 1987 Bills and then we are told that they are going to be a Subcommittee on it. We are not told when the date is. We are not told where the meeting will be held and now then the week before, the last week to get Bills out of Committee, we have Subcommittees that will be meeting on virtually every day that Committees are in hearings where we have conflicts. Now, granted, Mr. Speaker, I know that you really may not care a great deal about the Minority and about the Minority rights, but Mr. Speaker, you do care about the public and I know you care about public input into this process. Mr. Speaker, all I would ask you to do is allow for a forum, allow for a vehicle. Tell the people of Illinois that you don't want to hear their Bills or tell the people of Illinois that care about this legislation that you are just not for the legislation. You have the votes, Mr. Speaker. You made the assignments on these Committees. You can defeat the Bills that you want to defeat. Just give us an opportunity, Mr. Speaker, to hear our Bills. Give the people of Illinois an opportunity to have a say in this process. This is still a democracy the last time I heard about it, Mr. Speaker. Thank you."

I just rise to make an informal report that each and every Bill assigned to Tort Reform Subcommittee in the House Judiciary I Committee has been reported back to the full Committee after Subcommittee hearings. "Mr. Churchill, all of us together, all 112 Members of the House, have introduced 2800 Bills. Consideration of those 2800 Bills in Committee and on the floor sometime before the end of May is not my responsibility alone. It's the joint responsibility of this Body. I have suggested to the Chairs that they consult with the Minority Spokespersons on all of the Committees with a view toward uniting Bills where they can be united, which would reduce the number of Bills on the floor for consideration. We have ordered nothing. We have made suggestions, suggestions that the Chairs work with the Minority Spokesperson on each Committee. If Members choose not to work with each other on this proposal, then we will proceed in the ordinary course. Subcommittees will report Bills to the Committee. Committees will report Bills to the floor and then we will proceed to consider as many Bills on the floor as we possibly can before the deadline, which is the end of May. My purpose and my objective is to involve the entire Membership in a unified effort to properly and orderly manage the flow of Bills and the consideration of Bills in the House. If the Members, or a majority of the Members choose not to do that, then it is their choice. I am one person."

In your attempts in past years to be fair, you have always taken a look at the proportion of Bills that have come out in terms of the Republican Bills versus the Democratic Bills. "I would presume that that would be the type of discussion that would occur between a Chair and a Minority Spokesperson. Again, this is a suggestion to the Chairs because most of the Bills are in Committee at this point. They will then leave Committee and they will be on the floor. When they are on the floor again I am going to consult with the Chairs and ask them to follow the same policy in terms of floor consideration. I don't think and I think you will agree with me that we will be able to consider all 2800 Bills before the end of May, so we will be required to pick and choose. If we can facilitate that process now, I think we ought to do it and that's why I made this suggestion."
"I see and so... but I guess the reading I'm getting then is for the good of the Body then it should be the Chairmen of the Committees that will be totally responsible for the collapsing of the Bills and trying to keep some balance between the parties and perhaps in the Agreed Bill context, that the Chairmen will also be responsible for trying to keep some balance between the Majority and the Minority Parties to make sure that that is a fair distribution of the Bills?"
"I would recommend that to them. I think you should understand that a great number of the Bills that have been introduced are Bills submitted by the various agencies under the Governor's administration. Those Bills were all sponsored by Republicans."

Will they have the right to be listed as Sponsor or Cosponsor of that piece of the legislation?"

All I want is the opportunity for our side of the aisle to be listed, if we choose, given the opportunity to have the same rights as Members of your side of the aisle would have in Cosponsorship or hyphenated Sponsorship of that combined Bills to expedite the very problem you are addressing. I think we have found during the past week that that, in fact, has occurred. Good Members on both sides of the aisle, really trying to be as diligent as possible, have had absolute time conflicts. Numerous Members have had two or three Committees meet at 4:00, 6:00. You may think that that's something that's not very important, Sir. You may understand that."

We have dealt with that in the past and we will deal with that in the future and as I had discussed with you yesterday in your office, we are ready, willing and able to work in order to protect each Member's Bill, in 11 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 38th Legislative Day April 30, 1987 order to give each Democrat, each Republican, the opportunity to present their Bills, in their fashion, in their manner, amend or otherwise, in order to have this matter heard. And that's what we want to do and that's the points that we are making. Not in an effort to frustrate the movement of legislation. We think that your actions have had that effect and will come to play in the future weeks that that will be shown, that the efforts that you are done are similar to what you did today in Aeronautics Committee in removing a Republican Bill, combining it with a Democrat Bill so that no Aeronautics Bill that hits this floor either deals with the issue of safety, noise or air pollution around northern Illinois, thereby frustrating the rights of each and every Member, whether he or she be Republican or Democrat. And that is the point that we are making."
"Mr. Daniels, concerning my posture answering these questions, I stand subject to correction by the Parliamentarian, but clearly, if I were addressing a Bill or an issue, I would remove myself from the Chair and offer my remarks from the floor. It seems to me that over the last few minutes I have been answering procedural questions that relate to the process of the House and the procedures that have been followed by the Committees and the Subcommittees and because of my view that these were procedural in nature, I have remained in the Chair. "Mr. Speaker, Ladies and Gentlemen of the House, I think it ought to be said, first of all, as to the... regards the rule and why this House changed the rule with regards to the Chief Sponsorship. That was discussed in Committee and it had nothing to do with the Majority nor the Minority. What has happened in the past, even amongst 12 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 38th Legislative Day April 30, 1987 Democrats on this side of the aisle where there has been Cochiefsponsorship, there has been an issue come up as to who controls that Bill. And we changed the rule to make it clear that only one person controls the Bill and that is the Chief Sponsor. That was the reason for the change in that rule. It had nothing to do with preempting your side of the aisle at all. Now, at this time of the year, nerves are always frayed. The Speaker didn't introduce 2800 Bills. We introduced 2800 Bills. But it's the Speaker's job to manage the operations of the House and with 2800 Bills, that becomes very difficult. I think I heard, Representative, somebody said that we want to operate as a democratic institution. No higher democratic institution than Congress. Congress collapses Bills and has Bills relating to subject matter - not that all of us want to operate like Congress - but that is done and it does make some sense that we incorporate into one Bill many ideas that are related to that subject matter. I think that makes some sense. Maybe out of all this we will come out with a better legislative procedure. Also, I want to tell all of the Members of the House, because I heard the last speaker talk about the traditions of the past, and it came to my mind how soon we forget the tradition of the past. Because I rememeber when I was here under Speaker Ryan and believe me, we didn't collapse Bills into a Bill. We collapsed Bills period. This side of the aisle, your Bill was collapsed. That was it. You couldn't put it into anything. So, I think the Speaker is saying to us, let's work cooperatively and we can get something done here and I think the sooner we do that, we'll all be better off."

"Mr. Speaker, Ladies and Gentlemen of the House, I just finished talking to the Speaker in regards to House Resolution 319, which deals with the subject, the Chicago Housing Authority. I caused that to be filed yesterday, along with a Motion for immediate consideration. The Speaker has filed today House Resolution 326. The basic differences between the two Resolutions is our Resolution calls for the Department of Commerce and Community Affairs 15 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 38th Legislative Day April 30, 1987 to investigate Chicago Housing Authority in accordance with state law that already is in existence and also to have the Auditor General audit the CHA. The Speaker has suggested that we set up a Joint Committee, bipartisan Committee, consisting of eight individuals, four to be appointed by him and four by myself and for the selection of Cochairman. We don't have difficulty with that concept, so with permission of the Chair, I would ask that the matter be put over until next Tuesday when we go into Session at which time we'll bring up the subject of House Resolution 319, House Resolution 326. Hopefully, by that time, we will be able to have an Agreed Resolution. With permission of the Chair and the House, I'd like to move that that be done."

The fact that the Committee on Assignment, which is required by Rule 33(g) to assign Bills in its custody within three legislative days, is still holding six Bills that were assigned to it on April 10th, 20 days ago. These Bills are a Bill by Representative Hannig, concerning railroad crossing fatalities; a Bill by Representative Rea, on rebuilt vehicles; one by Representative Daley, concerning victims of sex offenses; one by Representative Harris, concerning police and fire pension management; one by Representative McCracken, concerning the Vehicle Code; and a Bill by Representative Hoffman and myself, which repeals the Motor Vehicle Inspection law or it seeks to do that, if it could ever get out of the Committee on Assignment. Clearly, assigning these Bills at this time, 17 days after the rules require the Committee on Assignment to act, would make it impossible for these six Members to have their Bills heard in Committee next week. He served as trustee of the Oak Lawn Tuberculosis Sanitarium and as a Director of the Jacksonville Area Association for Retarded Children; and whereas he leaves to mourn his passing his mother and family; resolved by the House of Representatives of the 85th General Assembly of the State of Illinois that we express our deep sorrow at the death of former State Representative Thomas C.
