June 8, 1988 "Thank you. I have a Lady here today who is from my district also in Madison County which I think Mr. McPike can relate to, Ms. Jamie Converse who is our Junior Illinois Queen and she would like to say a few words to us today."
"Thank you. It is indeed and honor to be here today as your guest. I would like to thank Representative Gary Hannig and his staff for helping me make this day possible. I would also like to thank Representative Sam Wolf for his support and assistance. This is the day, I can say without a doubt, I will long remember. When I won the title of Ms. Jr. Illinois in February of this year, I had no idea I would be here today. If I had, I might have been more nervous than I was. There were many intelligent and beautiful girls in Chicago in competition for the title, and I was honored to have won. In behalf of all those girls and myself, we thank you for your support. I would like to thank my family for all of their support for without it I would certainly not be here today. It is my desire to represent my State and my town to the best of my ability this year. I can promise that I will be doing my best to bring the national title back here to Illinois. And for filling my duties as your State Queen this year, I have worked and will continue to work with children's charities. I have an experience with a disease myself. Last August I was diagnosed as an insulin dependent diabetic. At that point, I was active in modeling and beauty competitions. At first I thought that it was the end of this part of my life and I have wondered how I would take care of my disease and even go to school, much less compete in pageants. But after being educated as to the care of insulin dependent diabetes, I decided to continue with my pageant activities. With the help of my parents 2 STATE OF ILLINOIS 85th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 114th Legislative Day June 8, 1988 and their continued encouragement, I entered a pageant one day after my release from the hospital. To me, it was not important where I finished, but that I was there in competition once again. I managed to place first alternate from 108 girls. After my parents had told me that they had never been more proud of my efforts than at that point. But I was especially proud of them. It was hard on competition schedule and working it out for my diabetic needs, my mother choosing all the normal procedures connected with the competition and working it out on my diet requirements also. During this point I have learned many things about myself and my family. I do believe we will find a cure for this disease in the future. Diabetes...diabetes strikes one out of forty children and is the third largest cause of death in the U.S. today. It is also the leading cause of adult blindness and with everyone's help we will find a cure and conquer this disease. I, myself, hope to study medicine and specialize in pediatrics. I have always loved working with children and I believe they would be a very rewarding career. In closing I would just like to say thank you once again for this opportunity. Let's go on to the nationals and bring the title of Ms. Jr. America back to the great State of Illinois."

It is a Resolution that would propose a blue ribbon task force appointed by the Director of Corrections to study problems facing persons released from correctional facilities. The Resolution was adopted unanimously by the Executive Committee. It was amended to extend the reporting date to December in 1989. We feel that there is much to be gained to study problems faced by those who are released from our prisons. We all know that we have a heavy prison population. We are concerned about the fact that many believe that the prisons have not rehabilitated and that there are problems that ex-offenders can relate in this type of task force. And we feel that it can do nothing but good for all the people of Illinois, and I would move...I would ask for your favorable support on adoption."

I understand that the Sponsor's desire to do this and I know it's well intention, Representative Young and another Sponsor has an interest in criminal justice generally. But this is just another make-work Bill. Nobody has to tell us what the problem is when ex-offenders come out of prison. They've been in prison. They haven't been working. They can't be let out to work. Not if they're going to be murderers or class X felons. We don't need to study what we already know. In the field of criminal justice and penology, this has been the history of the entire discipline. All they do is look at how to deal with prisons and ex-offenders when they hit the streets. This is just another unnecessary task force. Th The purpose is laudable but completely and absolutely superfluous. It's more money. It's more appointed positions for a task force. It's completely unnecessary. It's the wrong year to do it. They're not going to tell us anything we don't already know."

"I want to explain my vote. The only...the only opposition I heard to this is it may cost a few dollars. I guess that the Director of Public Corrections is opposed to this Resolution. I want to tell the Director, and I hope he hears this, if he can spend all that money...all of that money to buy an airplane for his own use that the...Appropriations Committee and this Legislature told him he shouldn't, I think we can spend a few bucks to learn the problems that we can make better citizens. And I would urge enough Members to get on board on this. It hurts nobody, nobody. And I think the Director, if he is opposed to this, that's the only thing I can read into it, if this thing is being verified, that it's got to come from the agency, if he is opposing this, he is making a mistake and he isn't handling the Directorship as he should."
