All four caucuses in the Conference Committee report have signed off and approved this report. For the recordv I would Just Iike to recite a couple of hiqhkights bringing us to this point. I would like to reiterate that we have tried throughout this process to balance tbe budget. He believe we bave done that. He have been working all along with the Governor's #no tax* level tbat he provided us, a couple of months ago, two months ago. of :0.6 billion dollars. He fett at that time that he could roll over the note and so our target was a little over :0.7 biklion dotlars. We have hued to that a1l the waF through the process, rigbt up through Conference Committee Report /1. I stand before #ou today more confident tban ever that we can maintaln that figure because we have a cash balance of 1t50v0OO4000.00, which is over :100.000,000.00 above the vear end... previous year end prolections of the BOB. We have enacted a new revenue source wbicb uas not in an# revenue pro3ections used at anv point in the budgeting process. He now have the multi-state lottery. original estimates from the BOB were 5* million in new revenue. The Taxpa#ers Federation accepts a A0 million dollar figure, so that is sometbing we have looked forward to. So that there are ptaces where choices can be madev if necessary, that uill not inlure programs on thîs budget. l woutd point out the hlstorv of this budget has been particularly interesting because, of a11 the budgets, tbis is really... seems to be favored by all partiesv both Chambers, more tban any other. It came out of the House Committee 26 million dollars above the .87 expenditure level. Hhen hit the floor. a Republican Amendment added to million dollars. It went to the Senate. The Senate Comnittee added 8 million dollars. It got to the Senate floor. The Senate Republicans added anotber 20 million dollars. So bv tbe time it left the Senate and came back to usv it was 6* million dollars above the fiscal #87 levet, which we had used as our bench nark for all budgets. He felt, in adopting Conference Eommittee Report Jt* accepting a ## pillion dollar add-on was a compromise. He took it from 61 mîllion above *87 levels to #* million above *87 levels. It seeped to us like a prettv reasonable compromisev especially when education, which is a 3 billion dollar budget, onlv got a couple of oillion dollars above their :87 Ievel. So we felt we had done a prettv good Job. He were sorrv that the Senate had relected that. As ?ou knowv it passed the House almost unaniaouslv, kt5 to 1. The Senate rejected that and thates what forced us to Conference fommittee.
