A proposition to amend Sections 5, 6 and 10 of article 4 of the constitution to read as follows. Article 4, section 5, Sessions the General Assembly shall convene each year on the second Wednesday of November. The General Assembly shall be a continuous Body during the term for which Members of the House of Representatives are elected. No Session or meeting of either House of the General Assembly may be held between the dates of the General election and the second wednesday of November, next following unless the Governor declares that a demonstrated emergency exists that requires immediate action by the General Assembly. The Sessions of each House of the General Assembly and meetings of Committees, Joint Committees and Legislative Commission shall be open to the public. Sessions and Committee Meetings of the House may be closed to the public if two thirds of the Members elected to that House determine that the public interest so requires. The meetings of Joint Committees and Legislative Commissions may be SO closed, if two thirds of the Members elect to each House so determines. Section 6, organization. A majority of the Members elected to each House constitutes a quorum. On the first Monday of November, Session of the General Assembly in even numbered years the Secretary of the State shall convene the House of Representatives to elect from it's Membership a Speaker of the House of. Representative presiding officer of the Governor shall convene the Senate to elect it's Membership President of the Senate as presiding officer. For purposes and powers and appointments conferred by the Constitution Minority Leader of either House is a Member of the numerically strongest political party other than the party to which the Speaker or the President belongs, which case it may be. Each House shall determine the rules of the proceedings, judges, judge of elections returns and qualifications of it's Members and choose it's officers. No Member shall be expelled by either House except by a vote of two thirds of the Members elected of that House. A Member may be expelled of only once for the same offense. Each House may punish by imprisonment, any person not a Member guilty of disrespect of the House of disorderly or contemptuous behavior in it's presence. Imprisonment shall not extend beyond 24 hours at one time unless a person persists in disorderly or contemptuous behavior.
